International Workshop on Disaster Risk Management at World Heritage Properties Recommendations

- Choice of sites: Regional, typological and type of disaster risk. CLT and NAT (with clt component). Include spiritual site and one at risk from war. Start with five, but need for more… - Follow up component of two years to see if it works. - International day of DRR including awareness-raising, drills, etc. - Develop training programme for ICCROM to offer on regular basis in partnership with - Training activities at regional level developed using the pilot sites in each region - Educational tool, integrated as component in WH in Young Hands -Develop clearing house of materials on DRR, including policies, photos. WHC or OWHC, or ICCROM? Draw from documents submitted by SPs for their nominations or periodic reporting submissions. -Clarify the format of the delivery of the identified activities. - As preparatory activity, it is suggested to map the existing experiences in support of the disaster risk reduction and existing twinning arrangements relevant to the sites. - Workshop useful to create the understanding and exchanges on experiences on hazards impact; Case studies on countries experiences will be extremely beneficial. These case studies should be collected, made available and published. - Yes the activities indicated are appropriate but it might be beneficial to include “concrete actions” to prepare and respond to the strike of hazards; - Useful to reflect the activities in the appropriate timeframe and to highlight punctual activities with a calendar and what are the activities that are of continue nature during the timeframe proposed. In particular point n. 9 related to publications should be further developed to include tools (ITC technology, visual material, kits, etc…). - The strategy should make reference to what has been already developed in terms of disaster risk reduction materials, guidelines and information. - This will allow building on an existing based and then to be adapted and or further developed to address the cultural heritage agenda (e.g. Workshop activities could explore the possibility of including a disaster risk reduction induction section and vice-versa). - Give more emphasis to Activity on Risk Assessment. Include training component into risk assessment. - The proposed approach is considered the most appropriate. It is recommended for the pilot sites to include: sites that focus on a particular hazard (flood, fire) and also sites that are prone to a multi-hazards event (e.g. Earthquake followed by fire, climate change adaptation measure and mega cities etc.). ▪ Wildfires in Ancient Olympia, Greece: Α Threat and a Challenge ▪ Wildfires in Ancient Olympia, Greece: A Threat and a Challenge ▪ Wildfires in Ancient Olympia, Greece: A Threat and a Challenge ▪

- Approach should take into account the specificity of the site and its outstanding universal value. - Organize exhibition to be linked with the International Day for Disaster Risk Reduction (14 October 2009) on Cultural Heritage; - Increase awareness on cultural heritage disaster risk reduction within the different communities and sectors (e.g. Fire Brigade Units Training that includes special groups and citizen. - To sensitize through awareness and events the stakeholders and citizen (to be clearly identifies) that are managing the Cultural Heritage goods).

2. Partnership - Involve humanitarian organisations such as Oxfam, and military organisations - Blue Shields and ICOMOS, ICCROM, ICOM to become part of a steering/advisory group to provide inputs throughout the implementation of the Programme. - Twinning would be important particularly through experts from sites that are faced by similar risks. - Interdisciplinary and partnership are keys to the success of the strategy in reducing disaster risk. - Suggestions can be made at the national level: e.g. National Platforms for Disaster Risk Reduction and HFA Focal Points. - Regional Level: e.g. Council of Europe; ASEAN etc… - International level: e.g. ISDR System partners

3. Funding - Twinning arrangements between Governments and local authorities could become independent packages of the Programme that could be funded, and possibly implemented, separately (e.g. China would consider supporting another country in Asia). If this was successful, then WHC to seek only funding for overall coordination, dissemination, follow up and evaluation. - Target large insurance companies, private sectors (e.g. Google-earth could offer info on disasters) and foundations which benefit from fiscal advantages. - Develop “honour’ system to attract donors
