7. What is a Possible Price for 28 Hillview Regency #06-21? A Possible Price is the last sale price of the unit adjusted for the market’s price change, as described by the West Condominium price index. It is based on the investment theory that, over the long run, a unit’s price reverts to the average price of the market. (For these purposes, we define "market" as all units of the same housing type in the same region.) In other words, over time, the price of a unit will not outperform the market. It will not increase (or decrease) at a greater rate than the overall growth (or decline) of the market. For example, if over the long run the average annual growth rate of the market is 3% per year, it is likely that the unit's price will be 3%, assuming no major changes to the home. In reality, the market price is determined by the buyer and the seller, based on the unique characteristics of the house and the motivations of the two parties. A house can appreciate or depreciate at a different rate than the market. Therefore, a Possible Price is only a theoretical price. It is not necessarily the fair price for the home in question. However, it is useful in that it can be used, in conjunction with other data points, as a starting point in determining the pricing solution.
