MBNET je sustav za autorizaciju elektroniËkog plaÊanja i isplate gotovine u zemlji i inozemstvu pomoÊu platnih kartica, te prihvat domaÊih i stranih platnih kartica na bankomatima i EFTPOS terminalima u MBNET-u. MBNET is a system for the authorization of domestic and international electronic payments and cash withdrawals with payment cards and acquiring of domestic and international payment cards on ATMs and EFTPOS terminals in MBNET. By using the MBNET system, banks can: issue cards and authorize transactions for the following card brands: MBCARD, MBCARD/Maestro, MasterCard, Visa and Visa-Electron accept the following payment cards on their own terminals: MBCARD, Maestro, Cirrus, MasterCard, Visa, Visa-Electron, Visa-Plus, American Express and Diners. Autorizacijski sustav sluæi za autorizaciju isplata i elektroniËkih plaÊanja bankovnim karticama. U sustavu se nalaze podaci potrebni za to, kao i za druge usluge korisnicima bankovnih kartica (npr. informacija o raspoloæivom iznosu). Autorizacijski sustav osim autorizacije transakcija, obavlja i prosljeivanje (switching) zahtjeva za autorizaciju prema drugim mreæama. Pozadinski sustav sluæi za podrπku poslovima pripreme i razmjene podataka izmeu banaka i MBU-a, za pripremu i razmjenu podataka s Autorizacijskim sustavom MBNET-a, za razmjenu podataka s meunarodnim kartiËnim kuÊama, za podrπku Sustavu za voenje kartica te za pripremu podataka o meubankarskim naknadama i obraËunima, statistiËkim podacima MBNET-a i naknadama MBU. Komunikacija izmeu Pozadinskog sustava i banaka ostvarena je preko aplikacija MBModul i/ili C:D (Connect Direct) koje se nalaze na radnim stanicama u bankama. MBModuli uspostavljaju vezu s posluæiteljem Pozadinskog sustava i razmjenjuju podatke putem javne telefonske mreæe ili preko zakupljene Frame Relay veze dok C:D uspostavlja vezu iskljuËivo koristeÊi Frame Relay. Sustav za voenje kartica je sastavni dio Pozadinskog sustava, a banka ga moæe koristiti za voenje svojih kreditnih i debitnih kartica, raËuna kartica i podataka o korisnicima kartica. Sustav podræava revolving i druge vrste kredita, omoguÊuje udaljene radne stanice u banci, pripremu datoteke s izvodima raËuna za korisnike i slanje u banku sintetiËkih podataka za knjiæenje. Sustav za pripremu podataka za personalizaciju generira PIN kartice, vrπi pripremu podataka za EMV Ëip kartice ukljuËujuÊi sigurnosne kljuËeve, te priprema ostale podatke potrebne za personalizaciju kartica. MBU ispisuje PIN omotnice za sve vrste kartica i personalizira debitne kartice bez Ëipa, dok se EMV Ëip kartice na temelju u MBU kreiranih podataka presonaliziraju u specijaliziranoj usluænoj organizaciji (Perso biro). Bankomat se povezuju s autorizacijskim sustavom putem TCP/IP prikljuËka na najbliæi Ëvor u LAN banke ili na najbliæi Ëvor MBNET-a.

Authorization system authorize disbursement and electronic payment by bank card. It contains all necessary data for these and other services required by bank card users (e.g. information on available balance). Besides authorizing transactions, authorization system also performs switching for authorization involving external networks. Back Office System provides support for preparation and data exchange between banks and MBU, preparation and data exchange with MBNET Authorization system, data exchange with international card-issuing companies, support to the Card Management System, and data preparation for interbanking fees and settlement, MBNET statistics data and MBU's fees. Communication between Back Office system and banks is accomplished with applications MBModule and/or C:D (Connect Direct) installed in bank work stations. MBModules establish link with Back Office System servers and data is exchanged via public telephone networks or through leased Frame Relay links while C:D establishes link solely via Frame Relay. Card Management System is part of Back Office system and bank can use it to manage its credit and debit cards, card accounts and cardholder data. The system supports revolving and other types of credit, facilitates remote work stations in banks, preparation of account statement files for users and submission to synthetic databank for registration. Data preparation system for personalization generates PIN cards, prepares data for EMV chip cards, including security keys, and prepares other data necessary for card personalization. MBU prints out the PIN envelopes for all card types and personalizes debit cards without chip while EMV chip is personalized by a special service company (Perso bureau) on basis of data prepared by MBU. ATM are linked to the authorization system through TCP/IP links to the nearest node in bank LANs or to the nearest MBNET node.

