As part of its efforts to make villages located along Ganga open defecation-free, Government has launched a campaign ‘SwachhYug’, a collaborative effort of three Union Ministries, to bring about behavioural change among people staying in villages along the holy river 1.Youth agencies under the Union Ministry of Youth Affaris such as the Bharat Scouts and Guides, Nehru Yuva Kendras and National Service Scheme will be deployed for the campaign. 2.These organizations will be called upon to provide a large number of local youth volunteers to support a behaviour change campaign in the 52 districts under the Swachh Bharat Mission. 3. Ministry Of Electronics & Information Technology, Government of India 32 Skilling India 33 National Skill Development Mission NSDM will provide a strong institutional framework at the Centre and States for implementation of skilling activities in the country. The Mission will have a three-tiered, high powered decision making structure: 1. At its apex, the Mission’s Governing Council, chaired by the Prime Minister, will provide overall guidance and policy direction. 2. The Steering Committee, chaired by Minister in Charge of Skill Development, will review the Mission’s activities in line with the direction set by the Governing Council. 3. The Mission Directorate, with Secretary, Skill Development as Mission Director, will ensure implementation, coordination and convergence of skilling activities across Central Ministries/Departments and State Governments. Ministry of Skill Development and Entrepreneurship 34 Pradhan Mantri Kaushal Vikas Yojana (PMKVY) To provide skills training for the youth. Focus on Class 10 and 12th dropouts -Skill training would be done based on the National Skill Qualification Framework (NSQF) and industry led standards. -Under the scheme, a monetary reward is given to trainees on assessment and certification by third party assessment bodies. The average monetary reward would be around Rs.8000 per trainee. -Special emphasis has been given to recognition of prior learning. -Awareness building and mobilization efforts would be focused for attention. -Mobilization would be done through skill melas organized at the local level with participation of the State Governments, Municipal Bodies, Pachayati Rai Institutions and community based organizations.

It has budgetary outlay of Rs 10000 crore. 1. NAPS is implemented by Director General of Training (DGT) under the aegis of Union Ministry of Skill Development and Entrepreneurship (MSDE). 2. Under it, Central Government for the first time will provide financial incentives to the employers to engage actively in apprenticeship training 3. Central Government will also directly share 25% of the total stipend (maximum of 1,500 rupees per month per apprentice) payable to an apprentice with employers. In addition, it will support basic training which is considered an essential component of apprenticeship training Ministry of Skill Development and Entrepreneurship 36 PM Yuva Yojana To build an ecosystem of entrepreneurship for youngsters -PMYY is MSDE’s flagship scheme on entrepreneurship education and training. -The scheme spans over five years (2016-17 to 2020-21) with a project cost of 499.94 crore rupees. -It will provide entrepreneurship education and training to over 7 lakh students in 5 years through 3,050 institutes. -It will provide easy access to information and mentor network, incubator, credit and accelerator and advocacy to create a pathway for the youth. -The institutes under the PMYY include 2,200 institutes of higher learning (colleges, universities, and premier institutes), 500 ITIs, 300 schools and 50 entrepreneurship development centres through Massive Open Online Courses (MOOCs). Ministry of Skill Development and Entrepreneurship Supported by World bank 40 STRIVE (Skill Strengthening for Industrial Value Enhancement) -STRIVE, a central sector scheme (funded and implemented by the Central Government machinery), aims to modernize 500+ ITIs through outcomes and reform linked funding. -The architecture shall help to converge the efforts of various central, state and private sector institutions thereby avoiding duplication of activities and bringing about uniformity in vocational training. -The schemes aim to strengthen institutions such as State Skill Development Missions (SSDMs), National Skill Development Corporation (NSDC), Sector Skill Councils (SSCs), ITIs and National Skill Development Agency (NSDA) etc. and ensure greater decentralization in skill planning. Aims to train youths from both rural and urban areas of J&K in various job-intensive vocational courses over the next three years -Himayat is a placement linked skill development initiative for training and placement of 1 lakh youths from J&K in next 5 years. -Youths enrolled for this scheme will be given training for six-months, nine-months and one year job-oriented courses. -They will be trained in and outside the state. -A provision has been also kept for foreign placements as well -The scheme is part of the Skill Empowerment and Employment scheme of the Prime Minister’s Office (PMO). 42 Roshni scheme -ROSHNI is a special initiative under, Pandit Deen Dayal Upadhyaya Grameen Kaushalya Yojana (Formerly Ajeevika Skills), launched in June 2013 for training and placement of rural poor youth from 27 LWE affected districts in 09 States (Andhra Pradesh-01, Bihar02, Chhattisgarh-08, Jharkhand-06, Madhya Pradesh-01, Maharashtra-01, Odisha-06, Uttar Pradesh-01 and West Bengal-01). -As per the Ministry 50 per cent of the beneficiaries of the scheme will be women only. -The Scheme Roshni which is a 100-crore Rupees project that will be mutually funded by the Union and State Governments, with the Centre providing 75 per cent of the funding. -The scheme will be implemented on a public-private basis, with private agencies providing job training and employment. Ministry of Skill development 43 Women 44 Nirbhaya Fund -Nirbhaya Fund is an Indian rupee 10 billion corpus announced by Government of India in its 2013 Union Budget. -According to the then Finance Minister P. Chidambaram, this fund is expected to support initiatives by the government and NGOs working towards protecting the dignity and ensuring safety of women in India. -Nirbhaya (fearless) was the pseudonym given to the 2012 Delhi gang rape victim to hide her actual identity. Under this scheme it is expected to have at least one such volunteer in every village whose primary job will be to keep an eye on situations where women in the village are harassed or their rights and entitlements are denied or their development is prevented. Ministry of Women & Child 63 Stree swabhiman -It aims to create a sustainable model for providing adolescent girls and women an access to affordable sanitary products in rural areas. -Under this project, sanitary napkin micro manufacturing units (semi-automatic and manual process production unit) are being set up at CSCs across India, particularly those operated by women entrepreneurs. -The product will be sold under local brand name and marketed by village level entrepreneurs. -Each facility will employ 8-10 women and educate women of their society to overcome this social taboo. -It also has a menstrual hygiene related awareness generation component and is also expected reduce dropped out rates in girls on reaching puberty. Ministry of Electronics and Information technology (MeITY) 64 PROGRAM TO TRAIN ELECTED WOMEN REPRESENTATIVES OF PANCHAYATI RAJ INSTITUTIONS -The program aimed at capacity building of EWRs is being organized by National Institute of Public Cooperation and Child Development (NIPCCD) of the MoWCD. -It is the first ever initiative which will train approximately twenty thousand EWRs covering nearly 50 EWRs from each district (by March, 2018) who will go out and administer the villages professionally. - It will help in creating model villages, ensure their effective participation in governance process and help preparing women as political leaders of the future. Ministry of women and Child 65 Support to Training and Employment Programme for Women (STEP) -To provide competencies and skill that enable women to become selfemployed/entrepreneurs. -The scheme is intended to benefit women who are in the age group of 16 years and above across the country. Rashtriya Mahila Kosh -RMK is a national credit fund for women under the aegis of the Ministry of Women and Child Development. -It was established in 1993 for socio-economic empowerment of women. -It aims to provide financial services with backward and forward linkages for women in the unorganized sector through Intermediary Micro Finance Organizations (IMOs) and Women Self Help Groups (SHGs) and to augment their capacities through multi-pronged efforts. -RMK also extends micro-credit to the women in the informal sector through a client friendly, without collateral and in a hassle-free manner for income generation activities Ministry of women and child 67 Health 68 Pradhan Mantri Matru Vandana Yojana previously PM Matritva Sahyog Yojana 69 Janani Suraksha Yojana(JSY) It is being implemented with the objective of reducing maternal and neonatal mortality by promoting institutional delivery among poor pregnant women. -It is a 100% centrally sponsored scheme it integrates cash assistance with delivery and post-delivery care. The success of the scheme would be determined by the increase in institutional delivery among the poor families -The women who deliver in Government hospitals, health centres or even in accredited private hospitals are eligible for the cash assistance, if she is above 19 years 70 Janani Shishu Suraksha Karyakram(JSSK) to provide better health facilities for pregnant women and sick neonates and eliminating “out-of-pocket” expenses. -Under this scheme, pregnant women are entitled for free drugs and consumables, free diagnostics, free blood whenever required, and free diet up to 3 days for normal delivery and 7 days for C-section -This initiative also provides for free transport from home to institution, between facilities in case of a referral and drop back home -Similar entitlements have been put in place for all sick new borns accessing public health institutions for treatment till 30 days after birth Ministry of Health and Family Welfare 71 MAA-Mother’s Absolute Affection A nationwide programme launched in an attempt to bring undiluted focus on promotion of breastfeeding and provision of counselling services for supporting breastfeeding through health systems. 1. The programme has been named ‘MAA’ to signify the support a lactating mother requires from family members and at health facilities to breastfeed successfully.

2. The chief components of the MAA Programme are Community awareness generation, Strengthening inter personal communication through ASHA, Skilled support for breastfeeding at delivery points in public health facilities, and monitoring and award/recognition. Ministry of Health and Family Welfare 72 Rashtriya Bal Swasthya Karyakram(RBSK) Under this, support is being provided to States/UTs for Child Health Screening and Early Intervention Services through early detection and early management of common health conditions classified into 4 Ds i.e Defects at birth, Diseases, Deficiencies, Development delays including disability. Treatment including surgeries at tertiary level is free of cost under this initiative Ministry of Health and Family Welfare 73 Rashtriya Kishor Swasthya Karyakram This initiative goes beyond addressing sexual and reproductive health and introduces focus on nutrition, sexual & reproductive health, injuries and violence (including gender based violence), non-communicable diseases, mental health and substance misuse Ministry of Health and Family Welfare 74 Ayushman Bharat Scheme National Health Protection Scheme will be launched to cover 10 crore poor and vulnerable families. Under this, up to Rs 5 lakh will be provided to each family per year in secondary and tertiary care institutions. This scheme will have 50 crore beneficiaries. So far under the National Health Insurance Scheme, insurance cover of Rs 30,000 was available only. This is a big increase in this regard. 1.The PMSSY project was to be implemented across the country by the centre for which two major components of implementation was decided.• The first was to set up bigger medical institutions like that of AIIMS located in New Delhi. A total of six such AIIMS like medical units were brought up in the country spread across various regions. 2.The second component of the PMSSY scheme was to improve and upgrade all the medical colleges and institutions. There were a total of 13 such medical colleges spread across the country which needed up gradation and introduction to improved medical facilities and technologies. The PMSSY scheme will be implemented in three work phases. Ministry of Health and Family Welfare 78 Mission Madhumeha Effective management of Diabetes through Ayurveda. 1. It was Launched on National Ayurvedic Day . 2.The Mission will be implemented throughout the country through a specially designed National Treatment Protocol. 3.The guidelines in the protocol will be sent to various state governments, which will further circulate them across various medical institutions. 4.The Madhumeha Assessment Tool (MAT) based on Ayurvedic philosophy has also been developed for the self-assessment of the people with regards to possibilities of diabetes. 5. The government is set to launch a mobile app which will suggest Ayurvedic medicines for diabetic patients. 6.The app will be meant for use by both practitioners of Ayurveda as well patients. 7.It will help in identifying the type of diabetes a patient is suffering from as well as recommend which Ayurvedic medicines app is based on a set can be administered to a patient. 8.The of guidelines issued by AYUSH. Ministry of AYUSH 79 Indradanush scheme It aims to immunize all children under the age of 2 years, as well as all pregnant women, against seven vaccine preventable diseases. The Mission Indradhanush, depicting seven colours of the rainbow, aims to cover all those children by 2020 who are either unvaccinated, or are partially vaccinated against seven vaccine preventable diseases which include diphtheria, whooping cough, tetanus, polio, tuberculosis, measles and hepatitis B. Ministry of Health 80 National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) NPCDCS has a focus on awareness generation for behaviour and life-style changes, screening and early diagnosis of persons with high level of risk factors and there treatment and referral (if required) to higher facilities for appropriate management for those Non-communicable Diseases (NCDs) including diabetes and hypertension. Ministry of Health and Family Welfare 81 Test and Treat Policy for HIV

