Keep the Secondary Learning Centers Open! Created by Joshua Prentice on Feb 07, 2007 Petition History and Background: Montgomery County (Maryland) Public Schools (MCPS) announced in its 2008 budget that it would close or phase out secondary school learning centers for children with special education needs, one of the Gifted and Talented/Learning Disabled (GT/LD) programs, and other related programs. These decisions were made without including either parents or school personnel in its decision-making process. We strongly oppose forcing parents to place students in these programs, but insist that they remain open to serve the students who can only succeed in a smaller class setting... Besides limiting our children's educational options and reflecting an unconscionable lack of thought, preparation, and discussion, this action violates Federal Law - I.D.E.A. 2006 Federal Register, BOE Policy - DBA Budget Preparation and Procedures, and BOE Policy - ABA Community Involvement. Petition Text: WE, THE UNDERSIGNED, oppose Superintendent Jerry Weast's proposed plan to discontinue the Secondary Learning Centers, and request that the Montgomery County Board of Education (MCBOE) remove the decision from the FY 2008 Montgomery County Public Schools (MCPS) Operating Budget Process, and instead consider a special education improvement plan that does not involve closing the secondary learning centers and must be developed with input from parents and other community members, **as required by MCBOE policy.** Total signatures 988 #

I have known Johanna Rall for 13 years (her whole life!) & watched her evolve from a shy, struggling child with cererbral palsy into a confident, intelligent, I-can-do-anything young woman, thanks to her education with the wonderful Secondary Learning Centers. Please reverse your decision to discontinue this life changing program. I think that you will agree that children are our future, even those who need a bit more attention to reach their full potential. Jo will not let you down! 973 William and Sandra Klopp

As family friends who have known Jo since infancy, we strongly oppose this proposed move by her school district. We are a family of teachers and fully understand budgetary concerns, and this smacks of path of least resistance. Be creative. Do the right thing. Take care of the kids in your system with special needs. 971 jane blumberg

I have known Joanna Rall since she was born. The closure of the Secondary Learning Centers would represent an enormous setback to Jo and to her family. It is vital to her welfare that this provision be maintained. 970 John Conklin

In 35 years of teaching I certainly never had the skills necesary to be of any use as a teacher to students more than minimally in need of specialized education and I doubt that very many other regular teachers do. Co-teaching cannot replace in any way, shape or form a dedicated special needs educational program. And I cannot imagine anyone making the decision to eliminate such a program without involving the persons most intimately involved. I've known Jo Rall for at least 5 years. 968 Jones Smith

I am a retired public middle school art teacher and I can tell you that total immersion does not work. I have seen too many 6th gr Special Ed students go from happy, well adjusted students to withdrawn kids by 8th gr. They actually regress in their learning abilities. Why don't you go out to the "specials" teachers and ask...we teach all kids and many of us for over 3 years, so we can see the effects of educational programs. I grew up in Montgomery Co. and am ashamed at their proposed changes 963 George Blumberg

essential for future development and one way to achieve this is to continue to support in the fullest way possible the needs of special students. 961 Laurel Lewis M.A., A.A.M.F.T.

I have personally witnessed the benefits of the learning center on families in the Montgomery County Public Schools. Learning centers have advanced a sense of community for these kids. They learn more in this focused environment and parents are united in the process. Before using arbitrary decision-making to change paths, careful evaluation is warranted. Parents know when their children are doing well and can better estimate what inputs are helping. 960 Jean Robbins

I recommend that parents and teachers should be included in meetings regarding the continuation of special-ed for children with disabilities in Montgomery County. 959 Richard Koeniger

As a retired public school administrator and teacher, I recognize and appreciate all efforts made with efficacy in funding programs. However, you are well advised to NEVER compromise with funding decissions those rapports cultivated with your tax base citizens. Short sided, clandestine efforts on your side WILL cost you dearly in the long term! Remember,......it's "NO CHILD left behind". 956 Mark Robbins

I oppose to the closing of the secondary Learning Centers. 946 Melissa A. Williamson

Back to signature list

The parents of children who need or will need these centers should have had some imput on this rash decision. The schools are for the benefit of the children and the community. They should not be "managed" without the knowledge of the parents whose children go to them to, supposedly, get as good an education and basis for future learning as possible. 943 Stacey Abbott

