SUBJECT: Promotion Policy, NMSG Memo For: All Personnel PURPOSE: To establish a promotion policy for requirements to be understood and followed in the process of promotions within the New Mexico State Guard. References:

1. NMSG regulation are to conform to those of the National Guard to what extent is practicable per Chapter 20-5-2, NMSA. As military training in the NMSG is not funded, this will reduce military educational requirements. If any of this policy contravenes HQ NMSG policies, it will be automatically superseded. The AAG/SDF may waive requirements per individual application, however, any request to do so must go through the proper Chain of Command. 2. RESPONSIBILITY: a. Unit Commanders may advance or promote soldiers to grades PV2, PFC and SP4, subject to the concurrence of the Company Commander. b. Company Commander may promote to the grades of SGT, subject to concurrence of NMSG Commander. c. NMSG Commander may promote to SFC, MSG, FSG, and SGM. Subject to concurrence of the Promotion Board. d. HQ, NMSG, submits CSM promotion packets to the National Guard promotion board. e. WO, CWO2-4, 2LT, 1LT and CPT are appointed/promoted by the NMSG CDR and submitted to the TAG for approval by the Governor. f. HQ, NMSG, submits MAJ, LTC and COL appointment/promotion packets to the National Guard promotion board.

SUBJECT: Promotion Policy 3. TIME REQUIREMENTS: Below time requirements are set by AR and subject to change. Certain time requirements may be waived for outstanding soldiers. TIG = Time in Grade, TIS = Time in Service (including prior active and reserve service) TIS may include time as a Emergency Responder. One year of TIS may be waived per each 30 college credits 4. SUBJECT: Promotion Policy 6. PROMOTION POLICIES: a. Promotions are not automatic. Promotions are a recognition of an ability to assume an increased responsibility to your duty in the NMSG. b. All promotions to E-5 and above require that an available MTOE vacancy exist for that grade. c. All promotions to E-6 and above require that a current (6 mo or less) Evaluation Report to be included in the promotion packet. d. Promotions to grade E-6 and above require review by a promotion board. Individuals may be requested to appear before a board when practicable. e. Officer positions are not rewards for service. They are for personnel who have demonstrated leadership, judgment, reliability and responsibility traits. f. Applicants for commissioning must have the recommendation of their chain of command. g. Prior service applicants will be given their prior grade to one grade higher if practicable. This is also requires an MTOE vacancy existing. h. Alternative training and service schools may be applied towards college credits. i. 100 hrs MUTA (Multiple Unit Training Assembly) and/or volunteer time must be recorded per each year TIG/TIS for consideration of NMSG service. This is the individual responsibility to submit their hours report to the S1 for posting. j. All E-5 and above will have to complete a form of basic training and perform MOS training k. All enlisted and officers are required to report in monthly.

7. POSTING: a. The S1 will post a promotion eligibility list every 6 months. It is the responsibility of unit Commanders to submit recommendations for promotion on these individuals. A letter format is acceptable. b. Personnel selected by promotion boards will not wear their new rank until orders are posted. An email facsimile of the order is sufficient. Orders will be posted by the S1 c. This memo will be posted at all Unit HQ