EFTPOS terminal is linked directly to the Authorization system, up to X.25 or TCP/IP network node via public telephone network. The EFTPOS terminal cluster is linked via leased line to a single X.25 or TCP/IP network node.

Internet korisnik moæe plaÊati putem Interneta karticama MBCARD i MasterCard kod trgovaca koji koriste MBePAY sustav MBNET-a.

Internet user can pay via the Internet with MBCARD or MasterCard for purchases on merchant sites using the MBNET’s MBePAY system.

GSM korisnik moæe primati SMS poruke o obavljenim autorizacijama ili ostale poruke iz svoje banke ukoliko banka koristi MBSMS uslugu. Takoer, GSM korisnik moæe preko mobitela plaÊati GSM operateru s raËuna svoje MBCARD ili MasterCard kartice.

GSM user can receive SMS messages about authorizations or all other messages from their bank, if this bank uses MBSMS service. GSM users can also pay their GSM operator on their cell phone from their MBCARD or MasterCard account.

MBNET je u stalnoj vezi s mreæama MasterCarda, VISA-e, American Expressa (Amex) i Diners Cluba. To omoguÊava pruæanje usluga korisnicima stranih kartica na bankomatima i EFTPOS terminalima u MBNET-u kao i usluge domaÊim karticama u drugim mreæama.

MBNET interfaces with MasterCard, VISA, American Express and Diners Club networks, so international card holders can access services at ATMs and EFTPOS terminals within MBNET, while domesticallyissued international card holders can enjoy the same services abroad.

MBCARD je viπenamjenska bankovna platna kartica. Ona je rezultat zajedniËkog izbora hrvatskih banaka koje koriste MBNET, a namijenjena je za bezgotovinsko elektroniËko plaÊanje roba i usluga na EFTPOS terminalima, za samouslugu na bankomatima i za jamstvo pri koriπtenju Ëekova. Prilikom koriπtenja MBCARD-a u MBNET-u, na bankomatima ili na EFTPOS terminalima, potrebno je potvrditi transakciju unosom ispravnog osobnog tajnog broja - PIN-a. PIN je vaæan element zaπtite sredstava na raËunu korisnika kartice. MBCARD karticom moæe se podizati gotovina i/ili elektroniËki plaÊati samo do raspoloæivog iznosa kojeg banka odredi, ali unutar dozvoljenih dnevnih i tjednih ograniËenja iznosa po kartici. Na MBCARD karticu veÊina je banaka pridodala meunarodni znak Maestro. Time je nastala cobrand MBCARD/Maestro kartica koja se moæe koristiti u Hrvatskoj i inozemstvu na svim bankomatima i EFTPOS terminalima na kojima su istaknuti znakovi Maestro ili Cirrus. Izvan MBNET-a, na EFTPOS terminalima koji nemaju moguÊnost unoπenja PIN-a, korisnik kartice moæe potvrditi transakciju plaÊanja pomoÊu potpisa. EMV MBCARD kartica opremljena je s Ëipom u svrhu unapreenja sigurnosti u poslovanju s karticama. Viπe o njenoj primjeni u svrhu autentikacije u poglavlju “EMV + autentikacija”.

The result of a joint effort of Croatian banks using MBNET is the MBCARD - a multipurpose card usable for electronic payments of goods and services at EFTPOS terminals, for self-service at ATMs, and as a guarantee for paper checks. Each time an MBCARD is used at ATM or EFTPOS terminal in MBNET, it is necessary to electronically confirm the transaction by entering the correct PIN. The PIN is an important feature for the cardholder accounts security. The MBCARD facilitates withdrawals and/or electronic payment transactions up to the amount made available by the bank, but within the daily or weekly spending limits per card. Most banks applied international Maestro logo on MBCARD creating cobrand MBCARD/Maestro card. This card can be used on all ATMs and EFTPOS terminals marked with Maestro or Cirrus acceptance marks both in Croatia and abroad. On EFTPOS terminals outside MBNET network and without PIN entering possibility, cardholder can verify the transaction with signature. EMV MBCARD card is equipped with a chip. This provides many new functions in card operations and ensures a high level of security. More about the use of this card can be found in the section on “EMV + Authentication”.

