Introduction
GUJRAT, a dusty - sand state, well known in history for its brave people, art, culture and business houses, KHAMBHAT, a well known agriculture region of this state adjoining rich states like M.P AND GUJRAT, The KHAMBHAT district lies in the southern most part of GUJRAT. It is surrounded by Udaipur and Chittaurgarh in the North, Dungarpur in the west, Ratlam and Jhabua districts of Madhya Pradesh in the east and south respectively The district is divided into two sub-divisions, viz., KHAMBHAT and Kushalgarh. The KHAMBHAT sub-division consists of Ghatol, Pipal Khunt, Garhi and Talwara Panchayat Samitis whereas the Kushalgarh sub-division consists of Bagidora, Anandpuri, Sajjangarh and Kushalgarh Panchayat Samitis KHAMBHAT -The Center of Education (No.) Colleges 4 Higher Secondary and Secondary Schools 128 Primary and Middle Schools 1,995 ITI 2 Others 3
Though there are many good schools and colleges at KHAMBHAT region, Technical Institutes are very few and there is a great potential as well as a desire of people of this region to have one Technical Institute.
Electricity The demand for energy in Gujarat has been growing due to increasing industrial and agricultural activities .Tidal power generation potential of Gulf of Khambhat has been studied and found feasibile. It has been assessed that from Kalpasar Project tidal power of installed capacity 5880 MW will generate 12130 GWh energy in the Single Basin. With the Double Basin option the installed capacity would be 1680 MW and 8,078 GWh would be generated.
Water Around 180 villages in Khambhat and Tarapur talukas of Anand district lake Kanewal water-supply scheme is dedicated to people by Chief Minister Narendra Modi. The source-to-sump scheme for Khambhat town has come up at a cost of Rs 11.56 crore. The water supply scheme, said an official release, is aimed at per capita supply of 140 litres of water daily to the Khambhat town's population of 90,000. At present, water is sourced from Nareshwar lake situated in the north of Khambhat. Gujarat Water Supply and Sewerage Board has laid a 20-km pipeline to carry water up to Nareshwar head works where an 18 MLD filter plant, pumping machinery and electric connections works have been completed..
Road Transport Closing the Gulf of Khambhat will have profound impact on the geography or present spatial patterns of road transportation. By connecting Saurashtra region with the East coast of Gujarat, transport distances will be reduced by 225 Kms and will result in reduction of transport costs for the students. The project will serve as a tool for reduction in distance between Dahej & Ghogha and provide sizeable relief to existing road network serving Saurashtra and more students may come down to khambhat. This would result in stimulation of the regional economic developments, reduced operating expenses, the existing highways would become less congested, increased comfort and convenience and saving of foreign exchange as consequences of reduction of the fuel costs. Waterborne Transport Development Kalpasar reservoir would provide an excellent facility of inland navigation, along Narmada river from sea to Hoshangabad (in Madhya Pradesh) through Kalpasar Lake. This inland water way could be used for the transportation of import and export cargos, as well as of cargo with other Indian ports as origin or destination. It has been estimated that for long haul transportation of bulk commodities on the east west corridor Madhya Pradesh - Arabian Sea a potential of some 50 million tones per year that would make use of Narmada water way by the year 2020.
Need for further Technical Institution at KHAMBHAT Though there are good schools and colleges at KHAMBHAT region, Technical Institutes are very few and there is a great potential as well as a desire of people of this region to have one Technical Institute. Keeping in view this overall scenario, now a major plan for Engineering College is in pipeline at KHAMBHAT. However the need of an Engineering College at KHAMBHAT, to fulfill the expectations of the community of this region as well as that of GUJRAT, was always at heart of Mr. RAJ KUMAR SAWLANI. He nurtured a desire to open an Engineering College, with state of the art facilities, to impart top class technical education to the future generation of the state. The College is therefore poised to create a place in GUJRAT in the field of technical education {particularly in view the overall scenario and potential of the promoters}
1.2 Background of the consultants All the Society Members are experience holder in the field of education and promoting education therefore no consultant is been appointed.
1.3 Technical Education and Industry scenario
GUJRAT in growing very fast in the field of Technical Education. The State government is working at its full swing towards Economic Progress. The economic progress of a country is strongly linked to the quality of education and the policies of the Government related to business and commerce. It is therefore necessary for our technical educators to undertake periodic review of the curriculum and subject content of the technical programmes to ensure that they are up-to-date, not outmoded or obsolete and are effectively fulfilling the technological requirements of the country. Relevant and comprehensive course keeping in mind the demands of the industry. Also use of ultra modern tools, equipment and instruments and emphasis on accuracy in measurement and revolting quality of products During the past three decades, many steps have been taken in GUJRAT to improve the quality of our professional & technical education. These include evolution of model syllabi, quality improvement programmes for teachers; encouraging interaction with industry through consultancy and continuing educational programmes; and providing impetus for expanding infrastructural facilities in emerging technologies. For economic growth and prosperity, the need is to produce highly skilled compacter & professional minded engineers. This could be achieved by imparting quality teaching to students. Thru use of latest teaching tech. for this, towards this, some norms and standards of technical education need to be laid down so as to educate the students with appropriate skills suitable for a rapidly changing industrial scenario. Last not least the state government very well understand the need to place/ provide job to the students. Government is working hard and making the industry strong enough so the industries can generate more and more jobs.

