Staff has divided comments into two sections: issues of major concern, and those that are of a technical nature. In order for this application to be in compliance, please address the following comments: ISSUES OF MAJOR CONCERN 1. Since the sketch plan review, the screening level for parking lots has been revised to be Level II screening which consists of a 10’ buffer width with a 6’ hedge or wall. Please revise the plan accordingly. 2. Sheet 3 of 11 depicts the existing gravel facilities parking lot being expanded. The existing parking facility should meet the 30’ setback from the residential properties; however, it is existing and is considered nonconforming. All parking areas should be of a dust free and durable surface, as such gravel is not permitted. If the existing gravel area is not changed it is permitted to remain as it is considered nonconforming, however, with the expansions or extensions, the area should be brought into compliance, including paving and setback. 3. Development within the IST district is not subject to the same density and dimensional standards as development in traditional Euclidean zones; however, IST development is subject to the performance standards outlined in Section 407 of the LMC. The majority of the performance standards established in this section are not applicable to this site because no new structures are proposed. However, the % stormwater volume treated by non-structural practices requirement does apply. In the IST district at least 5% must be treated through nonstructural measures. In the main parking lot a dry swale is provided for SWM, please confirm that this treats at least 5% of the new stormwater generated by this parking area. In addition, a note should be added to the final site plan as follows:

Per Section 721, the Forest Conservation standards are applicable when an application for site plan or subdivision is proposed on units of land greater than 40,000 sf. Please provide the square footage of the total disturbed area, if greater than 40,000 sf the project must comply with the forest conservation standards outlined in this section, which require submittal of separate forest conservation plans prepared in accordance with the Maryland State Forest Conservation Manual. Mitigation will be required in the form of either the establishment of a forest conservation easement, landscaping credits, or fee in lieu of payment- pending the total obligation required. The forest conservation sheets should be eliminated from this plan, but the information conveyed on it incorporated into the landscaping plan—including proposed trees to be retained and those to be removed. 5. This item must be reviewed by the Neighborhood Advisory Committee in this area. This project is located in NAC #6. The NAC #6 meeting will be held on October 15th. TECHNICAL ISSUES 1. Add the new project number to the title block (PC08-515FSI). 2. An APFO exemption form must be submitted. This project is exempt from the individual APFO tests for water line, sewer line, roads, and school capacity based on the recordation of the final plat which consolidated all of the lots. Please submit the exemption form for documentation purposes. 3. Add a note to the final site plan stating that a site plan enforcement agreement will be executed prior to building permit issuance. 4. Please provide a total “limits of disturbance” for each area on the plan –both the main lot as well as the smaller lot adjacent to the Alumnae Hall. 5. The north arrow should reference MD State Plan. 6. Please provide the adjoining property owner information on sheet 2 for the individual residences on the opposite side of Evergreen Avenue as well. 7. Please darken the symbols for the 29 winterberry bushes to be provided in the buffer along the western extent of the parking area on sheet 5 and provide supplemental plantings to meet the level II requirement. 8. Add the following case numbers and projects to the plans as part of the site history: PC90-07, Final Site Plan, Library 91-24, Final Site Plan Hood College Parking Lot