As soon as a person is tested and found to be positive, he will be provided with Antiretroviral Therapy irrespective of his CD count or clinical stage. 1. The ART will be for all men, women, adolescents and children who have been diagnosed as a HIV + case. 2. This will improve longevity, improve quality of life of those infected and will save them from many opportunistic infections, especially TB Ministry of Health and Family Welfare 82 Revised National Tuberculosis Control Programme 1. Strengthening and improving quality of basic TB services addressing TB HIV coinfection, other co-morbidities and MDR-TB 2. Engaging with care providers both in the public and the private sector 3. Targeted intervention in the vulnerable population and strengthening urban TB control along with active case finding activities 4. Integrating newer molecular diagnostics for TB in the health system (CBNAAT) for early diagnosis of MDR TB 5. Leveraging of Information Communication Technology for enhancing TB notification and strengthening of monitoring 1. Under the RNTCP, Government is committed to end tuberculosis by 2025. 2. The strategies adopted for this purpose include strengthening and improving quality of basic TB services, engaging with providers other than public, addressing TB HIV coinfection, other co-morbidities and programmatic management of drug resistant TB. Ministry of Health and Family Welfare 83 National Leprosy Eradication Programme (NLEP) To eliminate leprosy from the country With a view to eliminating leprosy from the country, a three-pronged strategy has been adopted for early detection of leprosy cases in the community during 2016-17: 1.Leprosy Case Detection Campaign for high endemic districts. 2. Focused Leprosy Campaign for hot spots. 3. Specific plan for Case Detection in Hard to reach areas. Ministry of Health and Family Welfare 84 National Framework for Malaria Elimination The aims of the National Framework for Malaria Elimination in India 2016-2030 are: 1. To Eliminate malaria (zero indigenous cases) throughout the entire country by 2030; and 2. Maintain malaria-free status in areas where malaria transmission has been interrupted and prevent re-introduction of malaria. 1. Eliminate malaria from all 26 States including 15 low (Category 1) and 11 moderate (Category 2) transmission States/Union Territories (UTs) by 2022; 2. Reduce the incidence of malaria to less than 1 case per 1000 population per year in all States and UTs and their districts by 2024; 3. Interrupt indigenous transmission of malaria throughout the entire country, including all 10 high transmission States and Union Territories (Category 3) by 2027; and

4. Prevent the re-establishment of local transmission of malaria in areas where it has been eliminated and maintain national malaria-free status by 2030 and beyond. Ministry of Health and Family Welfare 85 Elimination of Lymphatic Filariasis (ELF) Programme National Health Policy (2002) has laid down the goal for elimination of Lymphatic Filariasis by 2015, which has now been revised to 2017, though global goal is 2020 Ministry of Health and Family Welfare 86 LAQSHYA scheme aimed at improving quality of care in labour room and maternity operation theatre.  The programme aims at implementing ‘fast-track’ interventions for achieving tangible results within 18 months.  Under the initiative, a multipronged strategy has been adopted, including improving infrastructure upgradation, ensuring availability of essential equipment, providing adequate human resources, capacity building of healthcare workers and improving quality processes in the labour room.  A healthcare facility achieving 70% score on NQAS will be declared ‘LaQshya’ certified. Facilities scoring over 90, 80 and 70% will get platinum, gold and silver badges respectively.  Facilities achieving NQAS certification and having 80% satisfied beneficiaries will be given monetary incentive with medical college hospitals getting Rs 6 lakh and Rs 3 lakh for district hospitals. The name is Suvidha Ministry of Chemicals and Fertilisers 88 SATH Programme NITI Aayog has launched SATH, a program providing ‘Sustainable Action for Transforming Human capital’ with the State Governments. The vision of the program is to initiate transformation in the education and health sectors. -The program addresses the need expressed by many states for technical support from NITI aayog. -SATH aims to identify and build three future ‘role model’ states for health systems. -NITI Aayog will work in close collaboration with their state machinery to design a robust roadmap of intervention, develop a program governance structure, set up monitoring and tracking mechanisms, handhold state institutions through the execution stage and provide support on a range of institutional measuresto achieve the end objectives. -The program will be implemented by NITI along with McKinsey & Company and IPE Global consortium, who were selected through a competitive bidding process. 91 SARVA SHIKSHA ABHIYAAN universalizing elementary education across the country Rashtriya Avishkar Abhiyan, Vidhyanjali, PBBB Sarva Shiksha Abhiyan is implemented as a Centrally Sponsored Scheme in partnership with State Governments for universalizing elementary education across the country. Its overall goals include universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. SSA provides for a variety of interventions, including inter alia, opening of new schools, construction of schools and additional classrooms, toilets and drinking water, provisioning for teachers, periodic teacher training and academic resource support, textbooks and support for learning achievement. These provisions are made in accordance with norms and standards and free entitlements as mandated by the Right of Children to Free and Compulsory Education (RTE) Act, 2009. Ministry of Human resources Development 92 Padhe Bharat Badhe Bharat -The programme looks to improve the reading and writing skills of children in classes I and II, along with their mathematics skills. -It is being implemented under the aegis of the Sarva Shiksha Abhiyan. The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) -to raise the minimum level of education to class X and universalize access to secondary education; -to ensure good-quality secondary education with focus on Science, Mathematics and English; and -to reduce the gender, social and regional gaps in enrolments, dropouts and improving retention -To make sure that the secondary schools conform to prescribed norms, removing gender, socio-economic and disability barriers, etc. Important physical facilities are provided which include, (i) additional class rooms, (ii) laboratories, (iii) libraries, (iv) art and crafts room, (v) toilet blocks, (vi) drinking water provisions, (vii) electricity / telephone/internet connectivity and (viii) disabled friendly provisions. Improvement in quality through, (i) appointment of additional teachers to improve PTR (ii) in-service training of teachers, (iii) ICT enabled education, (iv) curriculum reforms and (v) teaching learning reforms. Equity aspects addressed through (i) special focus in micro planning, (ii) preference to areas with concentration of SC/ST/minority for opening of schools, (iii) special enrolment drive for the weaker section, (iv) more female teachers in schools and (v) separate toilet blocks for girls. NITI Aayog 96 RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN (RUSA) Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a Centrally Sponsored Scheme (CSS), launched in 2013. It aims at providing strategic funding to eligible state higher educational institutions based on their progress. • The key objectives of RUSA are to improve access, equity and quality in higher education through planned development of higher education at the state level. • The central funding (in the ratio of 60:40 for general category States, 90:10 for special category states and 100% for union territories) would be norm based and outcome dependent. • The funding flows from the central ministry through the state governments/union territories to the State Higher Education Councils before reaching the identified institutions.

=> Reforms:• State Higher Education Councils with eminent academician and other experts have been created. This will help in formulation of medium and long term state perspective plans by putting in their academic and professional point of view. • States to create Search –Cum- Select Committee for the appointment of vice chancellors to avoid arbitrariness. • Problems due to Affiliation system liberated by reduction in the number of colleges affiliated per university by creating cluster universities and promoting autonomous colleges. Ban on recruitment of teachers in some states like Punjab caused the faculty positions to remain empty which needs to be tackled. • Since funding is conditional to performance, it is critical to have a robust monitoring and evaluation system in place. In this regard, Geo tagging, introduction of a public financial management system, a fund tracker, and reform tracker system and regular video conferences had been effective. Minsitry of HRD 98 Unnat Bharat Abhiyaan i.Building institutional capacity in Institutes of higher education in research & training relevant to the needs of rural India. ii.Provide rural India with professional resource support from institutes of higher education ,especially those which have acquired academic excellence in the field of Science, Engineering & Technology and Management Ministry of HRD 99 Global Initiative of Academic Networks (GIAN) - Aimed at tapping the talent pool of scientists and entrepreneurs, internationally to encourage their engagement with the institutes of Higher Education in India. - To augment the country’s existing academic resources, accelerate the pace of quality reform, and elevate India’s scientific and technological capacity to global excellence. - It enables interaction of students and faculty with the best academic and industry experts from all over the world and also share their experiences and expertise to motivate people to work on Indian problems. - It is a system of Guest Lectures by internationally and nationally renowned experts targeted towards a comprehensive Faculty Development Programme not only for new IITs, IIMs, IISERs but also other institutions in the country.