To Provide for the welfare of Harijans, Tribes and other backward community or communities by grants of money and provide for and/or subscribing towards their places of Instruction and/or recreation and by other necessary means. Also there is an acute problem of brain – drain. GENERAL AND TECHNICAL EDUCATION SCENARIO OF THE STATE

Designed for quality technical education It is most hearing to note that There are about 21000 estimated seats in various Diploma Engineering College in the State of Gujrat out of which not a single institution is with in the circumference of 50 KM of Area Khambhat . where surprisingly as the literacy rate of the area is not less than The proposed Institute by POOJA SEVA SHIKSHA SAMITI (Raj.) Designed for quality technical education, is mainly focused on the area to develop the rural area of Gujrat (society primary objective)also the need of the district as anand and baruch are full of industry setup the need of technicians are high Society does not-envisage any problem in filling up the seats in any of its programs. Khambhat has good connectivity with Vadodara, surat etc. The promoters expect to get large number of students from nearest city and from other areas of the state of GUJRAT and Gujarat. 3.2.1 Status at entry level In the state of GUJRAT alone, more than 60,000 students appear in the senior secondary examination every year in the non - medical stream, conducted by different examining bodies namely “Board of Secondary Education, Ajmer”, “Central Board of Secondary Education GUJRAT”., “Open School, National Institute of Open Schooling” etc. In the past three years, more than 20,000 students have been appearing in the GUJRAT Pre- Engineering Test , out of which about 4000 are from KHAMBHAT region alone. 3.2.2 Status of Technical level manpower GUJRAT is an emerging state and poised for rapid industrialization process, keeping pace with rest of the Country. In the recent years many industrial houses have chosen GUJRAT as their focal point for newer industries. Government of GUJRAT is also planning an “IT Park” in the state in near future. At present the status of higher & technical education is very low in the state as compared to rest of country. The state does not produce enough technical manpower in the emerging areas, such as Computer, Electronics, Electrical and Engineering discipline. Due to financial constraints and other essential priorities, it is rather difficult for the State Government to open technical college with available state resources. Privatisation in Technical Education provides an alternative opportunity to fulfill this gap and boost Technical education in all the districts of GUJRAT. 3.3
Industrial Scenario in the State of GUJRAT
GUJRAT with its great historic past has a population of about five crores with literacy level of only 40%. Because of the adverse desert climate and other constraints, the state did not attract entrepreneur for new ventures in the past. However the scenario is changing with the rapid industrializations in rest of the
country and improved communication facilities the state is catching up with new industrial ventures. The State has very rich mineral resources. The state has also become a major Textile Centre and Software Industries as well as Small Scale Electronics Industries. A number of small and large-scale industries have come up in the recent past even in the region of KHAMBHAT. GUJRAT has now become one of the largest manufacturing zone of textiles, woolens, stone, cements, chemicals, as well as small engineering products. 3.4 Scope of educational . .

