CENTRAL LUZON LIBRARIANS REGIONAL COUNCIL AMOR C. MARTIN The new constitution and by-laws of the Philippine. Librarians’ Association, Inc., paved the way for the organization of the fifteen (15) regional councils in the country. Article 14 Section 12 states that each council shall conduct their respective business and affairs and perform such act as shall advance librarianship and protect the rights and interests of its members, librarianship and the association. The establishment of the Council for the Central Luzon Librarians was spearheaded by the following convenors: Mrs. Africa R. Castillo (Angeles University Foundation), Ms. Elaine E. Joshi (Philippine Rice Research Institute), Dr. Obdolia M. Guanzon (Philippine Merchant Marine Academy) and Ms. Thelma Macaspac (Guagua National College). Fifty (50) licensed librarians in the region participated and elected the Interim Council Board of Directors and the Interim NOMELEC. September 29, 2004 marked the first regular election of CLLRC’s officers. This momentous election coincided with a forum entitled ‘Understanding Yourself and Others: Improving Interpersonal Relations.” The resource person was Ms. Ma. Soledad L. Tioseco, Section Chief of Manpower Development and Employee Welfare Office, Senate of the Philippines. Fifty (50) of the 79 attendees in the forum who were licensed PLAI members exercised their right to vote for the first set of CLLRC officers as follows: Board of Directors Africa R. following areas: to seek greater involvement of people in the field; to equip librarians with appropriate skills that will make them capable of providing quality services specifically in the field of ICT; and to start making moves to provide an environment and an opportunity for its members to network and to share information and expertise. Another forum was held last April 1, 2005 at the Angeles City Library and Information Center. Atty. Vyva Aguirre, a former PCGG Commissioner and presently a faculty member of the U.P. Institute of Library and Information Science, enlightened the participants on the Republic Act 9246 and the Intellectual Property Rights. True to their commitment, the council set a regular monthly meeting and agreed to hold it in different venues to be hosted by each officer. The term of office of the current board is about to end by September 24, 2005. Preparations are now underway with regards to the election of the Council’s next batch of officers for 2005-2006.

Induction of the officers was held last November 9, 2004 at the Angeles University Foundation. Dr. Ricardo R. Pama, University President and Dr. Nicanor Austriaco, Vice President for Academic Affairs witnessed the event. The University President delivered an enlightening key note speech on “Moral and Ethical Issues in Librarianship” and served as the inducting officer during the oath taking ceremony of council officers. Mrs. Castillo, through her acceptance speech as council chair, expressed the offi cers’ commitments to achieve the goal/objectives of the council in the
