lpha Corporation’s services in civil engineering are focused on comprehensively and proactively addressing all aspects of the site development process – layout, utilities, traffic, earthwork, environmental, community. Starting in the early planning stage of each project, we engage our surveyors and civil engineers in meticulous and comprehensive field investigations and surveys to document existing conditions and other project related data. With this information at hand, and the client’s program goals in mind, we set the foundation upon which our engineers develop and brainstorm site plan alternatives. Ultimately we select the most viable option that meets the client’s program objectives and applicable design standards while at the same time optimizes construction efficiency, project cost, and sustainability of design.

In parallel with our engineering efforts, we strive to proactively address jurisdictional code and permitting requirements as well as local community issues. Our efforts in this area begin early in the project development process so that the project moves along smoothly and delays are avoided. Our engineers have worked with most local jurisdictions as well as participated in public hearings and other community forums and are therefore prepared to provide valuable assistance in this area. rogram and construction management have been primary services of Alpha since 1979, the year the firm was established. Through continuous practice in serving owners and contractors nationwide, the firm has developed extensive expertise and a thorough, comprehensive and practical approach for managing all aspects and phases of a program – from project planning, through design, construction and facility occupancy and commissioning. Our progressive approach to managing projects in today’s construction market emphasizes team building and promotes facilitating consensus among all parties concerned with the project. lpha Corporation has managed relocation and facility occupancy on behalf of government agencies, institutions and commercial owners for office, laboratory, educational and medical facilities. Our efforts in this area have included participation in all key phases of the program including Relocation Planning, Move Coordination, Occupancy and Post-Move Phases. In each phase, our professionals proactively and diligently work with the client to plan activities, inform stakeholders and coordinate delivery of the move services with the least possible impact to the client’s operations. During the Relocation Planning Phase we work with the client to refine the relocation program needs, technical aspects, occupancy requirements and move schedule. As part of this phase, we conduct facility inventory surveys and develop a Master Schedule of the program which further defines the sequence of activities, including interface with design and construction activities. As move activities begin, we continue our coordination with the client as well as develop and implement a system to monitor delivery, inspection, acceptance and installation of furnishings and equipment.

During the Occupancy Phase, Alpha continues to monitor the program schedule, verify that finished spaces are ready to accept furnishings and equipment, and inspect and coordinate the Moving Service Contractor’s activities. As part of the Post-Move Phase, we work with the client to make adjustments to furniture and equipment layout, resolve damage and repair issues, coordinate turnover of old facilities (if required) and assist with closeout of accounts. Throughout the Move Program, our professionals strive to meet the dynamic nature of the tasks at hand through detailed documentation, on-going communication, efficient project controls tools and diverse technical skills in all aspects of facilities move and occupancy.

I

n addition to providing engineering services in support of traditional Design-Bid-Build projects, Alpha has been involved in Design-Build projects, both in development of RFP “Bridging” documents on behalf of government owners or as engineering consultants to Design-Build General Contractors and Developers. Specifically, Alpha Corporation has participated on Design-Build Projects as: ♦ Lead engineering consultant to government agencies in developing preliminary design and preparing RFP and RFQ documents; ♦ Engineering designer to contractors, developers and architects responsible for preparing final civil and/or structural design documents; and ♦ Management consultant to government agencies in procuring projects through design-build and reviewing construction performance.

Based on our experience as construction managers and engineering consultants working on behalf of both Owners and Contractors, as well as our active participation in the DesignBuild industry, Alpha is well suited to provide engineering and management support in procuring and delivering projects through the Design-Build procurement method.

e believe that successful construction performance and avoidance of construction change orders and claims depends to a large extent on the quality of the contract plans and specifications. Alpha’s efforts in assisting clients to that end focus on in-depth review of the design documents to analyze and evaluate technical reliability and constructability, including construction means, methods, materials, and interfaces. Through this review we identify and eliminate ambiguities and contract language that would unnecessarily contribute to construction change orders and disputes and adversary relationships between the Contractor, Owner, Designer and other project stakeholders. Equally important to the technical aspect of the constructability review is the evaluation of the management and administrative related provisions of the contract to ensure that proper protocols are established for managing the project and that any potential risks are identified and mitigated. A key part in Alpha’s review is the

evaluation of project control requirements including CPM scheduling. We also review the specifications to provide recommendations for quality assurance procedures, V.E. incentives, labor relations, disputes avoidance and documentation and submittal processing protocols. Given the diverse nature of procurement options, we also assist our clients in selecting bid packaging or procurement options including single vs. multiple contracts, design-build vs. design-bid-build, etc. Factors driving this decision include scope of work definition, cost, schedule, risk, owner’s desired level of project control, etc. Our capability and credibility in this area is anchored in our long-standing successful practice in the construction industry as professional engineers, construction managers, chief estimators, schedulers and expert claims analysts. Through this blend of expertise we can enhance the quality and coordination of the project documents while minimizing the risk for construction changes and claims.

PM scheduling has been an integral part of Alpha Corporation’s consulting services since the firm’s inception. Project scheduling has been provided during the design phase for development of initial schedule and project duration, and planning of critical project activities; the construction phase for monitoring of construction activities, analysis of changed conditions and delays and evaluation of their impact on project completion; and the post-construction phase for close-out of projects and analysis of claims. Our proven approach to scheduling in all phases of a project is aimed to:

isputes and claims have become a recurring theme in the construction arena. Since its inception, Alpha Corporation has provided clients with expert advice to avoid, mitigate and resolve construction disputes. Alpha Corporation’s successful track record includes formal analysis and evaluation of numerous multi-million dollar disputes involving all types of construction. Our success in this area is soundly anchored in: ♦ Construction contracting and management experience, which provides the practical knowledge necessary to evaluate construction activities and the impact of changes and delays; and ♦ Engineering expertise to understand and analyze complex design and construction issues.

Issues analyzed in many of Alpha’s disputes resolution assignments have included: Owner-directed and constructive acceleration; contract changes; schedule revisions; shop drawing submittal or delays; labor inefficiency; over-zealous inspection; out-of-sequence work; stop work orders; defective design; and differing site conditions.