MBU je u okviru projekta izdavanja EMV platnih kartica uveo usluge: priprema podataka za personalizaciju EMV Ëip kartica i uslugu dostave takvih podataka do specijalizirane usluæne organizacije za personalizaciju EMV Ëip kartice. MBU nudi i usluge obrade i dostave podataka za dodatne aplikacije na Ëipu kao πto su autentikacija i shema lojalnosti. MBU je pored usluge pripreme podataka za izdavanje EMV MBCARD/Maestro debitnih Ëip kartica, razvio i uslugu izdavanja EMV kreditnih Ëip kartica kao πto su MasterCard te VISA kartice temeljene na standardima M/Chip 2.1/4.0 te VSDC 1.3.9/1.4.0. U pripremi EMV podataka i personalizaciji EMV Ëip kartica sudjeluju tri strane: - Banka izdavatelj koja odreuje profil EMV kartice i podatke o korisniku kartice, - MBU koji vrπi pripremu EMV podataka, izraËunava PIN i tiska PIN omotnice, - Perso biro - usluæna organizacija koja personalizira EMV Ëip karticu i istu dostavlja banci izdavatelju ili po njenom nalogu dostavlja korisniku poπtom. Izdavanje EMV Ëip kartica odvija se u slijedeÊim koracima: 1. Banka izdavatelj inicira proceduru kreiranja profila EMV Ëip kartice te formira i πalje u MBU datoteku s podacima za karticu, pripadajuÊi raËun, kontrolne podatke potrebne za kreiranje EMV Ëip kartice. 2. MBU na temelju primljenih podataka od banke izdavatelja, kreira i uvodi karticu i pripadajuÊi raËun u Sustav za voenje kartica, generira PIN te aktivira sustav za upravljanje æivotnim ciklusom kartice i raËuna. 3. MBU u Smart Card Data Preparation sustavu generira EMV podatke, parametre profila kartice te parametre za aplikacije autentikacije i sheme lojalnosti. 4. MBU πalje EMV podatke za personalizaciju Ëip kartice do Perso biroa. 5. Perso biro personalizira EMV Ëip kartice, dostavlja ih banci izdavatelju ili sprema u omotnicu i dostavlja poπtom korisniku. 6. MBU generira PIN-ove i tiska u PIN omotnice ili ih kriptirane prosljeuje Perso birou ili specijaliziranoj usluænoj organizaciji za tiskanje u PIN omotnice.

MBU introduced these services as part of the EMV payment card issuing project: preparation of data for personalization of EMV chip cards and delivery of such data to specialized service companies that personalize EMV chip cards. MBU also processes and delivers data for additional applications on chips, such as authentication and loyalty schemes. Besides data preparation for issuing EMV MBCARD/Maestro debit chip cards, MBU has also issues EMV credit chip cards, such as MasterCard and Visa cards based on M/Chip 2.1/4.0 and VSDC 1.3.9/1.4.0 standards. Three parties participate in the preparation of EMV data and personalization of EMV chip cards: - The issuing bank, which determines the profile of the EMV cards and data on card users, - MBU, which prepares EMV data, generates the PIN and prints the PIN wrapper, - Perso bureau - a service company that personalizes EMV chip cards and delivers them to the issuing bank or to the cardholder by mail at the bank’s request. Issuing EMV chip cards proceeds through the following steps: 1. The issuing bank initiates the procedure to create the EMV chip card profile, forms and delivers the file to MBU accompanied by data for the card, the accompanying account, and control data necessary to create the EMV chip card. 2. Based on the data from the issuing bank, MBU creates and enters the card with accompanying account in Card Management System, generates the PIN and activates the system to administer the life cycle of the card and account. 3. MBU generates EMV data, card profile parameters and authentication and loyalty scheme parameters in Smart Card Data Preparation System. 4. MBU sends the EMV data for chip card personalization to Perso bureau. 5. Perso bureau personalizes the EMV chip card, delivers them to the issuing bank or places them in envelopes and delivers them to the user by mail.

