11 . Shahrani began by noting that the Afghan National Army is "getting better and better." On equipment, procurement and wages, MoD is "one of the most transparent budget entities." At NOS, there has also been considerable reform at the middle and top levels. [In an interesting aside, Shahrani noted that the salaries of all 13,000 employees NDS employees are paid by .Ithough there is a plan to hand wages back to GoA by August or September 2008.]
