Metro Briefing | New York: Manhattan: New Emergency Number Sought By Elisabeth Bumiller (NYT) (Compiled by Anthony Ramirez) Public Advocate Mark Green, a Democratic candidate for mayor, yesterday proposed a 311 telephone line to help New Yorkers through the maze of city government and to relieve pressure on the 911 emergency line. Calling 311 a ''one-stop shop,'' Mr. Green said the number could be used to report potholes or find emergency shelter. A spokesman for the City Council speaker, Peter F. Vallone, another Democratic candidate for mayor, dismissed the proposal as an old idea proposed by Mayor Rudolph W. Giuliani and discussed by the City Council.
