Chemical Spilled - Incident Action Plan -by class C

Situation
The location is in Mahidol University International Demonstration School (MUIDS). The scene is an open area in the corner of the road, which is next to the grass field and a parking lot. Next, to the scene, there is an open tap of water and a drain. There are 4 containers on the concrete labelled Polyurethane coating, Sodium Borohydride and Sodium Hydroxide solution, Toluene, and Tetrachloroethylene 99%. Those containers were easy to get hot because they are made of metal. Also, we found a student lied on the ground. We don’t know their condition. But, he has no wounds or bruises. At the same time, all of the four containers are faced in different directions. One of the four containers faced to the grass but the chemical has not yet spilled to the grass. The other three faced to the road and one of them spilled a bit on the road. The situation occurred on Thursday at 10:18 a.m. The sky was clear and sunny with the temperature of 29 ͒ C. The wind blew in the direction towards the west, which confronted with the building.

Information - Background chemicals There were four chemicals leaking at the scene consist of Toluene, Sodium Borohydride and Sodium Hydroxide solution, Polyurethane Coating, and Tetrachloroethylene 99.9% minimum (Perchloroethylene). 1. Toluene UN1294 - Chemical formula: C6H5CH3; C7H8
These signs and the word “Danger” were mentioned on the label. The word “Danger” show that this chemical can cause great severe hazard, and the signs represent flammable, affect respiratory, and irritant respectively. ** 50 meters away from the leakage -

2. Sodium Borohydride and Sodium Hydroxide solution UN3320 - Chemical formula: NaBH4 (Sodium borohydride) & NaOH (Sodium hydroxide)
The sign on the picture indicate how severe the chemical effects on specific area. From the picture below, it shows that this chemical highly affect on health (Extreme danger) and it is unstable if heated, but it is not flammable at all. Reaction with water may generate much heat that will increase the concentration of fumes in the air. - Fire will produce irritating, corrosive and/or toxic gases

4. Tetrachloroethylene 99.9% minimum (Perchloroethylene) UN1897 -
Chemical formula: C2Cl4
The color labels on the top right corner of the label means the same as Sodium Borohydride and Sodium Hydroxide solution. Therefore, this chemical is stable; does not affected by heat, and not flammable. However, it could cause hazardous effects on health. The toxic sign with number 6 indicate that it is really dangerous. ** 50 meters away from the leakage -

Tasks/Procedure Rescue 1. Wear appropriate PPE. 2. Get people out of the scene area by 100 m. 3. Call ambulance (1669) and tell them to wear PPE set. a. Tell them where the scene are located b. Tell them what happened c. Tell them the number of patients d. Tell them what chemicals are there 4. Call the police to investigate the situation and the driver. 5. Make way for the ambulance to come in the parking lot as close to the scene as possible. 6. Let the rescuers come towards the student without stepping on groove between road and pavement as the chemical might flows into it. How to clean 1. Evacuate area to 100m, may be fixed based on wind direction and speed (pic.) 2. Covers all of the drains in the area of 100m surrounding. 3. To isolate and stop chemicals to spread or leaking, using socks to arrange around. 4. Using hazmat plug kit to seal the hole, leaking ignition source. 5. Use mat to cover the chemicals to stop them from heating or evaporation. 6. Follow cleaning instruction by the following step required for each chemical (shown below).
Addiotional Part; 1. Toluene - Wear full PPE - Keep out from heat, and flammable equipment. - Keep away the barrier (ignition source), and stop leaking. - Avoid chemical to flow to sewer. - Absorb with an inert material (sand, earth) and put spilled material in an appropriate waste disposal. 2. Sodium Borohydride and Sodium Hydroxide solution - Evacuate area, keep out people without protection equipment from contact with solution. - Avoid and stop the chemical to the sewer or contact with water. - Contain spilled material back into container (barrier) - Clean up the chemical by absorb into dry sodium carbonate, sand, or other inert materials. - Dispose of in accordance with applicable local, state and federal regulations - In case of clothing and equipment been in contact, wash with warm water and soap. 3. Polyruethen Coating - Wear PPE - Use vermiculite, dry sand, earth to absorb and placed into container. - Dispose of in accordance with applicable local, state and federal regulations 4. Tetrachloroethylene - Air out and isolate the spilled area - Remember to wear appropriate PPE - Recover the liquid as much as possible (into the container, barrel) - Neutralized the solution by alkaline material (soda ash, lime), then picked up them by absorb with inert material (such as sand, earth). - NOTICES not to use combustible materials. - Dispose of in accordance with applicable local, state and federal regulations
