Thardeep Rural Development Programme – TRDP

"We believe in the potential & power of the people"

Six years of Success !!!! 1

A little background…In 1987, the government of Sindh, SCF (UK) & UNICEF commissioned an evaluation of drought conditions in Thar. The drought had entered its fourth year & animal deaths and famine were reported by the press. The year and animal deaths and famine were reported by the press. The assessment proposed a short term relief programme( described as the relief phase) consisting of grain supply, nutritional support to children, a health programme for women & Children, and related inputs. It also proposed by the commission for setting up the project in the desert (described as phase 2) as a long term intervention. The project office was located in the desert and was to consist of research into the problems faced by the desert population, development of packages to village communities. It was envisaged that the village communities would be motivated to organize to receive (this was to harness the potential & thereby improve receiving capacities of the local communities) these inputs and messages. In keeping with this vision, structure & manner of Operation TRDP were reshaped & head office was shifted from Hyderabad to Mithi. TRDP was working on Social Mobilization, Saving & Credit, Helath & Education, Sustainable Land Use & Human Resource Development. To help in the HRD process TRDP invited Interns from national & international universities so as to carry out research and develop extension packages on issue relavant to the area. These linkages also made it possible for TRDP staff to upgrade knowledge & widen the vision. Coming together to build from within… Strong, prosperous communities don’t just happen. They are forged from the wisdom and abilities of their members and their willingness to work together towards common goals and home-grown, sustainable social & economic solutions. The HRD is aimed to help people to help their selves. In a word, it’s about capacitybuilding, the capacity of our many and diverse communities to come together, build from within, and take charge of our own economic and social development. Human Resources Gender & Development (HRGD) keeping the vision in mind “to help Staff & communities to draw on their strong heritage to rebuild for the future. By bringing together the diverse members of community organization, the different type of Community gatherings provided a strong mechanism for voicing the opinions, sharing of experiences and influencing policy with a clearer understanding of prior needs, HRD (Feb.1998) so for reached at 1160 community members & they were trained in Basic Management & Leadership skills, finance & management. Along with communities 25 staff members (from 38 Staff) were trained in Social Mobilization, health, Community, Gender, SLU, Credit & in Finance & accounting. During the localization of the organization HRD strategy was discussed & proposed for next three years along with input indicators.

Strategy for HRD

-

Skill improvements of PDCs members is an intrinsic part of all TRDP programmes.

-

HRD accumulates local knowledge as readable documentation disseminates it for the information of its staff and other stakeholders.

-

HRD builds on local wisdom and creates socially accepted training modules, which fulfill the needs of the local community in the larger context of the Arid zones of Sindh.

-

TRDP staff has to be seen as the key actor in translating all strategies into action at the grassroots level. For this staff capacity has to be strengthened.

HRD makes it possible for TRDP staff to: develop design and conduct training of PDCs members (activists) in basic management skills required by their respective organizations; develops designs and conducts training for PDCs members (activists) in book keeping for savings and credit and keeping monthly records; and, develop designs and conduct training of PDCs members in skills required for animal health workers (AHW), beri-grafting, tree plantation, gowcher protection and management and other relevant fields so that the para can be self-sufficient, in short HRD invests in technical & managerial skill enhancement of its all stake holders.

Besides this TRDP staff should be able to educate communities through day seminars and media material dissemination in the fields of primary health care, nutrition, personal hygiene, mother and child care counseling, water conversation (pitcher irrigation, water reservoirs), sanitation and water purification, vegetable seed and kitchen gardening. HRD aims at in-house and outside workshops and trainings in the fields of management, gender, reproductive health, HIV/AIDs, training of trainers, social mobilization, planning and review. Besides, HRD is responsible for: -

Organizing study visits.

Liaisoning and networking with counterparts.

Presently at the grassroots level… The HRD is actively at work through a volunteer network of Community Organizations and their Regional HRD Professionals. The Social Organizers and Regional Professionals work hand-in-hand with the Community and other stakeholders to motivate and mobilize our communities for speaking mobilizing utilizing the resources.