Bankto-bank compensations are calculated simultaneously for individual transactions using an issuing bank’s card at other terminals. 4) Transaction data from MBNET to other networks are transferred for other networks once or more on a daily basis. 5) Data on individual issuing-bank card transactions (within and outside of MBNET) and accompanying fees, daily transaction and service fee totals for bank-to-bank settlement and approved authorization data are accepted by the bank. Data on approved requests for issuing-bank cards outside of MBNET are also transferred. The bank initiates transfer once or several times daily. 6) The issuing bank initiates payment of daily settlement transactions and service fees for transactions involving its own cards at the terminals of other banks. For transactions in other networks, the ‘affiliated’ issuing bank pays a daily settlement fee to the ‘principal’ bank. 7) The issuing bank keeps records of the account balances and available amounts for the cards it has issued. Any bank using MBU services may issue MBCARD cards, all brands from the MasterCard family (MasterCard, Maestro and Cirrus) and all cards from the Visa family (Visa, Visa-Electron and Plus). Besides magstripes, all of these cards can carry a chip supporting the EMV application. When using the card at other’s terminals (ATMs, EFTPOS and Internet), the bank that issued the card pays the transaction amount (+/- fee) to other bank. When the cards are used within MBNET, "other bank" is acquiring bank. When the cards are used outside MBNET, for "principal" bank cards the term “other bank” implies another network, while for the cards of the “affiliated” bank, the “other bank“ implies the "principal” bank. All types of cards acquired at ATMs in MBNET and outside MBNET are, as a rule, used by entering the PIN, and on-line checks of the available balance and limits are included for bank cards managed in MBNET. MBCARD-Maestro and Visa-Electron cards, which can be used outside MBNET, can also be used at EFTPOS terminals either by keying in the PIN or by checking the signature. The transaction cannot be completed without an on-line check of the available balance and limits in MBNET. MasterCard and Visa cards are regularly accepted at EFTPOS terminals by signature authorization. Payment with these cards is possible without checking the available balance and limit within MBNET (for payment amounts lower than a specified limit).

The bank informs MBNET about the available amounts if card management is in the bank. In case that Card Management system is in MBU, MBU manages the available amounts and decreases them after each transaction. With the MBCARD cards, several cards can use the same available amount (the same current account). The bank can authorize the use of additional available amounts to the individual cards solely for purchases. This available amount may be used when bank gives credit for the purchases to cardholder or when merchant gives such a credit. There are several types of limits: time-defined, for cash disbursements, for payments, home and abroad, for the transaction sum, for the number of transactions. The acquiring bank that uses MBU services can accept its own, as well as other's cards at its ATMs, EFTPOS terminals, merchants without EFTPOS terminals, for payment on the Internet and payment by cell phone to the GSM operator. When acquiring the cards of other bank for cash disbursements, the acquiring bank receives the disbursed amount increased by the fee (for the disbursement service) from the other bank. When acquiring the cards of other bank for goods and service payments, the acquiring bank receives the payment amount from the other bank decreased by the fee, which belongs to the issuer. For cards which are authorized in MBNET, “other bank” is the bank that issued the cards. Cards that are authorized in the other network, for “principal” bank, the term “other bank” implies another network which gives the authorization, while for the “affiliated” bank, the “another bank” implies the “principal” bank. Services available at ATMs within MBNET for users of all cards authorized in MBNET include: - Cash payment, cash deposit, query, PIN change (PIN selected by cardholder), purchase of GSM voucher and money transfer order for MBCARD cardholders. Services available at ATMs within MBNET for other users of all cards not authorized in MBNET include: - Cash withdrawal, purchase of GSM voucher and (only for VISA and VISA-Electron cards) balance inquiry. After linking MBNET with MasterCard and Visa’s network, all technical requirements have been met for the acceptance of MasterCard and Visa family international cards. Also by linking MBNET with the American Express (Amex) and Diners networks, the technical conditions have been met for the acquiring of Amex and Diners international cards. Each transaction carried out at ATMs or EFTPOS terminals within MBNET, with domestic-issued international cards or a foreign issued international card must undergo authorization given by the card issuer’s host computer. Such an authorization procedure is called “on-line” authorization. Other networks can transact purchases (up to specified amount) based on the “STOP” list in that network for certain kinds of international cards. Such authorization procedures are called “offline” authorizations. Internet and telephone banking (telebanking) and other public banking services require a fool-proof user authentication process. In the interests of increasing security, all current methods of authentication based on user-name and a static password are now being replaced with a single-use changing password that is computed with the help of a token or chip card. The MBU has developed and integrated an authentication system for banks that facilitates secure and simple - and easily changeable -protection for their Internet applications and telebanking. The system is based on a chip card, which together with authentication also enables digital signatures for transactions. Also, tokens may be used to generate single-use passwords and digital signatures, as can GSM devices with SIM card applications.