Back to signature list

We need to be given a voice in this process! If it is in the best interest to do away with this service, please let us have some say in how and when they are cut and also give us something to replace it with. Montgomery County has done well by my special needs son and I'm very proud of living here because of that. Please don't shut us out of the system now. 940 Sue Schwartz

Children are in special education for a reason. I do not deny that some have been inappropriately placed but in that case I would look at the referral process and see where the errors are occuring. I would not throw the baby out with the bath and eliminate learning centers for those that need them 939 Kristi Boucher-Welter

My disabled grandson lives and attends a public school learning center in Montgomery County. He is 10 years old and approaching secondary school age. The learning centers are imperative for his education; he would not be academically competitive in a mainstream classroom and his self esteem would suffer as a result. Please don't abandon special learners like this dear boy -- he deserves the chance to learn and grow. 928 Karen Craft

The Montgomery County Learning Centers provide a valuable service to the children and parents of the community. In fact, these specialized learning centers are a mainstay of helping children in need of extra attention to achieve "on grade" performance and help the students and County meet the Federally mandated goals of "No Chld Left Behind." In my opinion, the abolishment of these Learning Centers could only result in more students not achieving the required standards. 911 Catharine Niblack

This petition contradicts the No Child Left Behind law. It is unexceptable to not have the teachers and parents involved in thsi matter. There are too many children to benefit from these programs(some of which are mine). It can make or break a child's future and our society needs children who will grow up with seeds of a fruitful education. Why cut these programs instead of another less needed one? It is my sincere belief that these programs are vitaly important to ensure the success of our kids 888 Jessica Personette

Back to signature list

I was a learning center student for 4 years in HS and feel that the centers should stay open. It helped me to get a high school diploma. If I was not in the learning center I probably would not have gotten one. The learning center is great because students who learn slower or differently need to be taught by special ed teachers who have special training. I needed a little extra help to suceed and I got it at the learning center. So keep the centers open to help other kids like me. 887 linda Jacobs

Back to signature list

Both federal law and children's educational needs require that a full continuum of placement options be available to children sith disabilities. Closing the centers denies these opportunities. 882 Richard Coffman

Back to signature list

Now that Mr. Weast has been extended yet again, he and the Board should finally do something for the very significant number of families in the County whose children benefit greatly from these centers. This is not too much to ask from one of the highest taxed counties in the country and one of the most lavishly funded and heavily staffed school systems. The Board's generosity ought to be extended to those who really need it. 880 Sarah Wright

Back to signature list

As a professional life coach specilaizing in ADHD, I know not everyone's brain works the same way. If a person is taught in the way that their brain works, the benefits last a life time. If they are not, that lasts a life time too. I see this every day in my adult clients. Children need to be taught they way they learn best, not shoe-horned into one mold. Please keep the Learning Centers. You will be doing the kids, their families, and society a great service that will last a lifetime. 877 Alida Anderson

Back to signature list

Placement change for students with diverse needs from special centers is predicated on a notion MCPS schools can immediately practice effective inclusion. This requires components which have been non-existent in neighborhood schools; thus special centers provide critical differentiated instruction for students to receive a free appropriate public education with same-age peers. Disbanding centers puts students' rights in jeopardy as MCPS incrementally moves toward an effective inclusive model. 875 Sari Hornstein

Back to signature list

There are a variety of ways in which one can INCLUDE others. Each child deserves the opportunity to learn in an environment best suited to its particular needs. Mainntaining a spectrum of models that incorporate inclusion, and eliminating the learning centers is a great disservice to those who develop best in such settings. Include students in activities alongside the learning centers - to benefit both the kids and their communities.

