MINUTES A meeting was held on 27th October, 2008 in the chamber of Regional Commissioner during the visit of DRC officials to RRCO. He welcomed the following officials to the meeting and informed that the meeting was important as the Director initiated the DRC administrative officials to visit the Regional Offices in person to discuss the issues and sort out doubts as well as update the staffstrength data : 1. Mr. Lungten Tshering, Administrative Officer, DRC Hq. 2. Ms. Pema Choden, Personnel Officer, DRC Hq. 3. Mr. Wangchuk Thayey, Head od Customs & Excise Section 4. Ms. Tashi Pem, Head of BST Section 5. Mr. Ugyen Wangdi, Head of Tax Administration Section 6. Mr. D.B. Mongar, Offtg. Head of Revenue Accts & Audit Section 7. Mr. Kipchu Tshering, Unit Head of Excise Unit 8. Mr. Sonam Dorji, Officer In-charge, Checkpost 9. Mr. Chunjur Tshering, Unit Head of Import (TC) 10. Mr. D.R. Subba, Personnel & Administration Section Departmental I/Card In his briefing, Mr. Lungten Tshering, Adm. Officer of DRC said that the issue regarding Departmental Identity Card was discussed in the last AGM, but issuance is still being delayed as DRC is yet to receive changes in the designation for DRC employees from RCSC. However, he assured to issue new I/Cards as early as possible once the DRC fulfills the requirement. Performance Review Referring to the recent guidelines issued by DRC, Ms. Pema Choden, Personnel Officer of DRC informed that the dateline set for submission of Performance Review reports for the purpose of promotion shall be strictly followed from next process of promotion cases leaving alone the present cases of promotion cases due for January, 2009. On this, the Regional Commissioner informed the DRC officials that the guidelines or instructions issued by DRC have been disseminated to all after thoroughly discussing among the senior officials of the RRCO. Ms. Choden informed that there are also instances where they have to make corrections in the performance evaluation report forms of mistaken on the signing part of the form, which should be well taken care of while processing as per PCS Manual especially for department/ ministry level promotion. The RRCO, in this connection, suggested that a workshop needs to be conducted to educate and familiarize RRCO officials with the correct procedure of completing forms.
She further mentioned that an official due for promotion should have “outstanding” rating based on his/her performance, while on the other hand the office should withhold processing promotion cases of personnel with low rated evaluation. Promotion Ms. Pema Choden suggested to depute an official from every Regional Office to submit and process documents for promotion of Regional staff.