Ministry of Human Resource Development 100 Vishwajeet Scheme The scheme entailed the provision of Rs. 1,250 crore to each of the top seven IITs over a period of five years to upgrade infrastructure, hire foreign faculty, and collaborate with foreign institutions to break into the top league in global rankings Ministry of HRD 101 Higher Education Finance Agency -The HEFA will be jointly promoted by the Union Ministry of Human Resource Development (MHRD) and identified Promoter. -HEFA will have an authorised capital of 2,000 crore rupees and the government equity would be 1,000 crore rupees -It will be formed as a Special Purpose Vehicle (SPV) within a PSU Bank or the Government-owned-NBFC (Promoter) -It would leverage the equity to raise up to Rs. 20,000 crore for funding infrastructure and development projects of world class Labs in IIMs/IITs/NITs and such other institutions. -The HEFA will also mobilise CSR funds from Corporates/PSUs which will in turn be released for promoting research and innovation in these institutions on grant basis -The principal portion of the loan will be repaid through the ‘internal accruals’ of the institutions earned through the fee receipts, research earnings etc -All the Centrally Funded Higher Educational Institutions will be eligible to join as members of the HEFA -For joining as members, the educational institution must agree to escrow a specific amount from their internal accruals for a period of 10 years to the HEFA. -This escrow will secure the future flows that would be securitised by the HEFA for mobilising the funds from the market. -Each member institution would be eligible for a credit limit based on the amount agreed to be escrowed from the internal accruals as decided by HEFA Ministry of HRD and identified promoter 102 UDAAN (Giving Wings to Girl Students) Aims at addressing the lower enrolment of girls in engineering colleges/IITs and technological institutions. -Udaan is a platform that empowers the girl students, facilitate their aspiration of joining the prestigious engineering institutions and take important role in development/ progress of the country in future. -Under this program, students are provided free offline / online resources through virtual weekend contact classes and study material on pre-loaded tablet while studying in Class XI and Class XII for preparation of admission test to various premier engineering colleges in the country. This would also instill a positive competitive spirit among all the States and UTs. The second part is regarding the online monitoring of the SSA implemented by States and UTs and will be accessed by Government Officers at all levels using their specific passwords. The main objective of this project is to reduce price volatility in these commodities, thereby helping farmers boost incomes on a sustainable basis. It also aims to provide these vegetables to consumers at affordable prices Links major consumption centres to major production centres with a minimal number of intermediaries. The APMC Act will have to be changed to allow direct buying from FPOs, and giving incentives to these organisations, private companies and NGOs to build back end infrastructure as was done in the case of milk under operation flood. The announcement of tax concessions to FPOs (farmer producer organisations) for five years. It will encourage building such critical infrastructure. Second is the investment in logistics, starting with modern warehouses, that can minimize wastage. Third is linking the processing industry with organized retailing. Dehydrated onions, tomato puree and potato chips should become cheap, so that an average household can use them 127 Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) The primary objectives of PMKSY are to attract investments in irrigation system at field level, develop and expand cultivable land in the country, enhance ranch water use in order to minimize wastage of water, enhance crop per drop by implementing watersaving technologies and precision irrigation. 1. Formulated with the vision of extending the coverage of irrigation ‘Har Khet ko pani’ and 2. Improving water use efficiency ‘More crop per drop' in a focused manner with end to end solution on source creation, distribution, management, field application and extension activities. PMKSY has been formulated amalgamating ongoing schemes viz. 1. Accelerated Irrigation Benefit Programme (AIBP) of the Ministry of Water Resources, 2. River Development & Ganga Rejuvenation (MoWR,RD&GR), 3. Integrated Watershed Management Programme (IWMP) of Department of Land Resources (DoLR) 4. The On Farm Water Management (OFWM) of Department of Agriculture and Cooperation (DAC) Ministry of water resources, ministry of rural development , ministry of agriculture 128 Rashtriya Krishi Vikas Yojana’ 1. To incentivize the states that increase their investment in Agriculture and allied sectors 2. To provide flexibility and autonomy to the States in planning and executing programmes for agriculture 3. To ensure the preparation of Agriculture Plans for the districts and states

4. To achieve the goal of reducing the yield gaps in important crops 5. To maximize returns to the farmers 6. To address the agriculture and allied sectors in an integrated manner 1. It is a State Plan scheme 2. The eligibility of a state for the RKVY is contingent upon the state maintaining or increasing the State Plan expenditure for Agricultural and Allied sectors 3. The scheme encourages convergence with other programmes such as NREGS. 4. It will integrate agriculture and allied sectors comprehensively 129 National Food Security Mission (NFSM) The NFSM has three components: (i) National Food Security Mission - Rice (NFSM-Rice); (ii) National Food Security Mission - Wheat (NFSM-Wheat); and (iii) National Food Security Mission - Pulses (NFSM Pulses) 1. The Mission aims to increase production through area expansion and productivity; create employment opportunities; and enhance the farm-level economy (i.e. farm profits) to restore confidence of farmers. 2. The approach is to bridge the yield gap in respect of these three crops through dissemination of improved technologies and farm management practices while focusing on districts which have high potential but relatively low level of productivity at present. 130 National Horticulture Mission (NHM) 1. To provide holistic growth of the horticulture sector through an area based regionally differentiated strategies 2. To enhance horticulture production, improve nutritional security and income support to farm households 3. To establish convergence and synergy among multiple on-going and planned programmes for horticulture development 4. To promote, develop and disseminate technologies, through a seamless blend of traditional wisdom and modern scientific knowledge 5. To create opportunities for employment generation for skilled and unskilled persons, especially unemployed youth To develop horticulture to the maximum potential available in the state and to augment production of all horticultural products (fruits, vegetables, flowers, coco,cashew nut,plantation crops, spices, medicinal aromatic plants) in the state 131 Soil Health Card Scheme Under the scheme, the government plans to issue soil cards to farmers which will carry crop-wise recommendations of nutrients and fertilisers required for the individual farms to help farmers to improve productivity through judicious use of inputs 1. All soil samples are to be tested in various soil testing labs across the country. 2. Thereafter the experts will analyse the strength and weaknesses (micro-nutrients deficiency) of the soil and suggest measures to deal with it. 3. The result and suggestion will be displayed in the cards. The government plans to issue the cards to 14 crore farmers.

132 Pradhan Mantri Fasal Bima Yojana To provide Insurance coverage and financial support to the farmers inthe event of natural calamities, pests& diseases. To stabilize the income of farmers to ensuretheir continuance in farming.One crop one rate  A uniform premium of only 2% to be paid by farmers for all Kharif crops and 1.5% for all Rabi crops.  In case of annual commercial and horticultural crops, the premium to be paid by farmers will be only 5%.  There is no upper limit on Government subsidy so farmers will get claim against full sum insured without any reduction.  The premium rates to be paid by farmers are very low and balance premium will be paid by the Government  Yield Losses: due to non-preventable risks, such as Natural Fire and Lightning, Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane, Tornado. Risks due to Flood, Inundation and Landslide, Drought, Dry spells, Pests/ Diseases also will be covered.  Post harvest losses are also covered.  The use of technology: Smart phones will be used to capture and upload data of crop cutting to reduce the delays in claim payment to farmers. Remote sensing will be used to reduce the number of crop cutting experiments.  The Scheme shall be implemented on an ‘Area Approach basis’  Defined Area (i.e., unit area of insurance) is Village or above it can be a Geo-Fenced/Geo-mapped region having homogenous Risk Profile for the notified crop 133 National Mission on Sustainable Agriculture (NMSA) 1. To make agriculture more productive, sustainable, remunerative and climate resilient by promoting location specific Integrated/Composite Farming Systems; 2. To conserve natural resources through appropriate soil and moisture conservation measures; 3. To adopt comprehensive soil health management practices based on soil fertility maps, soil test based application of macro & micro nutrients, judicious use of fertilizers etc.; 4. To optimize utilization of water resources through efficient water management to expand coverage for achieving ‘more crop per drop’; 5. To develop capacity of farmers & stakeholders, in conjunction with other on-going Missions e.g. National Mission on Agriculture Extension & Technology, National Food Security Mission, National Initiative for Climate Resilient Agriculture (NICRA) etc., in the domain of climate change adaptation and mitigation measures;

6. To pilot models in select blocks for improving productivity of rainfed farming by mainstreaming rainfed technologies refined through NICRA and by leveraging resources from other schemes/Missions like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Integrated Watershed Management Programme (IWMP), RKVY etc.; 7. To establish an effective inter and intra Departmental/Ministerial co-ordination for accomplishing key deliverables of National Mission for Sustainable Agriculture under the aegis of NAPCC. 1. NMSA derives its mandate from Sustainable Agriculture Mission which is one of the eight Missions outlined under National Action Plan on Climate Change (NAPCC). 134 Paramparagat Krishi Vikas Yojana Boost Organic Farming 1. PKVY scheme is the first comprehensive plan based on a 20 hectare cluster whose implementation is done by the state governments. 2. In a cluster maximum financial assistance of up to 1 hectare is provided to the farmers. Ministry of Agriculture and Farmer's Welfare 135 National Agriculture Market e-National Agriculture Market (NAM) is a pan-India e-trading platform. It is designed to create a unified national market for agricultural commodities Farmers can showcase their produce online from their nearest market and traders can quote price from anywhere It will result in increased numbers of traders and greater competition. It will also ensure open price discovery and better returns to farmers. National Agriculture Market is going to implemented by the Department of Agriculture & Cooperation through Small Farmers Agribusiness Consortium (SFAC). NAM is not replacing the mandis. NAM is an online platform with a physical market or mandi at the backend enabling buyers situated even outside the state to participate in trading at the local level. It seeks to leverage the physical infrastructure of mandis through an online trading portal, enabling buyers situated even outside the state to participate in trading at the local level. This e-platform aims to provide more options to farmers to sell their produce and is part of implementation of the roadmap for doubling income of the farmers by 2022 Ministry of Agriculture and Farmer's Welfare 136 Krishi Vigyan Kendras The aim of the portal is to transfer the technologies developed by the agricultural scientists to the farmers in a fast and effective manner using web and mobile technology as well as to monitor the activities of Krishi Vigyan Kendras (KVKs)

1. The objectives of the portal is to create a platform to monitor the various activities as well as resource utilization by various KVKs; 2. To create a database of the various programmes organized by the KVKs along with their detailed information and learning resources; 3. To help the farmers in resolving their queries using web and mobile technologies; 4. To provide information about various facilities and activities performed by the KVKs and to provide linkage to other important information such as weather and market information. Ministry of Agriculture and Farmer's Welfare 137 SENSAGRI: SENsor based Smart AGRIculture The major objective is to develop indigenous prototype for drone based crop and soil health monitoring system using hyperspectral remote sensing (HRS) sensors. 1. Drone technology based unmanned aerial vehicle (UAV) has ability for smooth scouting over farm fields, gathering precise information and transmitting the data on real time basis. 2. This capability could be used for the benefit of farming sector at regional/local scale for assessing land and crop health; extent, type and severity of damage besides issuing forewarning, post-event management and settlement of compensation under crop insurance schemes. Ministry of Agriculture and Farmer's Welfare 138 Coordinated Horticulture Assessment and Management using geo-informatics (CHAMAN) It uses Geographical Information System tools along with remote sensing data for generating action plans for horticultural development. It also aims to carry out research activities on horticultural crop condition studies, diseases assessment and precision farming. 139 Pandit Deendayal Upadhyay Unnat Krishi Shiksha Scheme It was launched to promote agricultural education. -Under the scheme 100 centres are opened with a fund of Rs.5.35 crore. 140 Mera Gaon-Mera Gaurav To enhance the direct interface of scientists with the farmers, an innovative initiative has been launched as “Mera Gaon- Mera Gaurav”which will hasten the lab to land approach. The objective of this initiative is to provide farmers with required information, knowledge and advisories on regular basis.

