Youth Social Development VISION ‘A responsible, empowered, secure and vibrant youth, building a better Kenya’ MISSION “To tap the full potential of the youth through participatory engagements that promotes youth development’ Objectives  To facilitate development of the youth through access to comprehensive information and service on health issues.  To increase participation of youth leisure, recreation and community service.  To involve the youth on environmental conservation, preservation and protection.  To facilitate and enable the youth grow and develop in a just, safe and secure environment free from crime, drug and substance abuse  To co-ordinate and increase support to youth development initiatives.  To develop and strengthen leadership and life skills among the youth.  To increase opportunities for civic participation and community service amongst the youth.  To strengthen objectives oriented networking in the youth.  To empower youth with special needs to enable them participate fully in MOYS programmes.  To mainstream gender issues in all programmes and activities of the ministry.

“To enable young people exploit their potential as individuals and fulfill their obligations as equal partners in the National Development processes”. OBJECTIVES OF DIVISION Initiate and support Youth empowerment Initiatives.  To facilitate opportunities for youths to participate in all processes of national development countrywide.  To improve effective Youth participation in all structures of decision making.  Mainstreaming Kenyan Youth participation in Millennium Development Goals (MDGs) and Vision 2030.  Provide opportunities to secondary school youths to enable them make informed career choices.  To disseminate information to youths on the rights and threats they face.  To develop and strengthen leadership and life skills among the youths countrywide.  To conduct Youth empowerment clinics countrywide.  To build the capacities of young people to be able to handle and participate in day-to-day affairs of the country.  To align the systems and structures to favor youth participation and empowerment.

MISSION “To facilitate the development of Youth Employment Initiatives and Enterprises.

OBJECTIVES OF THE DIVISION  To promote Youth-owned Small and Micro Enterprises (SME).  To promote thriftiness and self-reliance among the youth.  To promote an entrepreneurial culture among the youth.  Development of modalities for structured labour export  Promotion and facilitation of youth Labour Export  Promote marketing of Youth Products and Services  Liaise with stakeholders to formulate appropriate policies for youth employment

VISION

“A dynamic multi-skilled youth adding value to self and society”.

MISSION

“To empower the youth with appropriate and adequate skills, knowledge and attitudes to realize full potential for individual and national development”.

MANDATE The department’s mandate includes the following: o

To revitalize the existing YPs in order to increase youth access to quality training.

o

To provide appropriate vocational and technical training for the youth.

o

To enhance youth training through alternative learning systems such as open, distant, sandwich, mobile, evening and e-learning.

o

To improve quality of youth training programs by continuously reviewing and revising curriculum to meet the changing needs of the individual and society.

o

To participate in the formulation, implementation and review of national youth policy.

o

To initiate and strengthen partnership with Development Partners and other Stakeholders in order to support youth training programs.

o

To upgrade YPs to centers that offer alternative paths of acquiring mainstream education.

o

To popularize the YPs through community capacity building and mobilization as alternative centers of learning.

o

To enhance capacity building for staff in the Department of Youth Training and in YPs.

o

To refurbish and upgrade infrastructure in YPs countrywide.

o

To establish Youth Learning Resource Centers countrywide.

o

To empower the youth with ICT, entrepreneurial and leadership skills.

o

To promote good governance in YPs in liaison with Stakeholders.

o

To upgrade at least one YP in each constituency to a model YP.
