Dear Chairman Byrd, Ranking Member Cochran, Chairman Obey, Ranking Member Lewis, Chairman Leahy, Ranking Member Gregg, Chairwoman Lowey, Ranking Member Wolf: As you move forward with work on the FY2008 War Supplemental, we, the undersigned members of InterAction and Refugee Council USA, write to urge the provision of timely and adequate supplemental funding for humanitarian purposes. Many of us work on the front lines responding to natural and man-made crises around the world, and we see first-hand the urgent need for life saving assistance. We thank you for your leadership in fighting for the international affairs account over the years, and in particular, for your support for our nation’s humanitarian and development work. We remain deeply concerned, however, that current FY08 funding levels for humanitarian accounts remain inadequate to meet critical needs. We urge you to take action now to restore adequate funding levels to humanitarian accounts and ensure that new needs in ongoing and emerging crises are addressed. As detailed in the enclosed paper, the need for additional funding is dire. Agencies are struggling to address deteriorating conditions in flashpoints such as Chad, Somalia, Sudan, the Democratic Republic of Congo, Sri Lanka and Burma and the shortfall in FY08 will soon result in deep cuts to humanitarian programs. The impact of these cuts is compounded by the dramatic rise in commodity prices, which will dramatically curtail the US’ ability to respond with food aid to vulnerable people affected by conflict, natural disaster and poverty. The massive Iraqi displacement crisis is also of great concern, and we call on the US to lead the international community in developing a comprehensive response strategy that matches the gravity, scope and complexity of the crisis through increased bilateral and humanitarian assistance.

Congress has traditionally taken a strong position in support of humanitarian assistance programs and we hope you will again provide timely supplemental humanitarian funding to meet pressing needs and ensure that life-saving programs are not interrupted or scaled back because of a lack of funds. We thank you for your strong support for programs that assist the most vulnerable, and look forward to working with you to ensure our government's continued leadership in meeting the needs of innocent civilians coping with natural disasters and conflict worldwide.