Under this scheme, groups of scientists will select villages and will remain in touch with that village and provide information to farmers on technical and other related aspects in a time frame through personal visits or through telecommunication. In this way, 20,000 scientists of National Agricultural Research and Education System (NARES) can work directly in villages. Ministry of Agriculture 141 Attracting and Retaining Youth in Agriculture (ARYA) to attract youth to enter into agricultural activities. -The new scheme ARYA has recently been launched by the Indian Council of Agricultural Research (ICRA). -This program is planned to be implemented through Krishi Vigyan Kendras (KVK-Farm science centres) in 25 states of our country. -Each KVK would train about 200 to 300 youth in taking up agriculture’s allied and supplementary activities such as poultry farming, dairying, fisheries, goat rearing, mushroom production and other similar activities which keep the rural youth attached to agriculture, either directly or indirectly. -Finally, the trained young entrepreneurs would be assisted in preparing project reports for seeking bank loans. Ministry of Agriculture 142 Farmer First The Farmer FIRST aims at enriching Farmers –Scientist interface, technology assemblage, application and feedback, partnership and institutional building and content mobilization .It will provide a platform to farmers and scientists for creating linkages, capacity building, technology adaptation and application, on-site input management, feedback and institution building. The scientists from 100 ICAR Institutes/ Universities are proposed to work with one lakh farmers directly. Ministry of Agriculture 143 Pandit Deendayal Unnat Krishi Shiksha Yojana Agriculture and Farmers Welfare Ministry has launched a new scheme named as Pandit Deen Dayal Upadhyay Unnat Krihsi shiksha Yojna to fish out the talent of Indian youths and all over development of rural India has launched. Scheme is being implemented by Agriculture Education Division related to Indian Council of Agricultural Research Council (ICAR). Under this course of action the trainers will be selected on village level so as to establish training centre, to impart knowledge about natural/organic/sustainable farming/rural economy. Various training programmes will be conducted in different regions in these centers. Almost 100 training centers will be set up throughout the country for the participation of teachers in various activities for the Advanced India Campaign conducted by Agriculture Research Council/Human Resource Development Ministry under this scheme alongwith.

144 Rashtriya Krishi Shiksha Divas & Jai Kisan-Jai Vigyan Week Rashtriya Krishi Shiksha Divas is being celebrated on 3rd December in remembrance of country¡¯s first Agriculture Minister Dr. Rajendra Prasad. 145 Jai Kisan-Jai Vigyan Week Jai Kisan-Jai Vigyan Week is being celebrated since the year 2015 across the entire country during 23rd to 29th December, on the occasion of birth anniversaries of Ch. Charan Singh and Shri Atal Bihari Vajpayee. 146 SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters) To supplement agriculture, modernize processing and decrease agri-waste. PMKSY is an umbrella scheme which incorporates all ongoing schemes of the Union Ministry of Food Processing Industries (MoFPI). It includes MoFPI’s schemes such as Mega Food Parks, Food Safety and Quality Assurance Infrastructure, Integrated Cold Chain and Value Addition Infrastructure, etc. It also includes new schemes like Creation of Backward and Forward Linkages, Infrastructure for Agro-processing Clusters, Creation/Expansion of Food Processing & Preservation Capacities. 147 e-Rashtriya Kisan Agri Mandi (e-RaKAM) portal To provide a platform for farmers to sell agricultural produce Government launched a portal e-Rashtriya Kisan Agri Mandi (e-RaKAM) which will provide a platform to sell agricultural produce. e-RaKAM is a first of its kind initiative that leverages technology to connect farmers of the smallest villages to the biggest markets of the world through internet. e-RaKAM is a digital initiative bringing together the farmers, PSUs, civil supplies and buyers on a single platform to ease the selling and buying process of agricultural products. Under this initiative, e-RaKAM centres are being developed in a phased manner throughout the country to facilitate farmers for online sale of their produce. The farmers will be paid through e-Payment directly into their bank accounts. 148 Pandit Deendayal Rashtriya Krishi Vigyan Protsahan Puruskar. 149 Price Stabilization Fund to help regulate the price volatility of important agri-horticultural commodities like onion, potatoes and pulses

The scheme provides for maintaining a strategic buffer of aforementioned commodities for subsequent calibrated release to moderate price volatility and discourage hoarding and unscrupulous speculation. For building such stock, the scheme promotes direct purchase from farmers/farmers’ association at farm gate/Mandi. The PSF is utilized for granting interest free advance of working capital to Central Agencies, State/UT Governments/Agencies to undertake market intervention operations. Apart from domestic procurement from farmers/wholesale mandis, import may also be undertaken with support from the Fund. the Department of Consumer Affairs (DOCA) 150 Intrest subvention scheme The objective of the scheme is to make available agricultural credit for Short Term crop loans at an affordable rate. The scheme is expected to boost agricultural productivity and production in the country. Under this scheme, farmers will be given a short term crop loan up to Rs. 3 lakh payable within one year at an interest rate of 4% per annum. The scheme will be implemented by NABARD and RBI. The interest subvention will be provided to Public Sector Banks (PSBs), Private Sector Banks, Cooperative Banks and Regional Rural Banks (RRBs) and to NABARD for refinancing to RRBs and Cooperative Banks. Interest subvention of 5% per annum will be provided to those farmers who pay the short term crop loan in time. Farmers will have to effectively pay only 4% as interest. For farmers who do not pay crop loan in time the interest subvention of only 2% will be applicable as against 5% available above. This institutional credit is expected to demotivate farmers from taking loans from noninstitutional sources of credit at high rates of interest. 151 Bio-tech Kisaan The Biotech-Krishi Innovation Science Application Network (Biotech-KISAN) aims to understand the problems of water, soil, seed and market faced by the farmers and provide simple solutions to them. The scheme will be implemented in 15 agro-climatic zones of India in phased manner with the objective:- Linking available science and technology to the farm by first understanding the problem of the local farmer and provide solutions to those problems. - The working together, in close conjunction, of scientists and farmers is the only way to improve the working conditions of small and marginal farmers.

- This programme aims to work with small and marginal farmers especially the woman farmer for better agriculture productivity through scientific intervention and evolving best farming practices in the Indian context. Ministry of Science & technology 152 Animal Husbandry 154 National Livestock mission The Mission is designed to cover all the activities required to ensure quantitative and qualitative improvement in livestock production systems and capacity building of all stakeholder. The Mission will cover everything germane to improvement of livestock productivity and support projects and initiatives required for that purpose subject to condition that such initiatives which cannot be funded under other Centrally Sponsored Schemes under the Department. The mission is organised into following g four Sub - Missions: Sub -Mission on Livestock Development - The sub-mission on Livestock Development includes activities to address the concerns for overall development of livestock species including poultry, other than cattle and buffalo, with a holistic approach. Risk Management component of the sub –mission will, however, also cover cattle and buffalo along with other major and minor livestock. Sub - Mission on Pig Development in North-Eastern Region - The sub -mission will strive to forge synergies of research and development organizations through appropriate interventions, as may be required for holistic development of pigs in the North Eastern Region including genetic improvement, health cover and post-harvest operations. Sub - Mission on Feed and Fodder Development- The Sub –Mission is designed to address the problems of scarcity of animal feed and fodder resources, to give a push to the livestock sector making it a competitive enterprise for India, and also to harness its export potential. The sub- mission will especially focus on increasing both production and productivity of fodder and feed through adoption of improved and appropriate technologies best suited to specific agro –climatic region in both arable and non –arable areas. Sub -Mission on Skill Development, Technology Transfer and Extension - The sub mission will provide a platform to develop, adopt or adapt the technologies including frontline field demonstrations in collaboration with farmers, researchers and extension workers, etc. wherever it is not possible to achieve this through existing arrangements. 155 Rashtriya Gokul Mission To enhance the productivity of the indigenous breeds of India through professional farm management and superior nutrition is immense, for this it is essential to promote conservation and development of indigenous breeds 1. Development and conservation of indigenous breeds 2. Undertake breed improvement programme for indigenous cattle breeds so as to improve the genetic makeup and increase the stock 3. Enhance milk production and productivity 4. Upgrade nondescript cattle using elite indigenous breeds like Gir, Sahiwal, Rathi, Deoni, Tharparkar, Red Sindhi 5. Distribute disease free high genetic merit bulls for natural service.

Ministry of Agriculture and Farmer's Welfare 157 Pashudhan Sanjivani An animal Wellness Programme; encompassing provision of Animal Health cards (‘Nakul Swasthya Patra’) along with UID identification of animals in milk and a National Data Base 1. Under the scheme 8.5 crore animals in milk will be identified using UID and their data will upload in the INAPH database. 2. This will play crucial role in control of spread of animal diseases. This will also lead to increase in trade of livestock and livestock products. Ministry of Agriculture and Farmer's Welfare 158 Advanced Breeding Technology Assisted Reproductive Technique to improve availability of disease free female bovines through sex sorted semen technology 1. Under the scheme 50 embryo transfer technology labs and In Vitro Fertilization labs care will be established. 2. This will lead to exponential increase in milk production and productivity of animals in an exponential manner. Ministry of Agriculture and Farmer's Welfare 159 National Mission on Bovine Productivity National Mission on Bovine Productivity It was launched in November 2016 with aim of enhancing milk production and productivity and thereby making dairying more remunerative to farmers. It is being implemented with following components (i) Pashu Sanjivni: It includes identification of animals in milk using UID, issuing health cards to all animals in milk and uploading data on INAPH data base. (ii) Advance reproductive Technique: Under it, sex sorted semen production facility is being created at 10 A graded semen stations and 50 EET Labs with IVF facilities. (iii) Creation of E Pashu Haat Portal: It is for linking farmers and breeders of indigenous breeds and (iv) Establishment of National Bovine Genomic Centre for Indigenous Breeds (NBGC-IB): It is established for enhancing milk production and productivity through genomic selection among indigenous breeds. It was launched in December 2014 for development and conservation of indigenous bovine breeds for enhancing milk production and productivity through induction of high genetic merit bulls for semen production, field performance recording, strengthening of bulls mother farms, setting up of Gokul Grams etc. Ministry of Agriculture and Farmer's Welfare 160 National Bovine Genomic Center for Indigenous Breeds (NBGC- IB)

In order to increase milk production and productivity of indigenous cattle, a National Bovine Genomic Centre will be established in the country. 1. By using genomic selection indigenous breeds can be made viable within few generations. 2. This center will play crucial role in identification of disease free High genetic merit bulls. Ministry of Agriculture and Farmer's Welfare 161 E-Pashudhan Haat Portal Breed wise information on availability of bovine germplasm is not available which is essential for promotion of indigenous bovine breeds 1. For the first time in the country under National Mission on Bovine Productivity E Pashudhan Haat portal has been developed. Through the portal farmers can obtain information on location of quality indigenous germplasm in the form live animals, semen doses and embryos 2. This portal will play important role in connecting breeders and farmers of indigenous breeds. 3. Through this portal farmers will be aware about breed wise information on indigenous breeds. 4. Farmers/breeders can sale animals of indigenous breeds through this portal. 5. Information on all forms of germplasm has been uploaded on the portal. Immediately farmers can obtain benefits of the portal. 6. This portal will give new dimensions to development and conservation of indigenous breeds as at present information on availability of germplasm of indigenous breeds is not available with the farmers. Ministry of Agriculture and Farmer's Welfare 162 Central Sector Scheme on Blue Revolution: Integrated Development and Management of Fisheries (CSS) 1. Provides for a focused development and management of the fisheries sector to increase both fish production and fish productivity from aquaculture and fisheries resources of the inland and marine fisheries sector including deep sea fishing. 2. To contribute towards food and nutritional security through optimum utilization of water resources for fisheries development in a sustainable manner, keeping in view the bio-security and environmental concerns. The scheme has the following components: 1. National Fisheries Development Board (NFDB) and its activities. 2. Development of Inland Fisheries and Aquaculture. 3. Development of Marine Fisheries, Infrastructure and Post-Harvest Operations. 4. Strengthening of Database & Geographical Information System of the Fisheries Sector. 5. Institutional Arrangement for Fisheries Sector. 6. Monitoring, Control and Surveillance (MCS) and other need-based Interventions. 7. National Scheme on Welfare of Fishermen. Ministry of Agriculture and Farmer's Welfare 163 Mission Fingerling