The process, however, does not stop there. We all play a vital role when we get involved and work together to achieve the human resources and community economic development that will reaffirm our place in society and provide opportunities for future generations. We all want strong communities with flourishing economies that can offer their populations a vibrant quality of life. To achieve this, we need to develop a solid plan for community economic development along with social development that identifies opportunities for growth and lasting employment and works to make them a reality. How quickly we get there depends on our ability to rediscover the fundamental strengths on which our communities were founded, and which continue to sustain us. Our history and traditions. Our people. Our achievements. That process of rediscovery is also known as capacity-building. A Continuous Process Capacity-building involves the careful nurturing of community pride, leadership, and active participation of an ever-growing number of individuals. It is a continuous, never-ending process. It begins when the members of a community come together to talk about their needs and opportunities. It grows stronger when they develop a common focus and vision, take ownership of a realistic plan to enhance their community, seek out the resources they need to help them, and finally celebrate each successful milestone that brings them closer to their goal. Capacity-building empowers us to take responsibility for our own community’s development. It is a first step; it is also a huge one. Catalysts for local action The volunteers who make up the viable receiving mechanism for the communities whom they represent. So they understand local culture, geography and the evolving needs of the different segments of the population. They are motivators and coordinators, focused on promoting and encouraging action. By organizing events to mobilize the members of a community and bring them together, PDCs are continually engaged in the process of capacity-building. TRDP help them to focus on a common goal, set priorities for action, and identify necessary resources. Input indicators for future - 1998 & onwards - 12 training workshops (six each for men & women) for basic management skill - 24 workshop for financial management at PDCs level( 12 for each gender) - 8 training workshops for TBAs - 12 two days workshop on health, SLU and education concept

- 12 one day workshop on rain water harvesting and water purification for drinking purpose especially focused on women groups from water scarcity area. - Study trips for staff and community at relevant national and or SAARC organizations, seminars on core issues of Thar and advocacy. - 4 workshops with children groups for development of participatory improvement strategy. - Support partners on lobbing, advocacy, networking & linkages - documentation at all levels. Output indicators At the end of three years community from the programme area villages will have trained activists in all the fields mentioned above in input sections. This programme will lead towards the development of social capital which has always been ignored in conventional development which focuses mainly on hardware projects.

A Natural First Contact ( 1998-99) The HRD entails training both managerial & technical with team and the community and aims to promote their skill and expertise in ordre to facilitate them in grooming as the active partners of cisvil society. In order to carry forward priorities for the year capacity of the team was reinforced by in house training and outside exposures. The word Gender was incorporated in HRD in May 1999. Dorine plantega facilitated a workshop on gender with whole team. Gender analysis matrix was the tool introduced in the training to help teams in assessing impact of development intervention on women, men & children. Learning of the workshop was incorporated in the managerial & technical training events. More than 8 members of core team members participated in different training events including primary health care ,proposal writing, social mobilization, microcredit & water management. Developing a dynamic human resource was the main strategic input during the year. Community Management Skill Training was first time introduced for conceptual orientation regarding the participatory planning & management in CMST 265 members were trained during the year. The CMST was followed by Basic Management Skill Training which was mainly focused on enhancing the leadership capabilities total 75 members were trained during the year . Discusions in training events were supported by PRA, slides, video films ad the role plays. Some 340 persons (181 men & 159 women participated community capacity building programmes during the year. In addition 55 TBA’s 56 AHWs and 101 Ber grafters were trained in the respective technical fields. During the year it was one of the lesson learned that” The paternalistic attitudes and manipulations of ideas in the favor of pre determined objective leave little space in any training for perception, priorities and folk wisdom of rural communities. Enhancing the Contact ( 1999-00) Human resource development with a particular focus on gender is not merely a crosscutting theme but TRDP actively pursues its agenda as if it were a programmed intervention area. The initiatives taken are directed at both the stall members and