The authentication system is set up as a central system accessed through the public Internet network or leased channels, and can serve several banks, clients or Web applications. It consists of chip cards and chip card reader to generate single-use passwords, a central security server for verification, and protected bank services. The client’s request to access any of the banking services is redirected to the MBU authorization system. After successful authorization, the system forwards the bank server’s response to the client and permits access. The accuracy of the digital signature is verified in the same manner, after which the order is either carried out or rejected depending on the response. Issuing of EMV chip cards by use of chip card readers and systems to generate single-use passwords and digital signatures facilitates the use of a single PIN to conduct transactions with a bank in any channel of multichannel banking. Thus, the slogan “one chip card with one PIN for banking services anywhere, anytime and anyhow” is actually becoming a reality thanks to developed telephone and Internet banking, ATM services and electronic payment at retail outlets with EFTPOS terminals.

Today SMS and SMS-based applications are a very attractive part of operations for mobile operators. The MBU has perceived this potential and put into function a service known as MBSMS. Basically, MBSMS was introduced to inform cardholders of completed authorizations with the goal of early detection of potential card misuse. MBSMS service singles out authorizations from Authorization system at the moment the authorization is made and delivers it to GSM provider. ATM Resource Management combines all ATM services which can be provided from remote central location, and till now have been made by bank employees or external organizations. This service enables to bank: ATM journal retrieval, ATM advertising, ATM software management, ATM patch management, data on demand and ATM remote control. ATM screens are an ideal advertising space, because the attention of users is always focused on its content. The same is true of transaction receipts issued at the user’s request. At MBNET ATMs, special functions have been implemented to handle the images that will be displayed on the screen. Each bank can define these images and messages independently of the MBU and other banks, and install them in its ATMs using a very simple procedure. The type of advertising can be adapted to the ATM’s location, opening up the possibility of selling the ad space.

Authorization system checks contractual relationship between Issuing and Acquiring bank. Instalment payment transaction starts with transaction at Acquiring bank terminal which has contract with Issuing bank. Both banks have to support instalment payment, define mutul relations and maximum number of allowed instalments. Issuing bank controls cardholder credit risk and limits cardholder indebtedness with additional credit account to existing debit account. Balance on additional credit account defines maximal total credit indebtedness which bank sends to MBU using standard exchange methods. The MBU has developed a technical solution for the sale of vouchers at MBNET ATMs for MBCARD, MasterCard and Visa products. The user enters his/her PIN, selects the voucher type and value, and after the transaction is approved he or she receives the voucher printed on a receipt slip. The MBU’s central computer can define the types of vouchers the ATMs of individual banks sell and the type of cards that can be used to purchase vouchers, depending on the contractual relations between the banks, the voucher provider and the card organization. Regardless of the card type, the user pays an amount that is equal to the voucher’s value without any additional fees. In line with the MBU’s accepted standards, particular attention has been dedicated to ensuring a high level of service quality. A special aspect of the MBU’s solution is the free print-out of the last purchased voucher at any MBNET ATM, reducing the number of refunds down to a minimum. Besides ongoing efforts to improve the technology and transaction processing quality, MBU has also developed and put into operation a group of card product processing services with the aim of offering banks comprehensive support in card operations, thereby making it possible for banks to focus their activities on selection of the best products for their clients, marketing and competition. The basic services in this field are: Credit card management - MBU provides banks with comprehensive credit card management services, from generation of cards, preparation of personalization data and their delivery to the personalization center, to receiving and processing of transactions, computation of fees and interest, preparation of statements and exchange of data with the bank. By using these services, banks have need not implement credit card management systems of their own. All they need to do is create an interface with their own IT systems. Refund procedure management - Refund procedures involving other Visa and MasterCard member banks are complex, timeconsuming and financially risky operations. Expertise in this field is quite demanding, both organizationally and financially, which is why it is exceptionally expensive for those banks that have not achieved that critical mass between cards and demand. MBU additionally offers this service for all cards managed in this system.