This is a programme aimed at achieving the Blue Revolution by enabling holistic development and management of fisheries. The main motive behind this programme is to enhance the fisheries production from 10.79 mmt (2014-15) to 15 mmt by 2020-21. This program with a total expenditure of around INR 52000 lakh will facilitate the establishment of hatcheries and Fingerling rearing pond to ensure the fish production of 426 crores Mission Fingerling. Around 25.50 crores Post Larvae of shrimp and crab in the country will also be covered. It lays greater emphasis on infrastructure with an equally strong focus on management and conservation of the resources through technology transfer. Productivity enhancement will also be targeted through integration of various production oriented activities. This includes production of quality fish seeds, cost effective feed and adoption of technology etc. Fish Fingerling production is the single most important critical mission visualised to achieve fish production targets under the Blue Revolution. Use of high yielding verities of brooders is another significant aspect to be addressed on priority. The Union Agricultural Ministry identified 20 States based on their potential and other relevant factors to strengthen the Fish Seed infrastructure in the country. 164 Cattle genomics Livestock contributes significantly to the livelihood of rural poor in our country and has enormous potential to reduce poverty. There is a predicted increase in demand for animal food products in India by 2020. Genetic improvement of livestock through traditional selection for increasing livestock productivity has major limitations. To overcome these, genomic selection has played a crucial role in livestock industry globally. The Government of India has, therefore, decided to work on genome sequencing of indigenous cattle breeds and development of high density SNP chips representing SNPs from all registered cattle breeds of India by involving various stake holders. This will reduce the cost and time interval of breeding programme in future and productivity of indigenous cattle will be enhanced. Initial work on cattle genomics will be carried out in selective research institutions. Ministry of science & technology 165 National dairy plan phase I (NDP I): aims at carrying out projects in the participating states to provide technical and implementation support to the states. Through a credit based system, funding be provided to the eligible implementing agencies through Department of Animal Husbandry, Dairying and Fisheries (DADF) to the National Dairy Development Board (NDDB).

With the International Development Association (IDA) being the nodal funding agency, the scheme is planned to increase productivity of milch animals, increasing milk production to meet the growing demand for milk. Helping rural milk producers’ access organized milk processing sector is another objective with which the scheme has been planned 166 Power/Electricity & New and Renewable Energy 167 Saubhagya to provide electricity connections to over 4 crore families in rural and urban areas by December 2018. -scheme deals the cost of last-mile connectivity to willing households to help achieve the goal of lighting every household by 31 December 2018. The beneficiaries for free electricity connections would be identified using Socio Economic and Caste Census (SECC) 2011 data. Un-electrified households not covered under the SECC data would also be provided electricity connections under the scheme on payment of Rs. 500 which shall be recovered by DISCOMs in 10 instalments through electricity bill. Free connections will be provided to below poverty line (BPL) households. For households outside the reach of national electricity grid, solar power packs along with battery banks shall be provided. The solar power packs of 200 to 300 Wp (Watt peak capacity) with battery bank, comprises of Five LED lights, One DC fan, One DC power plug. The scheme also includes the Repair and Maintenance (R&M) for 5 years. States have also been provided with an incentive of 50% of their loan being converted to grants, if the electrification targets are met by 31 December 2018. State-run Rural Electrification Corporation 168 UDAY It has ambitious target of making all discoms profitable by 2018-19. -Improving operational efficiencies of discoms, -Reduction of cost of power, -Reduction in interest cost of discoms and -Enforcing financial discipline on discoms through alignment with state finances. It has all the 3 elements — 1.Clear up the legacy issues of past losses and debt. 2.Provide a financial road map to bring tariffs in line with costs by FY19. 3.Provide

enough deterrents for the state govt to not allow the state discoms to become loss ridden post FY18, as losses start to impact their FRBM limits. 1.The State govt. will takeover the discom liabilities over 2-5 year period. 2.This will allow discoms to convert their debt into State bond. These bonds will have a maturity period of 10-15 years. 3.It will allow transfer of 75% outstanding debts incurred by stressed discoms to States’ debt, 50% in 2015-16 and 25% in 2016-17 4.The central government will not include the loans of the discoms in calculation of the state’s deficit till 2016-17. 5. DISCOM debt not taken over by the State shall be converted by the Banks / FIs into loans or bonds. Till November 2017, only states that have not joined it are Odisha and West Bengal Ministry of power 169 Deendayal Upadhyaya Gram Jyoti Yojana (DUGJY) To provide 24×7 uninterrupted electricity supply to each rural household across the country by 2022. 1. It focuses on feeder separation for rural households and agricultural purpose. 2. Seeks to strengthen the distribution and sub-transmission infrastructure, including metering at all levels in rural areas. 3. It also seeks to strengthen Micro grid and off grid distribution network of rural electrification. Ministry of Power 170 24x7 - Power for All To provide 24x7 power available to all households, industry, commercial businesses, public needs, any other electricity consuming entity and adequate power to agriculture farm holdings by FY 19. ‘Power for All scheme’ is a joint initiative of the central and state governments, with the objective of providing 24X7 electricity to all households, industry, commercial businesses and other electricity-consuming entities within the time span of four years. Ministry of Power 171 Integrated Power Development Scheme" (IPDS) 1. Strengthening of sub-transmission and distribution network in the urban areas; 2. Metering of distribution transformers /feeders / consumers in the urban areas. 3. IT enablement of distribution sector and strengthening of distribution network The scheme will help in reduction in AT&C losses, establishment of IT enabled energy accounting / auditing system, improvement in billed energy based on metered consumption and improvement in collection efficiency. Ministry of Power 172 National Smart Grid Mission (NSGM) The mission entails implementation of a smart electrical grid based on state-of-the art technology in the fields of automation, communication and IT systems that can monitor and control power flows from points of generation to points of consumption.

-The major activities envisaged under NSGM are development of smart grid, development of micro grids, consumer engagements and training & capacity building etc. -NSGM entails implementation of a smart electrical grid based on state-of-the art technology in the fields of automation, communication and IT systems that can monitor and control power flows from points of generation to points of consumption, Ministry of Power 173 UJALA To save energy consumption by distributing LED bulbs which are energy efficient The scheme is being implemented by Energy Efficiency Services Limited (EESL), a joint venture of PSUs under the Union Ministry of Power. -It is LED based Domestic Efficient Lighting Programme (DELP). -Under it, LED Bulbs are distributed. -It wants every home in India to use LED bulbs so that the net power or energy consumption rate comes down and the carbon emission rates can also be checked -The scheme will not only help reduce consumers their electricity bills but also contribute to the energy security of India. Ministry of Power 174 TARANG, UJALA, VIDYUT PRAVAH, GARV, URJA and MERIT The initiatives were launched keeping in line with the Digital India initiative. The primarily seek to enhance transparency in power sector. All apps released by Power Sector Ministry of Power 175 Sustainable Rooftop Implementation for Solar Transfiguration of India (SRISTI) It will provide incentives for the installation of rooftop solar power plant projects in India. The important features and highlights of this scheme are as follows:1.This Solar Power Plant Subsidy Scheme will provide incentives for the sustainable implementation of Rooftop. 2.Subsequently, this scheme will form the advanced version of the previous MNRE scheme in Phase II. 3.Accordingly, govt. will integrate Discoms to implement this solar subsidy scheme. 4.Central govt. will provide financial assistance to implement rooftop solar power plants for the residential users. 5.Henceforth, users of the residential sectors can install the particular in-line capacity as per their necessity and their SERC (State Electricity Regulation Commission) Regulation. Central govt. will provide subsidy up to 5 KWP capacity of power plant. Ministry of New and Renewable Energy (MNRE)

176 Green Energy Corridors Project -The green energy corridor is grid connected network for the transmission of renewable energy produced from various renewable energy projects. -The project was envisaged by Power Grid Corporation of India Limited (PGCIL) in its innovative report titled ‘Green Energy Corridors’. -It was proposed as a dedicated transmission network for renewable energy across different renewable energy potential states. Ministry of New and Renewable Energy (MNRE) 178 India’s Street Lighting National programme (SLNP) The programme aims to install LED bulbs street-lighting across different cities in the country. The LED lights will replace inefficient lamps. The initiative is part of the Government’s efforts to spread the message of energy efficiency in the country. It will result in energy savings and reduction of greenhouse gas emissions. Ministry of Power, Energy Efficiency Services Limited 179 SuryaMitra programme To provide skill training to rural youth in handling solar installations It is Union Government’s skill development program Aims to create skilled manpower in commissioning, installation, O&M of solar power plants and equipment. It primary objective is to provide entrepreneurship and employability opportunities to rural and urban youth & women. The scheme is aimed at creating 50,000 trained solar photovoltaic technicians by March 2020. Special emphasis is given to skill youth from SC/ST/OBC categories. The qualification required to participate in the program is ITI (Electrical & Wireman) / Diploma in Engineering (Electrical, Electronics & Mechanical). Higher qualified participants such as B.Tech etc are not eligible for this programme. The programme is 100% funded by GOI and implemented by National Institute for Solar Energy (NISE) across the country. In addition, short term training programmes for small hydro, entrepreneurship development, operation & maintenance of solar energy devices and boiler operations in co-generation plants have been organized. Energy Efficiency Financing Platform (EEFP): provides a platform to interact with financial institutions and project developers for implementation of energy efficiency projects Framework for Energy Efficient Economic Development (FEEED): focuses on developing appropriate fiscal instruments to promote energy efficiency financing Market transformation for Energy Efficiency (MTEE): Accelerating shift toward energy efficient appliances 181 Roads and Highways 183 Motor Vehicle (Amendment) Bill 2016 The Ministry constituted a Group of Ministers from across states to deliberate upon and propose strategies for reducing road fatalities and to suggest actionable measures for implementation. The Ministry of Road Transport & Highways 184 Setu Bharatam To free all national highways from railway level crossings and renovate the old bridges on national highways by 2019. 1.Setu Bharatam is an ambitious programme with an investment of Rs. 50,000 crore to build bridges for safe and seamless travel on National Highways. 2.208 new “road over bridges / road under bridges” are envisaged for construction, while 1500 bridges will be widened, rehabilitated or replaced. The Ministry of Road Transport & Highways 185 Bharatmala 1. It is an umbrella program that will subsume unfinished parts of NHDP 2. It will also focus on the new initiatives like development of Border and International connectivity roads, Coastal & port connectivity roads, National Corridors Efficiency improvements, Economic corridors development and others. 3. Around 80 per cent of Bharatmala will be based on a government funded, engineering procurement and construction (EPC) model while the rest will be a hybrid-annuity public private partnership. Aimed at enhancing the freight transportation in India through improving cost, time, tracking and transferability of consignments through infrastructure, procedural and Information Technology (IT) interventions. Under this programme road ministry has shortlisted 15 locations with the highest freight movement for the development of multimodal logistics parks worth Rs.32,853 crore. The parks would be spread over a total area of around 4,800 acres and will be built under the first phase of the ministry’s Logistics Efficiency Enhancement Programme (LEEP). Through the programme, the government is trying to improve efficiency and reduce logistics costs by as much as 10%. The parks are expected to serve four key functions: 1. Freight aggregation and distribution, 2. Multimodal freight movement, 3. Storage and warehousing, 4. Value-added services such as custom clearances The Ministry of Road Transport & Highways 188 Vehicle Fleet Modernization Programme To enable the replacement of old, heavy and medium commercial vehicles as they contribute the maximum of vehicular pollution The Ministry of Road Transport & Highways 189 Highway Advisory System (HAS) HAS was launched as a pilot project on Delhi-Jaipur highway. 1. It is a free-to-air information distribution system that uses radio to make the travelling experience on National Highways safer, faster and hassle-free. 2. HAS control centre collects data, processes and analyzes it, generates alerts and sends it to be broadcast by All India Radio." The Ministry of Road Transport & Highways 190 Indian Bridge Management System (IBMS) It is aimed at ensuring safety of bridges in India -IBMS is being developed to create an inventory of all bridges in the country and rate their structural condition so that timely repair and rehabilitation work can be carried out based on the criticality of the structure. How Will it Work? -A unique identification number or National Identity Number (NIN) will be given to each bridge, and the number will be based on the state, RTO zone or based on location (National Highway, State Highway etc.).