the community representatives. No sustainable socio-economic change is possible without developing a critical mass of skilled people in Thar-whether they work in institutions like TRDP or belong to community groups struggling hard for a better life. Therefore, TRDP consciously plays its part by holding training programmes and sending its staff to training events organized elsewhere, conducting exposure. Visits, networking with resource institutions and organizing educational seminars and workshops Key activities undertaken by TRDP are as follows: Through out the year. TRDP Staff to part as resource person are participant in conference and workshops held in Pakistan and abroad on gender issues, micro finance, resource mobilization, report writing, project proposal development, environmental issues, participatory rural appraisal (PRA) and child sexual abuse. Thardeep started to expand the scope of training out side of Thar in order to initiate a process of ‘training for institutional self-reliance.’ That would mean generous sharing of knowledge with other organizations and raising funds through providing the much-needed training service. Medicines du Monde (MDM), a Francebased international. of knowledge with other organizations and raising funds through providing the muchneeded training service. Medicines du Monde (MDM), a France-based international humanitarian organization sent three batches of its staff and activists to TRDP for detailed training in social mobilization. TRDP looks forward to more sharing of experience between the two organizations. Partner organizations of Actionaid working in district Dadu, Sindh, and some senior staff members of Rural Development Department, Government of Sindh, participated in TRDP training events on social mobilization, education and natural resources management. Community and PDC members were provided specialized training for community management skills, animal health worker skills, livestock management, and financial skills for finance secretaries.

Making things Possible ( 2000-01) Developing human resource and promoting awareness on Gender equality & justice was the key strategy of the year which of course complemented in the process of social mobilization. A gender situation analysis was conducted through undertaking intensive consultation with all the stakeholder. Keeping gender justice & gender balance in mind & taking the guidelines forward TRDP HRGD organized managerial & technical training for the community activists. This trained cadre of volunteers facilitated community organizations in developing firm structure & thereby improve receiving capacity. The technical skills available at village level have proven their worth in cost effective delivery of social services. During the year in drought operation the trained cadre played a vital role in identification of beneficiaries & ensure the smooth & transparent distribution process. So far some 483-village volunteers have been trained in kitchen gardening management. With their support some 603 households have established kitchen gardening in the backyard of houses. The practice is getting ground as neighboring households are also following it. In some of the cases families have 6 started income generation through marketing of vegetables. Kitchen gardening on hand pump is an innovative initiative fully managed by the community. It complements not only to the objective of food security but also ensures the availability of balance diet to those who cannot afford it otherwise.

INVESTING IN THE HUMAN CAPABILITIES (2001-02) Social scientists in Pakistan make general reference to the current vacuum in leadership resulting from the breakdown in traditional authority structures in rural areas. The argument is that traditional forms of village leadership have not developed in line with the pace of increased mobility, cash economy and rapidly expanding modern society. Assessment of drought in 1987 undertaken by Arif Hasan and a team of professionals emphatically highlighted such ‘social breakdown’ in the context of Tharparkar. The exclusive leadership at village level in Tharparkar, as findings noted, had been diffused and diluted by the emerging middle class, remittances and the incursion of middlemen. The basic premise of working for TRDP is to develop and promote capabilities of the rural communities in Tharparkar so that they can effectively replace the ‘vacuum’ with viable village institutions and thereby can manage and control the transformation in their interest. Developing human potential has therefore remained one of the core areas of investment in TRDP operation. Some 20,000-village volunteers trained in the basic concepts of community management and local technologies have contributed substantially and significantly to the growth and stability of Para Development Committees. Besides, this human resource cadre spread over 416 villages provides extension arm to TRDP and other structures in getting their support to the doorsteps of village communities. The activities of trained volunteers cover a whole range of affairs. In Para Development committees their responsibilities include designing, planning and managing solutions to village problems in participation with all the members. In addition, the trained volunteers also undertake the documentation, communication and financial management for Para Development Committees. Para Development Committees draw strength and institutional stability from these trained members. TRDP motivates villagers in Para Development Committees to nominate regular members for requiring managerial and technical training. Managerial training facilitates participants in understanding concepts and principles of community organization and highlights the role and character of volunteers in the process of community development. The participants discuss strategies for social mobilization, concept of gender and development, tools for communication and importance of community participation in need assessment and project implementation. The members take ideas back and endeavour to develop and strengthen the Para Development Committees on the

