Keep the Secondary Learning Centers Open! Created by Joshua Prentice on Feb 07, 2007 Petition History and Background: Montgomery County (Maryland) Public Schools (MCPS) announced in its 2008 budget that it would close or phase out secondary school learning centers for children with special education needs, one of the Gifted and Talented/Learning Disabled (GT/LD) programs, and other related programs. These decisions were made without including either parents or school personnel in its decision-making process. We strongly oppose forcing parents to place students in these programs, but insist that they remain open to serve the students who can only succeed in a smaller class setting... Besides limiting our children's educational options and reflecting an unconscionable lack of thought, preparation, and discussion, this action violates Federal Law - I.D.E.A. 2006 Federal Register, BOE Policy - DBA Budget Preparation and Procedures, and BOE Policy - ABA Community Involvement. Petition Text: WE, THE UNDERSIGNED, oppose Superintendent Jerry Weast's proposed plan to discontinue the Secondary Learning Centers, and request that the Montgomery County Board of Education (MCBOE) remove the decision from the FY 2008 Montgomery County Public Schools (MCPS) Operating Budget Process, and instead consider a special education improvement plan that does not involve closing the secondary learning centers and must be developed with input from parents and other community members, **as required by MCBOE policy.** Total signatures 988 #

In 35 years of teaching I certainly never had the skills necesary to be of any use as a teacher to students more than minimally in need of specialized education and I doubt that very many other regular teachers do. Co-teaching cannot replace in any way, shape or form a dedicated special needs educational program. I have seen too many 6th gr Special Ed students go from happy, well adjusted students to withdrawn kids by 8th gr. They actually regress in their learning abilities. I was a learning center student for 4 years in HS and feel that the centers should stay open. It helped me to get a high school diploma. If I was not in the learning center I probably would not have gotten one. The learning center is great because students who learn slower or differently need to be taught by special ed teachers who have special training. However, Weast has a history of not caring about the students - as seen last year when he was more concerned about the jobs of consturction workers who were illegal immigrants than ensuring they were not sexual predators working near our children at our schools.

Federal law does not require inclusion at all costs--only as compatible with an appropriate education. My GT/LD child has thrived in the regular classroom, but I have watched children who have not; there were clear reasons why. The GT/LD program in the Learning Center at E. Brooke Lee made the difference in my son. He went from a child who was smart but unsuccessful in elementary school to a child who can succeed in honors classes at Sherwood. He learned the skills necessary by being in the gt/ld program. It couldn't have happened at his homeschool, that had been proven in elementary school. If the BOE approves the SLC phase out plan proposed in this budget they will be creating a new policy of excluding those families most greatly affected by these realignments from being equal partners in the decision making process. They will be giving MCPS's exclusion of parents as equal partners, a "stamp of approval", which will encourage this behavior to continue.