-Along with NIN, Bridge Location Number (BLN) will also be allotted to every bridge based on specific GPS given latitude-longitude. Another number- Bridge Classification Number (BCN) will be assigned to the bridge structure based on its engineering characteristics. -A Structural Rating Number (SRN) will be assigned to bridge structures on a scale of 0 to 9 -Another number - Socio-Economic Bridge Rating Number will specify the contribution of bridge in daily socio-economic activity of that area. IBMS will analyse this data and recognize bridges which need renovation. The Ministry of Road Transport & Highways 191 National Road Safety Policy 192 National Green Highways Project 1. Under the Green Highways Project the government has made it mandatory to set aside 1% of the total project cost of any NH contract to a Green Fund corpus that will be used for plantation purposes. 2. The afforestation is expected to help in sequestering approximately 12 lakh mt carbon annually 3.The funds to be transferred to the National Highways Authority of India (NHAI) would be used exclusively for plantation and maintenance on all NH stretches being developed on the Engineering Procurement Construction (EPC) and Build Operate Transfer (BOT) mode. 4.The NHAI will act as Fund Manager for maintaining the account and for release of the payments made by the Regional Officer or Project Director based on the recommendation of the monitoring agency-Indian Highways Management Company Ltd (IHMCL). 5.There will be a strong monitoring mechanism in place by using ISRO’s Bhuvan and GAGAN satellite systems. Every planted tree will be counted and auditing will be done. The agencies performing well will receive annual awards The Ministry of Road Transport & Highways 193 Kisan Harit Rajmarg Yojana A pilot scheme to extend green belt beyond the existing ‘Right of Way’ of highways by engaging farmers and providing alternative livelihood option to the nearby communities. The Ministry of Road Transport & Highways 194 Chaar Dham Highway Development Project To improve connectivity to the Char Dham pilgrimage centres in the Himalayas. To improve connectivity to the Char Dham pilgrimage centres in the Himalayas. 1.The project’s main objective is to develop around 900 km of national highways. These highways will be built at an approximate cost of Rs 12,000 crore. 2.It will allow uninterrupted access for pilgrims to the four Himalayan shrines of Kedarnath, Badrinath,

Gangotri and Yamunotri in Uttarakhand. The all-weather roads will have tunnels, bridges and fly-overs to enhance road safety and uninterrupted access. It will have proper slope stabilisation to ensure protection against landslides. 3.It will benefit people visiting holy shrines in Uttarakhand. It will generate additional employment for the local population and will change the economy of the State as it will give strong boost to connectivity and tourism. Ministry of Road Transport & Highways 195 Shipping and Waterways SagarMala Scheme promoting employment generation 1.Under the scheme employers would be provided an incentive for enhancing employment by reimbursement of the 8.33% EPS contribution made by the employer in respect of new employment. 2.The PMRPY scheme is targeted for workers earning wages upto Rs. 15,000/- per month. Publicity and awareness campaign is an integral component of the PMRPY scheme for encouraging employers including Micro, Small and Medium Enterprises (MSMEs) to avail benefits. Ministry of Labour and Employment 197 Urban Development 198 Smart Cities Mission To develop 100 cities all over the country making them citizen friendly and sustainable Smart cities to be selected through City Challenge Competition These cities to be developed as satellite towns of larger cities and by modernizing the existing mid-sized cities. Eight critical pillars of India’s Smart City Program are: Smart Governance Smart Energy Smart Environment Smart Transportation Smart IT & Communications Smart Buildings Smart Health Hospitals Smart Education The 100 potential smart cities were nominated by all the states 4 approaches are adopted for development of Smart Cities: Retrofitting i.e.: city improvement: Introduce planning in an existing built-up area to achieve smart city objectives, along with other objectives, to make the existing area more efficient and liveable. In retrofitting, an area consisting of more than 500 acres will be identified by the city in consultation with citizens. Redevelopment i.e.: city renewal: Replacement of the existing built-up environment and enable co-creation of a new layout with enhanced infrastructure using mixed land use

and increased density. Redevelopment envisages an area of more than 50 acres, identified by Urban Local Bodies (ULBs) in consultation with citizens. Greenfield development : Introduce most of the Smart Solutions in a previously vacant area (more than 250 acres) using innovative planning, plan financing and plan implementation tools (e.g. land pooling/ land reconstitution) with provision for affordable housing, especially for the poor. Ex. GIFT City Pan-city development envisages application of selected Smart Solutions to the existing city-wide infrastructure. 199 AMRUT To develop civic infrastructure in 500 cities and towns having population of one lakh and above. 1.The mission adopts a project based approach to ensure basic infrastructure services relating to water supply, sewerage, transport and development of green spaces among others. 2.Under this Mission, States get the flexibility of designing schemes based on the needs of identified cities and in their execution and monitoring.Further in a significant departure from Jawaharlal Nehru National Urban Renewal Mission (JNNURM), now the states will only submit State Annual Action Plans (SAAPs) to the Union for broad concurrence based on which funds will be released. 3.Central assistance will be extended under AMRUT to the projects sanctioned under JNNURM but not completed Ministry of Urban Ministry 200 Kifayati Aawas Yojna

201 Pradhan Mantri Awas Yojana(Urban) To provide housing for all by the year 2022 The Mission will be implemented during 2015-2022 and will provide central assistance to Urban Local Bodies (ULBs) and other implementing agencies through States/UTs for: 1. In-situ Rehabilitation of existing slum dwellers using land as a resource through private participation 2. Credit Linked Subsidy 3. Affordable Housing in Partnership 4. Subsidy for Beneficiaryled individual house construction/enhancement. Ministry of Urban Ministry 202 National Urban Housing Fund to finance Pradhan Mantri Awas Yojana (Urban) which aims to build 1.2 crore affordable houses in urban areas by 2022. -NUHF will be placed under aegis of Building Materials and Technology Promotion Council (BMTPC). -It will be raised from non-budgetary sources and will tap into existing government entities such as Housing and Urban Development Corp. (Hudco).

NUHF will facilitate raising requisite funds in next four years and plug any budgetary shortfalls. -It will smoothly sustain construction of houses to address gap in Urban Sector progresses by maintaining flow of Central Assistance under different verticals i.e. Affordable Housing in Parternership (AHP), Beneficiary Linked Construction (BLC), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). 203 Swadesh Darshan scheme To develop the theme based tourism in the country. 1.The tourists or visitors will get an opportunity to visit the specific tourist circuit in a single tour. The tourists can take the pleasure of thematic tourism under this scheme. 2. There are 13 tourist circuits that are proposed and started under the scheme. Under these 13 circuits there are many cities and sites are added for the visitors to get down there and enjoy their holiday. The scheme is a joint venture by the central government and ministry of tourism. 204 PRASAD PRASAD scheme aims to create spiritual centres for tourism development within the nation Twelve cities namely Amaravati (Andhra Pradesh), Gaya (Bihar), Dwarka (Gujarat), Amritsar (Punjab), Ajmer (Rajasthan), Kanchipuram (Tamil Nadu), Vellankani (Tamil Nadu), Puri (Odisha), Varanasi (Uttar Pradesh), Mathura (Uttar Pradesh), Kedarnath (Uttarakhand) and Kamakhya (Assam) have been identified for development under Pilgrimage Rejuvenation and Spirituality Augmentation Drive (PRASAD). Ministry of Tourism 205 Heritage City Development and Augmentation Yojana (HRIDAY) scheme aimed at preserving and revitalizing the soul and unique character of the heritage cities in India 1. It aims to bring urban planning, economic growth and heritage conservation together for heritage cities. 2. It also seeks beautification in an inclusive and integrated manner with focus on cleanliness, livelihoods, skills, safety, security, accessibility and faster service delivery of heritage cities. 3. Heritage management plan (HMP) will be prepared for the identified cities which will outline heritage resources and develop policies to guide their conservation, restoration, future use and development. 4. It will seek to improve last-mile connectivity heritage sites by documentation, conservation of areas, providing more facilities for women, senior citizens and differently abled citizens Ministry of Urban Development 206 Green Urban Transport Scheme Central Government is working on new policy initiatives to encourage private investments in climate friendly and sustainable public transport systems like Metro rail, Non-motorised Transport and other low carbon emitting systems in urban areas

Ministry of Urban Development 207 Rural Development 208 Deendayal Antyodaya Yojana - DAY NRLM To reduce poverty by enabling the poor households to access gainful self-employment and skilled wage employment opportunities, resulting in appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots institutions of the poor -It is also called Deen Dayal Antyodaya Yojana – NRLM -Swarnjayanti Gram Swarojgar Yojana (SGSY) was restructured as National Rural Livelihoods Mission in 2011 -NRLM has now been renamed as Aajeevika. -It is a World Bank supported program -Organise rural BPL people in SHGs and make them capable for self-employment by providing capacities such as information, knowledge, skills, tools, finance and collectivization. -It has a special focus on women empowerment including a dedicated component for promoting farm and non-farm based livelihoods for women farmers in rural areas -It is implemented across the country in all States and Union Territories (except Delhi and Chandigarh). Works on three pillars: -Enhancing and expanding existing livelihoods options of the poor -Building skills for the job market outside; and -Nurturing self-employed and entrepreneurs. Ministry of Rural Development 209 -Aajeevika Grameen Express Yojana (AGEY) AGEY aims to provide an alternative source of livelihood to members of Self Help Groups (SHGs) by facilitating them to operate public transport services in backward rural areas. -It is a sub-scheme under Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) -It will provide safe, affordable and community monitored rural transport services like erickshaws, 3 and 4 wheeler motorised transport vehicles to connect remote villages. -These transport vehicles will connect villages with key services and amenities including access to markets, education and health for the overall economic development of the area. -The scheme will be implemented in 250 blocks in the country on a pilot basis for a period of 3 years from 2017-18 to 2019-20. -Under it, Community Based Organisation (CBO) is proposed to provide interest free loan from its own corpus to SHG member for purchase of the vehicle. Ministry of Rural Development 210 Start-up Village Entrepreneurship Program (SVEP) The SVEP proposes to address following three major problems of rural start-ups -A missing knowledge ecosystem