basis of acquired knowledge. This support enables committee to design plan and manage developmental schemes independently and effectively. So far 1,836 members have acquired managerial training making it possible for each Para Development Committee to have at least one trained member in its fold. The managerial capacity at the grassroots level is being complemented by the expertise of some 20,723 members trained in the fields of Primary Health Care, Natural Resource Management and Livestock Management. This ‘integration of skills’ operating within the structure of Para Development Committees is evolving as a process in the direction of developing leadership compatible with the contemporary needs and trends. The main feature of the process include proactive participation and lead role of village volunteers in exploring, harvesting and managing the resources at grassroots level. Thousands of trained human resources available in the different villages of Tharparkar have established and mobilized Para Development Committees as the dynamic unit of operation and management. Setting the example of good governance this cadre leads TRDP towards realizing its mission; enlarging the choices of people with equality and justice. Believing in the potential of the people ( 2002-03) Credit for TRDPs systemic and sustained growth should be attributed to its unwavering belief in investing in the local people by training and education them. I now has an outstanding human resource pool of trained and formally skilled people. With continuous training and refreshers their competencies are enhanced and skills honed. TRDP employs a variety of practical training approaches tools and techniques that are socially accepted and based on local insight. A major breakthrough has been development of linkages with other NGOs, encouraging exposure and study visits, organizing workshops and conferences. Throughout the year various training, workshop, conferences and seminars were conducted to build a multidisciplinary team of competent professionals. Stock-taking of existing organizational competencies was undertaken to fill the competency gaps necessary for accomplishing the changing objectives. Training CMST events were organized in which 897 participants, including 324 women were trained in the area of community development. Eight, 7-days Basic Management Skills training (BMST) the more comprehensive training designed for seasoned development activists to further their capacities, were also organized during the year. Some 153 villagers including 117 men and 36 women participated in the event. In addition, two BMST refreshers were organized for 18 community members. The six Finance Secretary Training (FST) conducted with the participants of 112 community members including 61 men 51 women helped facilitate the members in maintaining accounts and managing the internal lending/saving system and keeping ledgers of respective PDCs. In addition, three study trips were organized including one for the women. Some 184 community members from Mithrio Bhatti went on an exposure trip to NRSP Digree, and participants from Jhanghara and Chundiko visited TRDP Head Office Mithi and Islamkot as well and the unit office in Mithrio Bhatti. Staff skill enhancement during the year was focused on the main operational staff like Social organizers & Programme assistants who were more in interaction with communities along with on job training HRGD facilitated & organized the below mentioned events.

Most of the community training were with the objective to develop the managerial skills of the rural communities and to make income-generating activities more effective. Technical skills of the villagers were enhanced in the areas of animal health, making them aware of the infectious and seasonal disease prevalent among the livestock, administration of animal vaccination, rational use of fodder, animal nutrition, etc. The team of the newly established Marketing unit that promotes and markets Thari crafts was given a three-weeks training on Enterprise Development. The programme was organized by the PPAF Islamabad. To make them aware of the use of natural resources as well as taking care of the arid regions, workshops were arranged on kitchen gardening and ber-grafting for the local population. TRDPs research in the area of income generation, goat-raising, and grainbanking have now been taken up as projects. TRDP is also looking to develop possible affiliations with academic institutions both national as well as international with the idea of inviting students doing thesis on rural development or other related subjects to work as internees. Once linkages with these institutions take on a more concrete shape, the TRDP staff may benefit from these institutions for higher studies too. Thardeep HRGD offers an opportunity to live with and learn from the people of Thar regarding the richness and grandeur of ancient civilization and culture. The World

Bank team from round the world came to Thar and stayed for 3days with rural communities of in village Chiberko & Pabuhar. Priority the Gulf of Globalization The villagers received them with traditional dance over drums and folk songs of Thar. The members of mission joined the villages’ communities in Thar daily house charges and enjoyed the local food and shelter. The mission left with a sense of love and attachment with Thar. That and its people will however for long over their memories. Thardeep will contribute its efforts to bridge the gulf of globalization. In the world of modern communicate; it is privilege to link the peoples on two extreme poles through heat and soul. Thardeep keep hope up that the folk song of Doro and Brands of consumerism will run lighter we are dreaming a bright future a future in which local songs of Doro. We are hopeful that folksong of Doro and wave of developing would run along with peace and harmony. Contribution in Devolution (2003-04) TRDP’s unwavering belief in investing in the local People through training and education helped achieve systematic and sustainable growth. It has an excellent human resources Pool of well-trained and skilled people. Devolution system was introduced in the country to make a better service delivery system. So that the people could get basic facilities at their doorstep. TRDP contributed a great deal in this regard. 280 PDC members were participated in the local elections. They were elected as councilors/ Nazims. Out of these 13 were elected Nazim. They supported the policy and program in their respective area of organization at District, taluka and UC level. Exposure trips and in house events for its staff as well as the community. Technical and managerial trainings to volunteers of community enable them to cope with problems skillfully. TRDP intends to facilitate changes within institutions as well as communities so they could complement each other.