Moreover, large number of MNCs has established their manufacturing and servicing units in neighboring states and industrial towns in Gujarat and M.P, These are within the commutable distance from the proposed college. Hence not only the industrial scenario in the State of GUJRAT but the industrial scenario of the neighboring states in general, would also affect the proposed college in a positive manner; it would be easier for the proposed college to establish Industrial linkages. KHAMBHAT itself has an industrial estate with a number of industries. It is therefore amply clear from the above facts that: *

Academic Programmes 4.1
Basic Academic Philosophy of the Institution Placement is the only target with the motto of right job with right person.
The philosophy there fore is clear that the institution has to cover the set syllabus and along with that if the market requirement is for extra exposure than institute will plan for the extra arrangements: Society and Institution is to impart quality Education and develop the technical education scenario in the GUJRAT. Since the state is lacking such technical institutions, we aim at producing technical experts for the development of the state and country at large. The proposed Institution by Pooja Seva Shiksha Samiti strives to achieve academic excellence in the very formative years by developing a work Culture where faculty and student work together to evolve teaching-learning process that are most satisfying to ignite the minds of the students. The institute would create a conducive environment, in which the student would feel pleasure in acquiring knowledge and cognitive psychometric skills required to make them globally competitive technocrats. The institute would identify key performance indicators, output indicators and outcome indicators, which would be monitored periodically in a closed loop system. The Institute would strive at developing low cost technology and transferring the same for the common man including the unorganized sector of economy. 4.6 Central Computing facility Since the central computing facility is the basic requirement of all the educational institutions. So our institute also provides central computing facility.

A central Library with a collection of required number of text books, reference books. International / National Standards & Codes, International / National technical
and other journals & periodicals, Non Print Learning resources such as DVDs, VCDs, Video, / Audio cassettes etc shall be established well before the commencement of the academic session 2008-09. The Central Library would be fully computerized from its inception. Well-qualified & trained Staff would be appointed in the library, which would be kept open even after normal working hours on the weekdays as well as on weekends and holidays. Internet facilities would be provided in the Central Library as an additional resource. The tie up with Delnet will also be done for the international books available on net

Central Workshop
A Central workshop with state of art tools & equipments would be established, as per the curricula prescribed by the affiliating university. Training facilities would be established in the central workshop to cater to the day-to-day needs of the proposed institute. The Central Workshop would also have a maintenance cell for routine maintenance of machinery & equipment, electrical installations and the buildings, Skilled and technically trained staff, preferably with industrial exposure, would be engaged for the Central Workshop. College will help the students for on job training so the students are thoroughly prepared for the industries and market.
4.9 Central Instrumentation Facility Central instrumentation facility will be created with adequate equipment and technically trained manpower and as per the need of the institute. In this center general electro/electronics measurement system, electrical winding, PCB designing & fabrication servicing and maintenance of equipments, LCD & over head projector, audio systems etc. Will be made available.

5.2.1 Academic Objectives The Society proposes to maintain a respectable student teacher ratio without compromising the quality of education. The Mechanical Workshop has a separate provision for welding, foundry, fitting and turning and would be responsible for imparting practical training to all BE Ist Year students under various shops as per requirement of the curricula. The Workshop Superintendent who will be of the rank of Sr.Lecturer/Asst. Professor shall head the Central Workshop. The Central Workshop will also cater to the needs of routine maintenance and repairing of machinery, equipments and furniture etc. Instructor will be appointed for each shop of this workshop.

A Central Library would have necessary Text Books, Reference Books, International/ National Standards & Codes, International / National Technical and other Journals / Periodicals, Non-Print Learning Resources such as DVDs, VCDs, Video / Audio Cassettes etc shall be established well before the commencement of academic session 2007-08. The Central Library would be fully computerized. Well-
qualified & Trained Staff would be appointed to manage the library. The library would be kept open also after normal working hours on the weekdays as well on weekends and holidays. Internet facilities would be provided in the Central Library.

8.5 Method/ Style of Administration / Management Management methods Overall management of Jasoda Devi Engineering College will be the responsible of the governing body of the institute, Comprising of eminent industrialists and educationists. Day-to-day management of Jasoda Devi Engineering College however rests with the principal of the college who will be assisted in this task by a committee comprising of faculty and head of administration and finance. The Director will also interact with the trust for all financial matters and receive their guidance as may be required from time to time.
In addition the Registrar of the proposed Institute will be responsible for dealing with student’s affairs, and shall coordinate with external Govt. non-govt. agencies such as the affiliating University, AICTE, Ministry of HRD. The Principal will interact with the Trust for all financial matters and for their guidance from time to time.