Card fraud detection - The obligations of banks to international card organizations and the policy of reducing bank risks in card operations emphasize the need to establish a special form of transaction supervision to facilitate the earliest possible detection and prevention of card fraud. MBU is equipped with a certified, modern and high-quality card fraud detection system, staffed and capable of providing services such as detection, analysis and prevention of card fraud. Since MBU serves as a transaction hub, it is logically the optimum location to manage card fraud risks for a number of banks, since investment cost and operative effort are the lowest, as opposed to each bank doing so individually.

Centar za podrπku korisnicima - U svakodnevnom poslovanju banke imaju potrebu obavljati razliËite aktivnosti po svojim karticama, bankomatima i EFTPOS ureajima, od jednostavnog blokiranja kartice do vrlo sloæenih zahvata. MBU, kako bi kvalitetno podræao svoje klijente u obavljanju navedenih aktivnosti izgradio je i uveo u funkciju suvremenu platformu Help Desk On-Line na kojoj je uspostavio suvremeni Centar za podrπku korisnicima kojemu se moæe pristupiti putem viπe kanala (telefon, fax, web). Customer Support Center - In their everyday operations, banks need to perform various activities involving their cards, ATMs and EFTPOS terminals, from simple card blocking to very complex tasks. To provide quality support to its clients when performing these activities, MBU has developed and made operational its Help Desk On-line, where it has established its modern Customer Support Center, which can be accessed either by phone, fax or the Internet. The level of services that MBU offers through its Customer Support Center is well above the industry standard for such services. The advantage of sending requests via web is: the price is lower than for other channels, data security in request is higher, the procedure of tracking the requests is easier and simplicity of creating needed reports. From the moment of entering the request till closing, the application tracks who entered the request, when it was accepted and by who, to whom the request was forwarded. Finally in the moment of closing, it is tracked who and when solved the request with solution explanation enclosed.

SKOR je automatizirani sustav razmjene podataka u funkciji kontrole rizika u poslovanju banaka s karticama, Ëekovima i πtednim knjiæicama. SKOR se temelji na informatiËko-komunikacijskoj tehnologiji po modelu elektroniËke poπte. SKOR je uveden u funkciju 1. listopada 1998.g. Njime je zamjenjen bivπi sustav razmjene podataka koji se temeljio na tehnologiji telefaksa. Korisnici SKOR-a su banke i FINA. SKOR podræava razmjenu podataka o ukradenim, izgubljenim i krivotvorenim bankovnim ispravama (knjiæice, Ëekovi, kartice) slanjem i preuzimanjem poruka u elektroniËkom formatu utvrenim modelom protokola. SKOR osigurava funkciju razmjene poruka na naËin da iste prihvaÊa od ovlaπtenih poπiljatelja i stavlja ih u pretince na raspolaganje adresiranim preuzimateljima. Korisnici dnevno preuzimaju sadræaj iz svojih pretinaca. Sustav biljeæi vrijeme prijema poruka, njihovog smjeπtaja u pretince i vrijeme preuzimanja.

SKOR is the automated data exchange system providing risk control in the banking business, which includes bank cards operations, paper checks operations and savings accounts. SKOR is based on information and communication technology utilized in electronic mail. SKOR was introduced on October 1, 1998., replacing the former data exchange system, which was based on telefax technology. Banks and FINA use SKOR. SKOR supports data exchanges involving stolen, lost and counterfeited bank documents (deposit books, paper checks and cards) by sending and accepting the messages in an electronic format determined by the protocol model. SKOR enables the message exchange by accepting them from the authorized senders and placing the messages into inboxes that are at the recipients’ disposal. The users check the messages in their inboxes on a daily basis. The system records the time the message is sent, its placement into inboxes, as well as the time of their pick-up.