Social evaluation PDC Member as a Councilor I am Partab from Mithrio Bhatti. I am a labourer and also councilor of my area. “There wasn’t any committee in our hamlet. Some of the boys joined another Para Development Committees working in neighborhood. We observed that committee for three months and decided to organize ourselves on the same lines. We formed Para Development Committee in 2001 before the local bodies election. Some 26 persons from our hamlet started meeting and saving regularly. I have participated in different managerial and technical training. It gave us opportunity to discuss the problems with mutual consultation. Meanwhile we received an offer from Panchayat- the traditional council of town people to participate in the local bodies election. Panchayat ensured us full support and cooperation in this regard. We called a special session of our Committee to consider the offer. The members concluded that there was probability of winning due to rift in Panchayat over the selection of candidate. Committee proposed my name and Panchayat comprising 150 citizens agreed upon it. I filled in the nomination form and submitted to Election Commission. PDC members and relatives supported me financially to conduct the election campaign. I realized that contesting the election is possible for a poor man if there is unity in the community. I won the seat with a handsome margin.

After becoming councilor, I convinced Tahsil Nazim and got sanctioned two water supply schemes for our hamlet. Drinking water was the biggest problem of our poor households. Now every household has access to water just their doorsteps. I have planned to put proposal in next meeting for constructing link road and road a compound wall of our school.

Throughout the years various trainings, workshops conferences and seminars were conducted to build a multidisciplinary team of competent professionals, so they could face the challenges of expanding organizational objectives. Immersion was incorporated in the HRGD as a component during the year a World Bank immersion visited the Thar & stayed with the local communities of Roher Kehlan & Nanisar. Community individuals inculcate a sense of understanding of the role of village organization in the process of development. Developed their understanding and to empower the community organizations on sustainable and dynamic footing. Finance Secretary Training (FST) were organized to create the understanding of financial management in the community. In addition, five inter institution study trips were organized with the participation of 67 community members belonging to 48 villages. These trainings were aimed at the development of managerial skill of the local people for effective income generation and capital formation process. 12 training events, 11 with the participation of women from 58 villages, were conducted to help provide technical skill and knowledge to villagers about management of livestock. Besides these, 3 Animal Health Worker trainings with the participation of 32 community members from 32 villages were organized and refreshers of the previous trainings were also conducted to keep the trainees updated. Thardeep organized 8 training events for Water Resources Management (WRM) for proper operation and maintenance of community schemes. 151 women and 96 men from 91 villages participated in this training event. Helping the children and illiterate community members in expressing their skills, 8 events of interactive theaters with the participation of 142 individuals from 27 villages were organized. Natural Resources Management Training (NRMT) was organized with the participation of 18 PDC members of 9 villages to create awareness in the community about natural resources management, water security, environment conservation and alternative income sources during drought conditions in Thar with the participation of 389 villagers. TRDP conducted 4 SLU seminars for the protection of natural resources. A Wild Life Protection Committee (WLPC) was formed to create awareness about the environment Along with this, Trained Birth Attendant Training of 11 dais in field unit Mithrio Bhatti for safe motherhood practice and 58 awareness meetings relating to MCH activities were conducted in different villages. These enabled the community to properly address various issues and problems. Regarding the gender policy, the organizational structure of governance has seen prominent changes. Of the 988 PDCs formed this year, women bringing the total members of female PDCs to 6,573 and saving up to Rs. 2,999,464 formed some 309 PDCs. As of now TRDP was in transformation & institutional development, so there

will be more input for capacity building and skill development of staff as well as community.

