Part B – Items for Discussion 4. CP’s Strategy for the 2007 District Council Elections S-G introduced the above-captioned paper. The paper covered five areas of preparatory work which needed to start very soon. The five areas are: (i) formation of the 2007 District Council Elections Task Force; (ii) the party’s internal procedures and criteria in selecting candidates; (iii) financial support for the candidates; (iv) training of candidates; and (v) the party budget required. Members approved the paper and the budget with the following comments: a. The role of the DC elections task force and its work relationship with the ExCo should be further clarified. While it was understood that the task force would be responsible for the daily administration and liaison of the election campaign and be accountable to the ExCo, how the task force works with the district branches and even individual candidates was a concern. S-G and CAO were asked to prepare a supplementary paper to further elaborate on these issues.

b. It was proposed that a candidates’ kit should be produced carrying all important information about the elections that candidates should know and the party’s policies relevant to the elections.

c. It was also suggested that the task force should consider whether all candidates should have a standard style for all election literature such as artwork schemes, templates for publications and the general themes of the election campaign. Minutes of 25th ExCo meeting 12/09/06

d. Regarding the financial subsidies to the candidates, it was decided that the task force should look into the accounting rules of the elections first before ExCo would release the money to the candidates. It was decided that the CAO would (i) deliver a supplementary paper clarifying the relationships among the ExCo, the proposed task force, the district branches and the candidates; (ii) act as a collection point to gather materials relevant to the elections at this stage; (iii) study the election statues and give suggestions on releasing the financial subsidy and loan; and (iv) send out circulars to district work developers based on the agreed principles while keeping the budget confidential.

S-G’s Report S-G’s report was noted. 8. Branch/Committee Chairpersons’ Reports Two reports were noted by members, namely, those from the NTE and Economic branches. 9. A.O.B. a. Party Song PC and PL offered to invite artists to write CP a song. b. Party Rules on Ethics The secretariat would collect samples of such rules adopted by local political parties.
