Region 7: Central Visayas
A. History and Law
The regions came about September 24 of 1972, when the provinces of the Philippines were organized into 11 regions by Presidential Decree No. 1 as part of the Integrated Reorganization Plan by President Ferdinand Marcos. The provinces of Cebu, Bohol, and Negros Oriental (including its then-sub province of Siquijor) were grouped together to form the Central Visayas region. By virtue of Executive Order No. 183 issued on May 29 of 2015, by former president Benigno “Noynoy” Aquino III, the province of Negros Oriental was removed from Central Visayas to form the Negros Island Region along with Negros Occidental and its provincial capital, Bacolod City. But later regained Negros Oriental and its capital, Dumaguete City back into Central Visayas on August 9, 2017 when President Rodrigo Duterte dissolved the Negros Island Region, revoking Executive Order No. 183, s. 2015 through the signage of Executive Order No. 38, citing the reason of the lack of funds to fully establish the NIR according to Benjamin Diokno, the Secretary of Budget and Management.

NEGROS ORIENTAL
Also called Oriental Negros or Eastern Negros, is a province located in the REGION of Central Visayas, in the Philippines. It occupies the southeastern half of the large island of Negros, and borders Negros Occidental, which comprises the northwestern half. It also includes Apo Island, a popular dive site for both local and foreign tourists. SIQUIJOR
Siquijor is a 5th provincial income class island province of the Philippines located in the Central Visayas region. To the north of Siquijor is Cebu, to the west is Negros, northeast is Bohol, and to the south, across the Bohol Sea, is Mindanao. CAPITAL: SIQUIJOR Land Area: 34,350 hectares

Language The native languages of Central Visayas are: Bantayanon, spoken in Bantayan Islands of Cebu province. b. Boholano, a Cebuano dialect spoken in Bohol. c. Cebuano, spoken in Cebu, Negros Oriental, Bohol, and Siquijor. It is the regional lingua franca. d. Hiligaynon, spoken in western Negros Oriental. e. Porohanon, spoken in Camotes Islands of Cebu province. a.
B. Population Distribution
(Provincial Distribution of Population, Central Visayas, 2015) Central Visayas is the fifth region in the Philippines that has a large population. The 2015 Census of Population estimates the total population of the region to be 7,396,898 which is about 7.3% of the country’s total. Among the three provinces comprising the region, Cebu (excluding Cebu City, Lapu-Lapu City, and Mandaue City) had the biggest population in 2015 with 2.94 million, followed by Bohol with 1.31 million. Siquijor had the smallest population with 96 thousand. The region has three highly urbanized cities (HUCs). Among these HUCs, Cebu City was the most populous with 923 thousand persons, followed by Lapu-Lapu City (408 thousand), and Mandaue City (363 thousand).

C. Land Area Central Visayas is the sixth smallest region in the country with a total land area of 1.49 million hectares (14,951 square kilometers). Among the provinces, Negros Oriental accounts for the largest share of the regional land (36 percent), followed by Cebu (34 percent), Bohol (27.5 percent) and Siquijor (2 percent).
D. Major Infrastructures
Ports
Fastcraft terminal for ferrying passengers from Cebu to Negros. The Port of Cebu is the region's main gateway. There are also ports in Tagbilaran in Bohol, Larena in Siquijor, and Sibulan and Dumaguete both in Negros Oriental. Inter-island shipping is served by numerous shipping lines, two of them fastcraft companies which serve all the provinces in the region.

Edilberto Martinez Page | 5____________________________________________________________________________________ _ Airports The Mactan-Cebu International Airport, located in Lapu-Lapu City, is the country's second busiest airport (after Ninoy Aquino International Airport in Metro Manila) and one of the only three airports in the Visayas serving international flights (aside from Kalibo International Airport and Iloilo International Airport). It is the primary airline hub of Cebu Pacific, and secondary hub for Philippine Airlines and its subsidiaries, with flights to locations throughout the country. It also serves international flights to other Asian and intercontinental destinations. Other airports in the region are Bohol-Panglao International Airport which serves Tagbilaran and the rest of Bohol, and Sibulan Airport which serves Dumaguete and the rest of Negros Oriental.

E. Major Products The dominant livestock raised in the region was hogs. And hog raising remained the top livestock in all provinces of Central Visayas. While in terms of poultry, raising of chicken was the primary poultry in the region. And corn was the major temporary crop in the region. Hog, chicken and chicken eggs, palay and sugarcane were the major products in the region. They contributed 55.15% to the region's agricultural output. Hog production in Central Visayas ranked 4th in the national production. And ranked 3rd in the production of sugarcane and chicken eggs.
