New Delhi, dated the 31St December, 2008 Subject:- Scheme of revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the Sixth Central Pay Commission. IT IS GIVEN THAT: (see page 2) (ix) Incumbent Readers and Lecturers (Selection Grade) who have completed 3 years in the current pay scale of Rs. 12000-18300 on 1.1.2006 shall be placed in Pay Band of

Rs. 37400-67000 with AGP Pay of Rs . 9000 and shall be re-designated as Associate Professor. IT MEANS:

A person who has not done Ph.D./ any research work can become Associate Professor. In the above letter of HRD Ministry it is also given that (see page8) (iv) Teachers who complete their Ph.D. degree while in service shall be entitled to three non-compounded increments if such Ph.D. is in the relevant discipline and has been awarded by a university complying with the process prescribed by the UGC for enrolment, course-work and evaluation etc. (v) However, teachers in service who have been awarded Ph . D. at the time of coming into force of this Scheme or having been enrolled for Ph.D. have already undergone course-work , if any, as well as evaluation , and only notification in regard to the award of Ph.D. is awaited , shall also be entitled to the award of three non -compounded increments even if the university awarding such Ph.D. has not yet been notified by the UGC as having complied with the process prescribed by the Commission

But the state government: New pay scales for teachers of universities and degree colleges approved by Central Government to be implemented in State also The Cabinet has approved the implementation of new pay scales sanctioned by Central Government for the teachers of universities and degree colleges in the State also. According to the decision UGC approved revised pay scales will be implemented on the posts of State universities/degree colleges, which were

being benefited by UGC pay scales earlier. In the revised pay scales Ph.D./M.Phil. and other higher degree holders will not get benefit of UGC approved provision on the payment amount at present (if they differ from pay scale fixed by UGC). State government has not given above mentioned 3 increments to the teachers who has already completed Ph.D. what to say of those who are waiting for award of degree only. Professor post (see page 4) (xix) There shall be one post of Professor in each Department of a Post Graduate College.

Out 46 teachers department only one can be professor, what will be fate of remaining 45 teachers. whether they should do the research work or not? Why a teacher should do the research work? What he will get after doing the research work? Think ! and do some thing otherwise the research work in the colleges will go to the hell. What should be to improve research work in the colleges: 1. Already Ph.D. holders should get 3 increments 2. As soon as a teacher is awarded a Ph.D. degree he should be given 3 increments. 3. For every 3 research paper published in any international journal he should get 1 increment 4. AND these increments should never be dissolved in the basic pay at the time of revision of scale and also at the maximum of scale but should be added to the basic pay for calculation of D.A., HRA and pension. 5. Post of Professor in every subject should not be limited like the post of Readers.