Conceptual Master Plan for Main Campus Development 9.1 The Site The Pooja Seva Shiksha Samiti have establishing a Engineering College under the PPP Mode Scheme (the Free Land Scheme) of Govt. of GUJRAT in the lagging district. The establishment of an Engineering college in KHAMBHAT, particularly in its proposed location would meet the long standing aspirations of the region and will cater to the needs of both rural and urban populations. KHAMBHAT has all modern infrastructure and frequent fast Bus, Railway and Taxi services not only for the state capital but also to the national capital.
9.2 Proposed Land Use Pattern The Proposed Land use pattern (Site Plan) in given in drawing K-1 It Consist of Administrative block, Academic block, Workshop, Play Ground, Boys hostel, Girls hostel, Canteen and staff Quarters etc. The campus will come up phase wise. During 2007-08 following construction will be made as per details given in para 5.2.5 & 5.2.6 1. 2. 3.

9.3 Design Concept Initially each block will be of three stories consisting of , ground, 1st floor, IInd Floor. Workshop will be constructed at ground level and will have provision of 1st floor only. The administrative block is to provide all administrative services at ground floor and other floors will be used for library, Computer and Drawing hall facilities. Each floor of Academic block will be dedicated to each discipline. The College campus will be developed with appropriate landscaping and circulation area.

All essential facilities like electrical supply, water supply, sewage plant, Air conditioning for certain areas, captive power & Telephone lines will be arranged during 2008-09. One deep true well in the campus has already been built.

9.6 Construction Systems and material The institute building will be made of RCC framed structure with all safety majors laid down by the architect. All the material like steel, cement, i, bricks etc will be of best standard.
9.7 Landscape Proposed The proposed building is beautifully landscaped all around to match its surroundings, keeping in view creating healthy climate for students. Semi covered walkway will be provided for students. The campus will have internal roads and good lighting arrangement.

Requirement of Staff, Space & Equipment and their Cost 10.1 INTRODUCTION The institute will select highly qualified faculties. Senior Scientists/ academicians from national institutes will be associated with the institute. Wellequipped labs will be established. Minor and major projects will get sponsored from outside organizations/ industries. Institute would have all possible facilities for the benefits of students and staff; Pooja Seva Shiksha Samiti is capable to finance the required funds to the proposed institute.

Action plan for Implementation 11.1 Activity Chart * Submission of Application and detail Project Report (DPR) Trust will submit duly filled application and DPR in the prescribed format and on given date to AICTE head office Delhi, with the copies to - Regional Office, AICTE Chandigarh - State government for NOC. - GUJRAT Technical University , Kota for affiliation * Appointment of Director of the proposed Institute- SEC Principal Jasoda Devi Engineering Collegehas been identified as Director of proposed institute and will join the Institute in due course of time. * Water Supply and Power connection One tube well has been dug and plenty of water is available for the construction and other related works. One more tube well will be dug by the end of 2008 for hostels and staff Quarters. Power connection from the RSEB is expected by February 2008 for which necessary formalities have already been completed and fees have been deposited. Provisions have been made for captive power for essential requirements. * Land and Building Government of GUJRAT under PPP Scheme of 10 Acres in KHAMBHAT District will provide Land. Construction work of required building for 1st year will be started after allotment of Land. Construction for next five years will take place in phased manner as per AICTE norms. Provisions for partial Air conditioning for limited areas have also been planned. * Furniture for the labs/ building Furniture required for labs, classrooms and administrative blocks will be designed and suppliers will be identified by Jan 08. Required furniture will be purchased by Feb. 08. * Purchase of Equipments Equipments will be purchased to establish the first year labs and workshops before expert committee visit. All the purchase procedure will be completed and suppliers will be identified by Jan 08. * Purchase of books Books required for 1st Year will be selected and publishers will be identified by Jan 08 and purchasing will be completed before the visit of Experts etc.
