RULES & REGULATIONS 1

ENTRY REQUIREMENTS

1.1

Entry and Registration forms must reach the Organiser by Monday, 3 November 2008. The draw will be conducted on Wednesday, 5 November 2008 at the Board Room, 4th Storey, Club CSC @ Tessensohn at 4.00pm. Team Manager/Captain is not allowed to make any additions or changes to the list of names once the carnival commences at 9.30am.

1.2

Organisations can enter any number of teams but they must submit the Registration Form before the closing date. They are not allowed to switch players among their teams.

1.3

Pregnant ladies are not allowed to play in the netball tournament and if found playing with the knowledge of the team, that team shall be disqualified.

1.4 Each team shall comprise a minimum of 5 players and a maximum of 12 players. 2

REPORTING

2.1

On the day of the Carnival, Team Captains must register their presence at the Official Counter. Teams must report punctually to the umpires on their court at the scheduled time.

2.3

No match may start unless each team has at least five players on the scheduled court. In the event that any team being unable to field the minimum number of five players within 1 minute of starting time, that is 1 minutes grace period, the umpires shall give a walkover against such team that has less than five players. 1/3

FORMAT

3.1

The format of the Carnival shall be as follows: a) All teams will play a round robin format in their respective group for the preliminary round. b) The games will be played 7 minutes half with no rest interval. c) The male players are allowed to play only the following positions: (i) Centre (C) (ii) Goal Shooter (GS) (iii) Goal Keeper (GK) d) A minimum of 1 and maximum of 3 male players can be on court at all times. e) Teams will receive 3 points for a win, 2 points for a draw and 1 point for a loss. f) Teams with equal points at the completion of the round robin, will be placed according to goal difference. g) Top team from each group will play in the next rounds based on knock-out format. h) The winners of semi-finals will play in the final to determine the first and second placing, while the losers of each semi-finals will play for third and fourth placing. i) All teams are required to provide a scorer for each game. Before any game commences, the captains of both teams shall fill in the names of players on scorecards and hand it to the scorers with their signatures. Both scorers shall sit together as the Organiser will not settle any discrepancy of score for the team. Scorecards must be given to the official table immediately after each game. j) All teams should be ready at your respective courts to start the games promptly. Games will commence on time.

3.2

If a match in the knock-out round, semi-final or final ends in a draw, the teams will switch side to play and the team first to score 2 goals shall win the match.

ATTIRE

4.1

When the colours of two teams are similar, the first named team shall change their bibs to a different colour.

4.2

In the tournament, “playing bibs” must be clearly displayed both in FRONT and at the BACK of the T-shirt or blouse as it would be disadvantage to the opposing team if your team does not have bibs at the back and front (as the umpire will not be able to see when a player is off-side). The umpire is empowered to penalise your team and give a walkover.

4.3

Players must not wear jewellery or watches. Fancy rings are to be removed, if wedding rings are used, they must be taped.

DISCIPLINE

5.1

In cases of misconduct or disciplinary offence, the Disciplinary Committee shall meet to consider any report made to them as soon as possible and in any case, not later than ten days after the submission of the report, alleging such misconduct or disciplinary offence. 2/3

5.2

Any team causing a game to be abandoned by walking out shall be liable for disciplinary action.

POSTPONEMENT

6.1

In the event of wet weather, the Tournament Committee whose decision shall be final, shall decide whether the carnival should be delayed or postponed to another date. The scores of all completed games shall stand.

6.2

The fixtures of the tournament shall be forwarded to participating organisations one week before the tournament is due to begin, and if they did not receive their schedule by then, they are to contact the Assistant Manager, Sports of Civil Service Club.

ORGANISATION OF THE GAME

7.1

The use of unlimited substitutions from a full squad up to 12 is permitted.

7.2

The umpire is no longer required to say ‘Play’ at a Throw-In.

7.3

Rules governing coaching from the sideline during the game and at injury stoppages have been removed.

7.4

The clock will not stop in event of injuries.

The Civil Service Club reserves the right to cancel, postpone or change the venue, date and/or time of the competition at its discretion due to inclement weather, facility problem or any other situation deemed as appropriate. The Civil Service Club and its servants and/or agents will not be held responsible for any claims arising out of any death or injury, damage or loss, suffered or caused while attending this competition, and this includes all costs and expenses incurred as a result of such claims.
