A. The great depression in the United States made the US economy crash, thus leading to an abnormally high unemployment. It was quite clear that their problems were internal and not external so the US decided to fix her problems first before engaging in foreign affairs. The creation of the new foreign policies lead to America isolating itself but they still had a colony in the asia namely the Philippines. The Tydings McDuffie law is a product of the current situation of the US as they can’t not afford to focus on any other matters but themselves. In the economic side of things the Americans can buy land in the Philippines which is a plus as land or property hold great value. For the Filipinos they weren’t allowed to work in the US and is considered to be illegal. In the immigration process things slowed down as the US did become isolated from the rest of the world. The Tydings McDuffie law is there to protect American citizens rather than benefit Filipino citizens.
B. The actual meaning of self government given by the Americans to the Filipinos in 1935 is that of a small operating government with little to no effect in the colonizer colony relationship with America. The Tydings McDuffie Law was only to the benefit of America as they are able to build themselves up again while taking the Philippines natural resources for their huge projects. There was no intention to get rid of the Filipino people per say as the Philippines was their only colony that they currently benefit from. There are too many cons in letting go of the Philippines by granting full independence.
The independence could have been a placebo for what they were doing behind the scenes as the Filipinos would only be pre-occupied by the fact that they have a self government under American rule.