-A missing incubation ecosystem -A missing financial ecosystem To be launched on the lines of the Deen Dayal Upadhyay Grameen Kaushal Yojana -Generate livelihood through self-employment -Will be a sub scheme under the national rural livelihood mission -Loans will be made available through Self Help Groups for starting the enterprise. -It will not focus on placement based skilling but generate livelihood through selfemployment. Ministry of Rural Development 211 -Mahila Kisan Sashaktikaran Pariyojana Under the Pariyojana, projects are conceived in such a manner that the skill base of the women in agriculture is enhanced to enable them to pursue their livelihoods on a sustainable basis. Under NRHM. Ministry of Rural Development 212 Deen Dayal Upadhyaya Grameen Kaushalya Yojana The Vision of DDU-GKY is to "Transform rural poor youth into an economically independent and globally relevant workforce". It aims to target youth, under the age group of 15–35 years. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth -Enable Poor and Marginalized to Access Benefits -Demand led skill training at no cost to the rural poor -Mandatory coverage of socially disadvantaged groups (SC/ST 50%; Minority 15%; Women 33%) -Shifting Emphasis from Training to Career Progression -Pioneers in providing incentives for job retention, career progression and foreign placements -Greater Support for Placed Candidates -Post-placement support, migration support and alumni network -Guaranteed Placement for at least 75% trained candidates Ministry of Rural development 213 Shyama Prasad Mukherji Rurban Mission To deliver integrated project based infrastructure in the rural areas, which will also include development of economic activities and skill development. -Twin objectives: It seeks to achieve of strengthening rural areas and de burdening the urban areas. Thus it seeks for balanced regional development and growth of the country by simultaneously benefiting the rural as well as urban areas of the country. -The State Governments would identify the clusters which have latent potential for growth in accordance with the Framework for Implementation. -This framework will be prepared by the Union Ministry of Rural Development. -The clusters will be geographically contiguous Gram Panchayats with different population and follow administrative convergence units of Gram Panchayats.

-Plain and coastal areas must have population of about 25000 to 50000, desert areas, hilly or tribal areas must have 5000 to 15000. There would be a separate approach for selection of clusters in Tribal and Non-Tribal Districts. States government will prepare Integrated Cluster Action Plans for Rurban Clusters. It will be comprehensive plan documents detailing out the strategy for the cluster development. Ministry of Rural Development 214 Pradhan Mantri Adarsh Gram Yojana (PMAGY) The Centrally Sponsored Scheme ‘Pradhan Mantri Adarsh Gram Yojana’ (PMAGY) is being implemented for integrated development of Scheduled Castes (SC) majority villages having SC Population concentration > 50% -The principal objective of the Scheme is integrated development of SC Majority Villages: -Primarily through convergent implementation of the relevant Central and State Schemes; -By providing these villages Central Assistance in form of gap-filling funds to the extent of Rs.20.00 lakh per village, to be increased by another 5 lakh if State make a matching contribution. -By providing gap-filling component to take up activities which do not get covered under the existing Central and State Government Schemes are to be taken up under the component of ‘gap filling’. Ministry of Social Justice & Empowerement 215 Sansad Adarsh Gram Yojana(SAANJHI) 1.The development of model villages, called Adarsh Grams, through the implementation of existing schemes, and certain new initiatives to be designed for the local context, which may vary from village to village. 2.Creating models of local development which can be replicated in other villages. 3.The goal is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016. Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024. .Members of parliament (MPs) are the pivots this scheme will run on. Gram Panchayat would be the basic unit for development. It will have a population of 3000-5000 in plain areas and 1000-3000 in hilly, tribal and difficult areas. -Model of development strategy from supply-driven to demand-driven SAANJHI aims at instilling certain values, such as People’s participation, o Antyodaya, o gender equality, dignity of women, o Social justice, spirit of community service, o Cleanliness, eco-friendliness, maintaining ecological balance, o Peace and harmony, mutual cooperation, o Self-reliance, local self-government,

The government proposes to set up MUDRA Bank through a statutory enactment. Ministry of Finance 221 Credit Guarantee Scheme CGTMSE was set up to strengthen credit delivery system and facilitate flow of credit to the MSE sector. The Credit Guarantee under CGTMSE seeks to reassure the lender that, in the event of a MSE unit, which availed collateral free credit facilities, fails to discharge its liabilities to the lender; the CGMSE would make good the loss incurred by the lender up to 85 per cent of the credit facility. Ministry of MSME 222 Udyami Mitra Portal -Small Industries Development Bank of India (SIDBI) has launched the ‘Udyami Mitra’ Portal (www.udyamimitra.in) to improve the accessibility of credit and handholding services to Micro, Small and Medium Enterprises (MSMEs) -Scheduled Commercial Banks (SCBs) have been advised to ensure a target of 7.5% of Adjusted Net Bank Credit (ANBC) for Micro Enterprises -Collateral security is not required for loans up to Rs. 10 lakh to MSE sector, which has simplified working capital requirement for MSEs. -Under the portal entrepreneurs can apply for loan without physically visiting bank branches. It also has facility for uploading all necessary documents. -Through the portal the MSMEs can seek handholding support for getting finance. They can also select and apply for preferred banks. -Through the portal, the MSMEs can select from over 1 lakh bank branches, track their application status and avail multiple loan benefits. Ministry of MSME 223 ASPIRE Fund The Ministry of Micro, Small & Medium Enterprises has launched a new scheme namely, ASPIRE (A Scheme for Promoting Innovation, Rural Industry and Entrepreneurship) on 18.3.2015 to accelerate entrepreneurship and to promote start-ups for innovation and entrepreneurship in agro-industry. Under ASPIRE, 80 Livelihood Business Incubation (LBI) centres are to be set up in which a total of 104000 incubates will be trained and 30 (10 new & 20 existing) Technology Business Incubation (TBI) centres Ministry of MSME 224

PMEGP aimed at generating self-employment opportunities through establishment of microenterprises in the non-farm sector by helping traditional artisans and unemployed youth. -General category beneficiaries can avail of margin money subsidy of 25 % of the project cost in rural areas and 15% in urban areas. - For beneficiaries belonging to special categories such as Scheduled Caste/Scheduled Tribe/OBC /Minorities/Women, Ex-serviceman, Physically Handicapped, NER, Hill and Border areas etc. the margin money subsidy is 35% in rural areas and 25% in urban areas. -Any individual above 18 years of age is eligible. For setting up of projects costing above Rs.10 lakh in the manufacturing sector and above Rs. 5 lakh in the business /service sector, the beneficiaries should possess at least VIII standard pass educational qualification. -The maximum cost of projects is Rs. 25 lakh in the manufacturing sector and Rs. 10 lakh in the service sector. Benefit can be availed under PMEGP for setting up of new units only. -Subsidy under PMEGP Scheme is provided by the Union Government. Khadi and Village Industries Commission (KVIC) is the nodal agency at the national level. At the State/District level, State offices of KVIC, KVIBs and District Industry Centres(DIC) are the implementing agencies in the States in the ratio of 30:30:40. Ministry of MSME 225 Scheme for Capacity Building in Textile Sector The scheme intended to provide placement oriented skilling programme, for organised sector and enhance livelihood opportunity by skill-upgradation for traditional sector -It will cover entire value chain of textile excluding Spinning & Weaving in organized Sector. -The Scheme will have a span of three year i.e. 2017-2020 with an outlay of ₹ 1300 Cr. -It will be implemented through textile industry and recognised public and private training institutes of textile sector. -The scheme will have National Skill Qualification Framework (NSQF) training courses. Ministry of Textiles 226 North East Region Textile Promotion Scheme (NERTPS) The broad objective of the North East Textile Promotion Scheme is to develop and modernise the textile sector in the North East Region by providing the required Government support in terms of raw material, seed banks, machinery, common facility centres, skill development, design and marketing support etc. -The scheme was launched by the Union Textile Ministry. Under this intervention, each state now has one centre with three units having approximately 100 machines each.

-The project is fully funded by the Ministry with an estimated cost of Rs. 18.18 crores for one Apparel Center in each state. -The central assistance is towards construction of physical infrastructure, machinery for the units and towards capacity building of workers for a period of 3 years. Ministry of textiles 227 Integrated Skill Development Scheme (ISDS) in textiles To provide specific skills as per the requirement of Apparel and other Segments of Textile Industry. Placement of trained person in the related occupations. IMPLEMENTATION THROUGH -Institutions / Textile Research Associations under Ministry of Textiles – 5 Lakh trainees -State Government Agencies – 5 Lakh trainees -Private bodies in Public Private Partnership (PPP) – 5 Lakh trainees SCALE OF ASSISTANCE -75% of the cost subject to the ceiling of Rs. 10,000/- per person. Balance 25% to be mobilized by the Implementing Agency. 228 Credit Linked Capital Subsidy Scheme (CLCSS) -CLCSS aims at facilitating technology upgradation of Micro and Small Enterprises (MSEs) by providing 15% capital subsidy (limited to maximum Rs.15 lakhs) for purchase of Plant & Machinery. -Maximum limit of eligible loan for calculation of subsidy under the scheme is Rs.100 lakhs. Presently, more than 1500 well established/improved technologies under 51 subsectors have been approved under the Scheme. 229 India inclusive innovation fund -The India Inclusive Innovation Fund Ministry of MSME has proposed to set up a dedicated fund in the name of India Inclusive Innovation Fund for promoting grass-root innovations with social returns as well as modest economic returns. -The fund would operate as a for-profit entity with a social investment focus. The India Inclusive Innovation Fund would back enterprises developing innovative solutions preliminarily for citizens who lie in the lower half of India s economic pyramid, with a limited physical and institutional access to basic services. -The total corpus of this fund is proposed to be an initial size of`.500 crore and maximum size of`.5,000 crore with initial GOI contribution of.Rs. .100.00 crore. The cabinet has approved the setting up of the India Inclusive Innovation Fund