Ther are 40 LAD positions that have not been filled at present. You are talking about hiring even more people and having the mainstream teachers trained by August. The county is making promises that it can't keep. They are making changes that will break the backs and the future of our children. Like doctors they are supossed to do no harm. 863 Victoria Johnston

Back to signature list

If you cared about our children's future, this change would not be done. The need to educate special needs children to become fully functional members of society vastly overweighs the minor cost advantage gained by reducing the number of special needs teachers. 859 Susan Olson

Back to signature list

I have known many students who benefitted from the assistance they received in secondary school learning centers in Montgomery County Public Schools. That assistance enabled them to take regular classes in many subjects and succeed. As a former English Composition Assistant, I also worked with students who were "included," but often failed because they could not obtain the help that smaller classes afford students. Keep the learning centers. 855 Kristina Marshall

Back to signature list

As a private tutor, I often think of the students whose parents can't afford to hire outside help for their child. If Secondary Learning Centers are discontinued, the county will have taken another step towards separating the "haves" and the "have nots." The already disadvantaged should not be put at further disadvantage. As a life time resident, I hope the county will do the right thing and not only continue, but also improve the Secondary Learning Centers. 850 Kim Irish

Back to signature list

The "home" school Special Education system in place in MCPS is already overburdened and understaffed. Before closing the Learning Centers, Dr. Weast needs to demonstrate that Learning Center students are less succesful than those receiving special ed services in their home schools. Is his proposal, in fact, based on economic considerations? Or does having all SPED students in their home schools look better on Dr. Weast's resume? 849 J Seaman

For the students who need the services provided in the :earning Centers the centers have been highly successful for many years. When needs have been met for students , they have been able to attend post high school programs such as college, technical schools, and/or job training facilities which will lead to independent citizens in the future. high school diploma. For many that is only possible in a small classroom where they can learn without distraction at their own pace. A large classroom setting is simply not appropriate for every LD child. We need the choice. If MCPS won't offer LC's for those who need them then they should pay for private placement. An education is a terrible thing to waste. 827 Jody Krieger

Making a unilateral decision to close a viable and necessary resource such as the Secondary Learning Centers without involvement from parents is just plain reprehensible! And it violates Federal Law! There are hundreds of children who will simply "slip through the cracks". Is that what they wants???We desperately need a new, compassionate and caring Superintendent of Schools. The sooner the better. 817 Frederick Liniak

I am 80 years old and my grandson needs and is fluorishing in his learning center program. I want you to face him, me and his parents before taking any actions that will harm him. I guarantee you that you will change your mind as you would have if you followed proper procedure in the first place. 813 Thomas Liniak

Back to signature list

Total inclusion is a fine goal but in reality it is by no means the best or let alone a practical alternative to enable all to achieve their potential. Please do not make the plight of special needs children who need the learning centers to achieve even more difficult. Mr Weast's decision is arbitrary, improper, illegal and lacks good common sense. Listen to the parents-that is your job and duty. Bureaucratic convenience in spreading "unwanted" test scores among more schools is not acceptable. 812 Janet Sluzenski

My child has been tested at GTLD just before the beginning of 5th grade and has an IEP. We opted to keep him at his home school this year, but very seriously considered sending him to a GTLD program. We hope to continue to have that option if he does not make enough progress in the next year or so. Please keep the learning centers open for children like my son! It is very important to have these kind of options available!! 807 Sally Acharya

Back to signature list

One of the reasons we moved to Montgomery County is the reputation of its schools, which includes a reputation as a national leader in GTLD education. This "reallignment" would cast into doubt the county's commitment to leadership, and turn it into one more place driven by an artificial numbers game rather than human needs. I don't have a child in a center, but it's absurd to imagine that any child would benefit from LESS individual attention, which is what this amounts

My son, who has also signed this petition, has been shuffled between regular classrooms, inclusion classrooms, and learning centers since the 3rd grade. The ONLY place he has had any academic success has been in the Learning Centers at Tilden M.S. and Walter Johnson H.S. I fear for children coming behind him who do not have the opportunity to be taught in a comprehensive special education program. PLEASE don't close down the Learning Centers! 803 Jack Balcom

Back to signature list

As a former special education student within the county, I find the possibility of the loss of resource centers a frightening prospect indeed. The manner of this proposal's enactment only exacerbates the situation. Montgomery County's children - troubled, gifted, both or neither - deserve better treatment than to have their needs ignored. 801 Bridgette Neil

Back to signature list

It will be a great diservice to students who have unique needs - and require unique solutions. Not all students can benefit from being placed in a regular classroom of 25 or more studnets with variable learning abilities. Some students require small, highly structured classroom setting with less than 7-10 students in a room with significant support. MCPS will be denying these group of students access to FAPE by closing down these centers. 785 Jean Johnston

