GRAY ANNOUNCES AN OVERSIGHT HEARING BY THE COMMITTEE OF THE WHOLE ON PROGRESS IN THE IMPLEMENTATION OF THE PRE-K ENHANCEMENT AND EXPANSION ACT FRIDAY, NOVEMBER 13, 2009, 10:00 AM 1JOHN A. WILSON BUILDING, ROOM 412 1350 PENNSYLVANIA AVENUE, NW WASHINGTON, D.C. 20004 Council Chairman Vincent C. Gray announces an oversight hearing by the Committee of the Whole on progress in the implementation of the Pre-K Enhancement and Expansion Act of 2009. The hearing will take place on Friday, November 13, 2009, at 10:00 a.m., in Room 412 of the John A. Wilson Building. The purpose of this public oversight hearing is to review the Office of the State Superintendent of Education’s (OSSE) progress in implementing Law 17-202, the “Pre-K Enhancement and Expansion Amendment Act of 2008.” The DC Council unanimously passed this legislation to ensure that by 2014, every three-year-old is afforded an opportunity to attend a two-year highquality pre-k educational program in a setting of their choice. The legislation directs the OSSE to engage in a year-long planning process that culminates in the development of a five-year expansion plan and the establishment of grant programs designed to improve the quality of existing pre-k programs. At this hearing, the Committee will review OSSE’s planning process, results to-date, and overall strategy for the enhancement and expansion of pre-k programs. When registering to testify, persons should leave their name, telephone number, email and mailing addresses, and organization they are representing, if any. Each person presenting oral testimony may be limited to THREE (3) minutes in order to permit each witness an opportunity to be heard. Witnesses testifying at the public hearing are requested to provide 20 copies of their written testimony at the hearing or submit one copy of their written testimony by November 11, 2009. Written statements for the record are encouraged and will be made a part of the official record.