Ministry of msme 230 Amended Technology Upgradation Fund Scheme(ATUFS) -Under the scheme, apparel, garment and technical textiles will get 15 per cent subsidy on capital investment, subject to a ceiling of Rs.30 crore over a period of five years. -The remaining sub-sectors will be eligible for 10 per cent subsidy, subject to a ceiling of Rs.20 crore, on similar lines, according to a government statement. -The amended scheme would give a boost to Make in India in the textiles sector. It is expected to attract investments to the tune of Rs.1 lakh crore and create over 30 lakh jobs. -The scheme lays emphasis on the promotion of Technical Textiles, a sunrise sector, for exports. It will also encourage better quality in processing industry and check the need for import of fabrics by the garment sector. -Conversion of existing looms to better technology looms will also receive a major push.for improvement in quality and productivity. -The new scheme does not cover the spinning sector as there is excess capacity now. -The new amended scheme aims to plug the loopholes in the earlier scheme and improve Ease of Doing Business. -The amended scheme will replace the existing Revised Restructured Technology Upgradation Fund Scheme (RR-TUFS) with effect from the date of notification of the scheme. The Technology Upgradation Fund Scheme for the textile industry was introduced in 1999 and Rs.21,347 crore has been provided as assistance between 1999 and 2015. Official sources said the ATUFS is expected to attract Rs. 1 lakh crore investment in the next seven years (till 2021-2022). Ministry of Textiles 231 SAATHI (Sustainable and Accelerated Adoption of efficient Textile technologies to Help small Industries) -Under this initiative, Energy Efficiency Services Limited (EESL), a public sector entity under the administrative control of Ministry of Power, would procure energy efficient Powerlooms, motors and Rapier kits in bulk and provide them to the small and medium Powerloom units at no upfront cost. -The use of these efficient equipment would result in energy savings and cost savings to the unit owner and he would repay in installments to EESL over a 4 to 5 year period. This is the aggregation, bulk procurement and financing model that EESL has successfully deployed in several sectors like LED bulbs, Smart Meters and Electric Vehicles. The SAATHI initiative of the Government will be jointly implemented by EESL and the office of the Textile Commissioner on a pan-India basis. Ministries of Power and Textiles

232 Micro & Small Enterprises - Cluster Development Programme (MSE-CDP) 233 Scheme of Fund for Regeneration of Traditional Industries (SFURTI), The objectives SFURTI is to organize the traditional industries and artisans into clusters to make them competitive and provide support for their long term sustainability by way of -Enhancing the marketability of products, -Improving the skills of artisans, -Making provision for common facilities and -Strengthening the cluster governance systems. The Scheme guidelines of SFURTI have been revamped in 2015 and the Scheme has taken giant strides in 2015. Funds to the tune of Rs.62 Crore have been sanctioned under the Scheme in 2015 as against Nil in 2014. -68 clusters have already been approved in 2015 itself against the target of 71 clusters during 12th Plan period with more than a year of the plan period to spare. -Initially, in the first phase, 71 clusters will be developed across the country involving an outlay of Rs.149.44 crores. -Under the 12th Five Year Plan it is proposed to take up 800 clusters with funding from the Government of India and Asian Development Bank. Under the revamped SFURTI, there shall be three types of clusters involving artisans from 500 to 2500. Khadi and Village Industries Commission (KVIC) and the Coir Board are implementing a scheme 234 Mega handloom clusters scheme Ministry of Textiles 235 Electronics Manufacturing Clusters (EMC) Scheme 236 National SC ST Hub -The National SC/ST Hub provides support to entrepreneurs from the community. -It will have an initial outlay of Rs 490 crore. -The hub will work towards strengthening market access/linkage, monitoring, capacity building, leveraging financial support schemes and sharing industry-best practices. -It will also enable central public sector enterprises to fulfill the procurement target set by the government. The objective of the portal is to monitor the implementation of the Public Procurement from MSEs by Central Public Sector Enterprises. The Procurement Policy launched in 2012 mandates the Central Government Departments / CPSUs to procure necessarily from MSEs i.e. every Central Ministry / Department / PSU shall set an annual goal for procurement from the MSE sector at the beginning of the year, with the objective of achieving an overall procurement goal of minimum of 20 per cent of the total annual purchases of the products or services produced or rendered by MSEs. By creating an online portal, the Ministries and the CPSEs can assess their performance. 241 Samadhan Portal The portal aims at empowering micro and small entrepreneurs across country to directly register their cases relating to delayed payments by Central Ministries, Departments, CPSEs, State Governments. The Samadhaan portal will give information about pending payment of MSEs with individual CPSEs/Central Ministries, State Governments, etc. The CEO of PSEs and Secretary of Ministries concerned will also be able to monitor cases of delayed payment under their jurisdiction and issue necessary instructions to resolve the issues. The portal will facilitate monitoring of delayed payment in more effective manner. The information on portal will be available in public domain, thus exerting moral pressure on defaulting organisations. The MSEs will also be empowered to access portal and monitor their cases. Udyam Sakhi Portal Launched 1. The portal is a network for nurturing entrepreneurship and creating business models for low cost products and services in order to empower women and make them selfreliant and self-sufficient. 2. The portal provides assistance through its platform for entrepreneurship learning tools, incubation facility,training programs for fund raising, providing mentors, one-onone investor meet, provide market survey facility and technical assistance. Ministry of Micro, Small and Medium Enterprises(MSME) 243 Senior Citizens 245 Pradhan Mantri Vaya Vandana Yojana (PMVVY) Pension Scheme announced by the Government of India exclusively for the senior citizens aged 60 years and above which is available from 4th May, 2017 to 3rd May, 2018. 246

Low vision, Hearing impairment, Loss of teeth and Locomotor disability, with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability/infirmity manifested. Ministry of Social Justice & Empowerement 247 Varishtha Pension Bima Yojana It is a part of Government’s commitment for financial inclusion and social security. 1. The scheme will provide an assured pension based on a guaranteed rate of return of 8% per annum for ten years, with an option to opt for pension on a monthly / quarterly / halfyearly and annual basis. 2. The differential return, i.e., the difference between the return generated by LIC and the assured return of 8% per annum would be borne by Government of India as subsidy on an annual basis Ministry of Finance 248 Finance 249 Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) Financial Inclusion 1.Under PMJJBY, annual life insurance of Rs. 2 lakh would be available on the payment of premium of Rs. 330 per annum by the subscribers. 2.The PMJJBY is available to people in the age group of 18 to 50 years having a bank account. 3.People who join the scheme before completing 50 years can, however, continue to have the risk of life cover up to the age of 55 subject to payment of premium. 4.Premium Rs 330 per annum. 5.The payment of premium will be directly auto debited by the bank from a subscriber’s account. A person has to opt for the scheme every year. Ministry of Finance 250 Pradhan Mantri Suraksha Bima Yojana (PMSBY) Financial Inclusion 1.Premium Rs 12 per annum. The premium will be directly auto debited by the bank from a subscriber’s account. This is the only mode available. 2.For risk coverage a person has to opt for the scheme every year. 3.Under this schemethe risk coverage will be Rs. 2 lakh for accidental death and full disability and Rs. 1 lakh for partial disability. 4.The Scheme is available to people in the age group 18 to 70 years with a bank account, from where the premium would be collected through the facility of auto-debit. Ministry of Finance 251 Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) Financial Inclusion 1,Premium is Rs 330 every year. 2.Under PMJJBY, annual life insurance of Rs. 2 lakh would be available 3.The Scheme is available to people in the age group 18 to 50 years

with a bank account, from where the premium would be collected through the facility of auto-debit. Ministry of Finance 252 Atal Pension Yojana Social Security 1.Under the APY, subscribers would receive a fixed minimum pension of Rs. 1000 per month, Rs. 2000 per month, Rs. 3000 per month, Rs. 4000 per month, Rs. 5000 per month, at the age of 60 years, depending on their contributions, which itself would vary on the age of joining the APY. 2.The pension would also be available to the spouse on the death of the subscriber and thereafter, the pension corpus would be returned to the nominee. 3.The benefit of fixed minimum pension would be guaranteed by the Government. 4.The Central Government would also co-contribute 50 percent of the total contribution or Rs. 1000 per annum, whichever is lower, to each eligible subscriber account, for a period of 5 years, that is, from 2015-16 to 2019-20, to those who join the NPS before 31st December, 2015 and who are not members of any statutory social security scheme and who are not Income Tax payers. Ministry of Finance 253 National Pension Scheme Any Indian Citizen, resident or non-resident, between the age of 60- 65 years, can also join NPS and continue up to the age of 70 years in NPS. With this increase of joining age, the subscribers who are willing to join NPS at the later stage of life will be able to avail the benefits of NPS. NPS provides a very robust platform to the subscriber to save for his/her old age income security. Due to the better healthcare facilities and increased fitness, along with the opportunities and avenues available in the private sector as well as in the capacity of self-employment, more and more people in their late 50s or 60s are now living an active life allowing them to be employed productively. Ministry of Finance 254 Pradhan Mantri Garib Kalyan Yojana, 2016 (PMGKY) 1.It is an amnesty scheme launched by the Narendra Modi led Government of India in December 2016 on the lines of the Income declaration scheme, 2016 (IDS) launched earlier in the year 2.The scheme provides an opportunity to declare unaccounted wealth and black money in a confidential manner and avoid prosecution after paying a fine of 50% on the undisclosed income. An additional 25% of the undisclosed income is invested in the scheme which can be refunded after four years, without any interest. 3.The scheme can only be availed to declare income in the form of cash or bank deposits in Indian bank accounts and not in the form of jewellery, stock, immovable property, or deposits in overseas accounts Ministry of Finance 255 Income Decleration Scheme To unearth black money and bring it back into the system.

The Union Ministry of Minority Affairs 262 Nai Roshni Empower and install confidence in women of minority communities by equipping them with knowledge, tools and techniques to interact with government systems, banks and intermediaries The Union Ministry of Minority Affairs 263 USTAAD Scheme 1.The scheme aims at preserving and promoting the rich heritage of the traditional arts & crafts of the Minority communities. 2.In the light of globalisation & competitive market, these crafts have gradually lost their employability. 3.It also envisages at boosting the skill of craftsmen, weavers and artisans who are already engaged in the traditional ancestral work. The Union Ministry of Minority Affairs 264 Hunar Haat aimed at promoting and supporting artisans from Minority communities and providing them domestic as well as international market for display and sell their products. 1.The Hunar Haat exhibition has been organised by the National Minorities Development & Finance Corporation (NMDFC) under “USTTAD” scheme In it about 184 master artisans from across the country are showcasing their traditional art and skills at about 100 stalls at the international platform. 2.It seeks to provide an excellent platform to artisans belonging to Minority communities from across nation to display their art and skills before domestic and international visitors. The Union Ministry of Minority Affairs 265 Stanapan Suraksha Scheme To promote breastfeeding and keep a tab on “inappropriate” promotion of baby food items.

1.Stanpan Suraksha is first-of-its-kind app deveopled for promoting breastfeeding and baby food promotion reporting mechanism. 2.Using it any person can click a photograph of inappropriate baby food promotion around them and related equipment and send it to BPNI. 3.The app also has a city-wise database of trained breastfeeding counsellor to educate and provide assistance to mothers during antenatal and postnatal period. It has sign up option for mothers who wish to become a breastfeeding counsellor, pledging for petition and donation. Ministry of Tribal Affairs 266 Eklavya Model Residential Schools -Eklavya Model Residential School Scheme was started in 1998 -First school was started in the year 2000 in Maharashtra. -EMRSs have been functioning as institutions of excellence for tribal students. -In order to further educational opportunities for more ST children, Government has sought to extend the facility of EMRSs in all the 672 Blocks where ST population is more than 50% of the total population in a span of next five years. -Funds for establishing the school are arranged by both Centre and State government together. The SEIS applies to ‘service providers located in India’ instead of ‘Indian service providers’. The rates of incentivization under the SEIS are based on net foreign exchange earned. 3. Consumers will have the option to purchase gas stove and refills on EMI.