Please reconsider your idea to close the secondary learning centers in Montgomery County. It is my understanding that these centers are very important to many families with lack of other means. Please try to get more creative with the budgeting. 266 Johanna Rall

Closing these centers will affect all children. Special needs kids may not have an environment available to them in which they can thrive. In addition, many other "average" children may not receive the attention they need due to focus on the most needy in the classroom. 259 Monica Freedman

Our son was served by a center program, and he would have failed without it. I dod not agree that academic achievement wouldhave improved. if fact, he would have drowned!!!!! 255 Anna Gilcher

I am convinced that creativity will flow if we have a full conversation with parents and other community members. We can find a way to support the children who use the secondary learning centers and those who do not. 254 Judy Dey

Children need a variety of learning models in order to succeed. I believe this is particularly true of special needs children. I would hope there would be more discussion and thought about closing these centers. 253 Ralph Brentwood

Parents are required by law to be part of the IEP decisions. This is just another instance where MCPS makes the decisions and then tells parents what is best for their children. You cannot keep treating parents with such disrepect and expect to keep your positions. 245 Cindy Roeder

The importance of this program can not be underestimated. 244 Joseph Malouf

Obviously, Mr. Weast is unaware of the significant needs that our children with special needs have. Mr. Weast should get to know these children before he denies them of an education. Shame on you Mr. Weast. We're not in an undeveloped country to deny people of an education. Perhaps you should transfer to an oppressed Country where education is not important. We're in the USA. 243 John Wallmark

Back to signature list

God help us all if Weast succeeds in closing Mark Twain, Kingsley Wilderness Center, the GTLD center, the Learning Centers, etc. There will be a whole new generation of homeless people born right here in our school system when we fail to adequately serve them and they subsequently cannot transition to support themselves by virtue of not having had a basic education. To say nothing of the psychological and emotional damage we will be inflicting upon these individuals and their families.

Least Restrictive Environment means an environment where a child is able to maximize learning potential, which may be an inclusion class or a general ed class or a self-contained class, determined by the IEP team, which includes parents. We need a CONTINUUM of services: learning center all the way to full inclusion. One size does not fit all. 229 Jeri Boliek

It would be short sighted to closes the Learning Centers. MCPS needs a range of programs. 212 Deborah Kerr

It is sad that we are cutting a spectrum of services. It is not surprise that these students don't do as well on mandated tests; they were recommended for the LC because they are needier than the LAD students placed in co-taught classes. There will be no improvement in their scores by placing them in co-taught big mainstream classes, and in fact, I predict they will do worse. Top down management is destroying MCPS. But what do I know, only been involved with SpEd for 38 yrs. 202 Susan O'Hara

Both state and local regulations require consultation with parents and teachers before major policy changes. This has not happened, but it must! 199 Lawrence Wright

Back to signature list

The failure to consult affected parents, teachers, and administrators, and the effort to push this through as a budget item rather than a change in education policy, are completely out of line with proper MCPS and educational principles. 193 Margaret Keck

Our daughter's IEP stipulates that she needs a small class learning environment. She currently has that at Tilden's Learning Center. It's not perfect, but it's the best available. While I share concerns about over-representation of African American and minority students, the solution is not to close the centers, but to fix the way students are channelled to them - as one would do if white students were over-represented. 189 Eleanor Keller

As a Speech Language Pathologist, I know that some students can ONLY learn in the smaller classes offered by the secondary school learning centers for children with special needs. Closing these centers would be denying these children the education that makes it possible for them to become a part of their community. 178 Kathleen Musaro

Back to signature list

The Learning Centers were very important toward my son's successful education, inclusion isnot the best choice for all children or for all staff. Saving money is not whats best for our children. 165 Madeline Katz

Back to signature list

County efforts so far to mainstream special needs students show inadequate preparation of host schools and inadequate staff increases to accommodate the students' higher need for teacher time and attention. Mainstreaming has also led to underestimated student-teacher ratios in host schools. Discontinuing the LCs therefore harms all students involved.