Visible and vocal Haryan belongs to the village Godhiar. Four years back, TRDP introduced its programme in her village. Since then many PDCs have been formed. Haryan says, “we used to get together only on wedding and funerals, TRDP has gave us awareness that we can discuss and solve the problems of village or individuals on the one platform. She says, “ In the beginning we used to be so silent because of shyness and inferiority complex, but TRDP has helped us develop confidence and courage. Now we share our problems with Government officials in different conferences organized by TRDP. Few months ago, we received a letter from TRDP that General Body elections would be held to elect one man and one woman from community representatives from different Union Councils. We were invited to participate in the election. My son suggested me to contest on the seat of my Union Council. I always feel a great confidence and courage to face the challenges. The encouraging thing was that I have had attended different conferences. I have friendly relationships with women from different villages. Keeping in mind this fact, I decided to contest for a General Body seat. On the day of election, after consulting with other women, I announced the decision. Babran, from village Railo also filled in the nomination form but withdrew after observing that I had more support. Thus, I was elected as a member of TRDP General Body unopposed. Sweets were distributed in my village. Other women got inspired and motivated to become member of Para Development Committees. The membership of our committee increased from sixteen to thirty six. If encouraged continuously, we the women can solve our problems like men.

By these practices, confidence is observed to build, change has also found in attitudes, parda barriers and conservation vanished. Positive changes happened in conservative attitudes. All these reflections shows power imbalance within the community.

Paving the way towards smooth expansion 2004-05 According to Leonard and Zeace Nadler “ human resource development involves training, educating, and developing employees”. The term human resource development, or HRD, is to refer primarily to these learning activities. Training refers to planned learning that is focused on improving current job performance. Education refers to planned learning that is focused on preparing an individual for a future job. Development refers to learning that is broader than education and not specifically job related, that is, to learning that pertains to personal growth. All of these HRD learning activities may be directed at improving managerial, technical, or personal competence and thereby contribute to improving the performance of the organization/s.

TRDP’s unshakeable faith in investing in the local people in shape of training and education helped achieve systematic and sustainable growth. It has a well trained and skilled human resources pool. TRDP organized various training, workshops, exposure trips and in-house events for its staff as well as the community. Having trained in management and various techniques enabled the volunteers of community to tackle the problems fairly and squarely. TRDP intends to facilitate the changes within institutions as well as communities so they could compliment each other in never-ending process of development. Throughout continuous training, workshops, conferences, seminars a multidisciplinary team of competent professionals has been formulated to face the challenges of changing and expanded organizational objectives. Mainly during the year focus was on Managerial skill enhancement in both communities & Staff, in community individuals (women, men) were given the Community Management Skill Training (CMST) this year to inculcate the sense of understanding of the role of village organization in the development process. TRDP organized Basic Management Skill Training (BMST) and trained villagers to develop their sense about development as the community organizations could stand on longlasting and vigorous footing. BMST training events were organized to create the understanding of financial management among masses. In addition study trips were organized. Through these exchange visits community representatives learnt from other experience. Facilitating the children and illiterate community members to be interactive and to express their feelings fire theater development workshops were organized during the last year From 62 villages some 150 PDC members were trained in disaster mitigation particularly focusing on drought mitigation in arid areas. Citizen Community Board is an important cadre of devolution process. TRDP trained 42 CCB members from 33 villages through 4 training programs with the collaboration of DTCE during the year. The training enables the community in regard to formation, composition, functions, registration, roles and responsibility of CCB. For the mobilization of these CCBs, TRDP with collaboration with NRSP organized 44 CCB mobilization training events in all of 44 Union Councils of District Tharparkar. Some 291 CCB members were trained through 8 Project Cycle Management Training by TRDP. During the reporting period 64 training events of Live Stock Management Skill Training events were organized in 365 villages in which 1580 women participated. TRDP organized 5 training events on Natural Resources Management in which 124 men and women from 86 PDCs of 62 villages participated. It enables the community to manage Natural Resources skillfully, to have water security and envoirmental conversation and to dugout alternative income sources during the drought conditions in Thar. TRDP with the participation of 134 women PDC members organized 3 events on small skill faming. During the reporting period 8 Animal Health Worker training events with the participation of 169 PDC members from 145 villages were organized to manage the Livestock judiciously for more production. Some 7 training events on backyard poultry units management were organized in which 138 women members of 5 PDCs from 3 villages got training. Thardeep organized 19 training events on water resources management (WRM) during the reporting period. Some 475 men and women representatives of 291 PDCs from 183 villages got training for proper operationalization and maintains of water related schemes. TRDP organized 6 conferences on mother and child health care issues. Some 379 women and children from 27 villages participated in these events. Besides 1 seminar on EPI was organized in a village and 104 community representatives were trained through it. TRDP in collaboration with ENI is running community based schools in

district Khairpur and Dadu. During the reporting period 39 teachers from these schools were trained in teaching methodology and learning dynamics through 3 training events. Focusing on children TRDP organizes children groups study trips for children. During the reporting period 3 child art workshops with the participations of 60 boys and girls from 3 villages were organized. Through this activity the precipitation and instincts of children working in carpet looms were observed that the children has strong communication power when they feel free express freely. TRDP trained 242 male teachers from 51 villages for quality education. TRDP organized 335 training events on continuous education for School Tawana Committees in which 9,820 females teacher and community organizers participated from 335 school Tawana Committees. Some 3 training events for secretaries of education fund management committees were organized with the participation of 79 female members of these committees. TRDP organized 49 workshops on village development plan in which 2264 male PDC members were trained to initiate need identification and prioritization of problems. Absorbing the feedback from field in thinking TRDP organized 9 training events on embroidery and tailoring for male and female PDC members to promote their skills. Some 194 men and women PDC members from 83 villages received the training.

April 1999 – June 2000 Training to Medicines du Monde (MDM) team The three batches of participants comprised Medicines du Monde (MDM) team, representatives of community based organization from Khanpur and District and Divisional Health Authorities of Bahawalpur Division Punjab. The event provided an opportunity to Thardeep and MDM for a strategic networking based on the learning from mutual experiences. MDM is an international humanitarian organization registered in France. Its goal is to bring relief to the most vulnerable population throughout the world, including developed nations. MDM is working on a reproductive health services project on experimental basis in Khanpur tahsil-southern Punjab. It intends to strengthen existing health care facilities in collaboration with the Ministry of Health of Pakistan. It was in this context that TRDP extended training in the area of social mobilization to MDM team and its partners. The first batch comprised 9 participants including I person of TRDP partner CBO from Chachro- the Tharsath. Second batch included Director Health Services and Development Bahawalpur Division, District Health Officer Rahim Yar Khan and CBOs representative from Khanpur along with District Health Authorities of Tharparkar. Such a diversified participation made it possible for Thardeep to present the framework of joint ventures with health department especially in the area of primary health care in Tharparkar. The approach of demonstrating the practical model as a tool made the training a bilateral process of sharing and learning. Similarly, their had been a conceptual orientation on Thardeep strategy of work and its effect on the communities in Tharparkar. The third batch comprising members of community MDM works with and the Hospital staff had opportunity to observe and learn regarding the integrated way of