Some children can only learn in a GT/LD classroom; in a normal classroom, even with support, we will lose them. We need to keep this option open for them. Federal law does not require inclusion at all costs--only as compatible with an appropriate education. My GT/LD child has thrived in the regular classroom, but I have watched children who have not; there were clear reasons why. MCPS should focus on setting better guidelines for which children need GT/LD classrooms instead of eliminating them. 160 Noah Blumberg

The GT/LD program in the Learning Center at E. Brooke Lee made the difference in my son. He went from a child who was smart but unsuccessful in elementary school to a child who can succeed in honors classes at Sherwood. He learned the skills necessary by being in the gt/ld program. It couldn't have happened at his homeschool, that had been proven in elementary school. The success of these children is dependent upon the Learning Centers and the teachers and the life skills they learn there. 139 Jill Hazan

Please save and expand the GT/LD program. Many students need the small class size that the Learning Centers and the GT/LD programs provide. Inclusion will only work for these students if you reduce class size for all students. (Hey, that's a good idea!) 92 Alice Kirkman

This proposal, even as revised, is poorly planned and violates provisions of IDEA. The Board of Education should halt implementation until a proper education proposal is made, with community input as required in any planning. Otherwise, many special education students born after 1996 will be denied a diploma in violation of IDEA. 89 Amy Allnutt

My son is 15 years old, autistic, and has been educated in a Learning Center since day one. He has thrived in that environment. He would not have lasted one minute in a mainstream environment (which was tried). The Learning Centers were set up to target children who needed a smaller, self-contained classroom to learn in. Please do not remove the Learning Centers as an option. As much as I would have loved for my son to be included, he learns differently and that's the key. 83 Mildred Bendl

Dr. Weast, When I think of your agenda I am saddened and distreseed. You have removied attributes that I believe are integral in becoming a functional worker in society. Extra effort, questioning, being involved, knowing where to find answers and working as a team are just as important as test scores. Muisic and arts are proven by research to increase the ability to learn, yet, these are being cut. Special ed has been eaten away and unsupported. Learning differences can need different teaching! 72 Barbara Turner

While the Learning Centers do not serve every member of the special needs student body, they do serve a significant number of students. They also provide a necessary alternative structure for learning for those who cannot positively learn in other environments. To close them would be a disservice to this population, their families, the classes that they would be required to become members of, and MCPS. 67 Sharon Nystrom

This change impacts all children, not just the children in special education. There is a reason why they are in smaller, specialized classes and if they are placed in the larger general education class, they will require much of the teacher's time to keep up. This impacts my GT child who will not have the same access to the teacher because her needs are not as pressing. There are also some disabilities that make a child more disruptive, which will impact the class as well. 64 Janet Weingarten

Respectfully, I request that this issue not be couched in terms of race, but rather in terms of meeting the indivdual needs of each student. Some students can benefit from inclusion; others might be harmed. Please keep all options open! 60 Lisa Chulock

I have come to find through my experiences with MCPS's that there is so much focus on advanced placement classes and accelerated programs for children with high potential and there is very little offered to children who struggle with grasping concepts a little out of their reach. Please do not take this alternative away from children who need it and benefit from it the most. I have two children, one who excels and one who struggles. There is such a disparity between how they are treated. 59 Diane Dickson

Your proposal to discontiue Secondary Learnng Centers in Montgomery County Schools is detrimental to the children in particular and the community as a whole. I know one of the children that will be impacted by this, and this program is vital to his continuing development. The idea that all these children can or should be main streamed does not agree with what past experience has indicated. 19 Tom Jones

The essence of education is to identify the potential of each individual person, then help that person advance toward realizing his/her potential. The Montgomery County Secondary Learning Center experience is the single most effective educational experience toward that goal in the life of our daughter and many, many of her peers who have similiar learning disabilities. These learning centers are key toward independent, productive, abundant lives. Please do not eliminate them! 17 Emily Sudbrink

If the BOE approves the SLC phase out plan proposed in this budget they will be creating a new policy of excluding those families most greatly affected by these realignments from being equal partners in the decision making process. They will be giving MCPS's exclusion of parents as equal partners, a "stamp of approval", which will encourage this behavior to continue. By removing the decision to phase out SLC's, the BOE will send a powerful message to MCPS that parents must be equal partners. 16 N R Schandelmeier