programme through in-house training and field exposure. The training course for three batches was conducted in twenty days. The methodology of course was simple, flexible and need orientated. Discussion supported with different tools like Participatory Rural Appraisal (PRA), Slides, Vedio films and the Role- Plays. Reinforced the participants views on the subjects, In initial three days the focus was on the orientation of the concepts of community development. On the fourth day participants had opportunity to assess and examine what they have learned in the field with practical demonstration. Last two days, in particular were spent on the learning through feedback of participants. The discussion focused on the understanding of participants regarding TRDP models and an analytical review as to how those could be applied else where in the country. Training to Action Aid partners and Rural Development Department The fourth batch comprised partner of Action Aid and Officers of Rural Development Department Government of Sindh along with some member of TRDP team and Tharsath. The partner of Action Aid was Shadbad Village Organization working in Johi District Dadu in the areas of social mobilization, education and natural resource management. The RDD participants included Assistant Engineers District Tharparkar, Umerkot and Thatta along with Assistant Directors Hyderabad and Tharparkar districts. The Community Management Skill Development Training was designed for the development of professionals working in GOs, NGDOs and CBOs. The training course focused on understanding the strategies of community development. Taking social mobilization as base CMSDT analyzed the critical question of transformation from relief and development with shifting strategies from project to programme. It covered a whole range of issues evolving in process of institutional values, organizational goals and social fabric within the sphere of public action. The training followed a holistic approach, based upon the experiences of men and women, working in the field of rural development since ten years. It also covered Gender issues with debate on concepts and Gender analysis framework with particular focus on differentiating the practical and strategic needs of women. The training course concluded on  Partners Collaboration TRDP had different missions from around the world to visit the programme and appraise the activities. As a result, TRDP built partnership with them in some working areas. Novib Mission comprising Ms. Sylvia Borren Project Director and Mr. Gerard Steehouwer Programme Officer paid appraisal visit to TRPD in March- April 1999 and finalize the modalities for long – term partnership of three years in the area of institution development. UNICEF Mission comprising Ms. Zeba Bukhari, Resident Project Officer, and Hussain A. Balouch visited TRDP in May 1999 and reached on understanding to build partnership in water and sanitation project. SCF Mission comprising Steve Ashby Programme Director visited TRDP in September 1999 and finalized the projects on

phasing-out child labour from carpet industry of Tharparkar on pilot basis and children and involving the children in protecting the environment. ActionAid Mission comprising on Pamela Rodrigues Manager Institutional Development, Iqbal Jatoi Manager Research, Monitoring and Evaluation and Bushra Jaffer Senior Programme Officer Institutional Development visited TRDP and reached on understanding for having future partnership. It was aimed at addressing the issue of water security- availability, accessibility, affordability, permanence and quality in all arid zones of the country. Some 38 representatives of the Government organizations and NGOs from Sindh, Punjab and Balochistan participated

the conference and shared their experiences. Those who represented include Punjab; LGRDD [2], CDA[1], NGOs [3], Technical Institution-AZRI, CHIDS, IIMI [3], Balochistan LGRDD[2], Water Resource [1] and Sindh RDD[1], NGOs- Thardeep, Bannhn Beli, SGA and Maroo-ara [19] and press [1]. UNICEF RPO-Lahore , Programme Officers Sindh and Balochistan and Sr. Programme Officer water and sanitation Islamabad represented UNICEF in the conference. The delegates discussed strategies aiming at facilitating the community in arid zones in preventing human and livestock calamities as consequence of water scarcity. The methodology entailed collection and circulation of relevant information, exchange of experiences and demonstration. The conference concluded with ‘Mithi declaration’ emphasizing the need ‘to elaborate a common strategy through networking’. The first task in this connection would be to enlist all potential organizations in order to identify ‘Network Focal Point’. The declaration also stressed for both Government and NGOs to tackle the water problem in arid zones on priority basis. The conference provided participants an opportunity to identify areas for potential experimentation and demonstration in designing low cost water schemes, analysis of quality and water filtration through simple indigenous methods. For TRDP it was first experience to host a National Conference on a large scale. As a result Thardeep succeeded in forging relationship with NGOs working in the arid zones on difference themes of water management. Participants in their feedback appreciated the capacity of Thardeep to organize and manage conference in the difficult conditions of arid zone. . .2.1

Gender Development Workshop

Novib consultant Dorine Plantenga facilitated a gender awareness raising workshop with entire staff on 23 - 25 April, 1999 at Mithi. The objectives included to facilitate a process of gender awareness among the staff and the management of TRDP, gender analysis of the programme interventions and organization and to produce recommendations for the action plan and future technical assistance on gender and development. The methodology of workshop was simple, participatory and practical. It was a bit informal build on the practical experiences of participants and the case studies of Thardeep activities. Trainer proceeded with the participants leading and facilitating them in demystifying the complexities whenever, they came across during the course of discussion and exercises. Additional value of the workshop was that at the end most of the participants learned the simple tools to translate a conceptual framework into the reality. The recommendations included a shifting toward gender aware planning with appropriate objectives and strategy and engendering the monitoring and evaluation system at programme level.
