Guidelines for DSC Applicants

DSC application forms are valid for 6 months from the date of receiving at the RA office.
Only Departmental Photo Id or Employment Photo ID is accepted as identity proof. In case none of such proofs are available due to some reason, the application form should be accompanied by a Service verification Certificate with photo, for which a sample format is given in page 3.
The photograph pasted on the application form and the copy of Employee ID card needs to be attested by Head of Office.
The Head of Office has to put his/her signature & seal on DSC form (on Page 2)
For contractual employees only the new form will be accepted. Contractual employees will be issued only Class-I/Class-II certificate with validity of one year.
Contractual employee has to obtain credential verification letter on company letter head from his/her company/vendor, which has put him/her on job to Govt. Department.
For PAN enabled DSC, please attach a copy of PAN card also.
In case the HO himself is a DSC applicant then he can sign the form as DSC applicant as well as HO.
The application form filled up in all respects need to be submitted to the Registration Authority (RA) Office at NIC Kerala State Centre, Thiruvananthapuram addressed to The State Informatics Officer NIC Kerala State Centre C-DAC Building, Vellayambalam Thiruvananthapuram – 695 033.
Mandatory fields like Date of Superannuation, Name, email id, organization, organization unit, city, Pin code etc. need to be filled properly.
DDs (preferably from a Nationalised/Scheduled Bank) for Rs. 555/- (for Govt. Departments) and Rs. 755/- (for PSUs) may be drawn in favour of DDO, NIC Kerala payable at Thiruvananthapuram for Signing/ Encryption certificates. Cash/Cheque is not accepted. Renewal of Signing/Encryption certificate (without a new token) is free of cost for Govt. departments. For PSUs, the renewal fee is Rs. 200/-.
Once the application form is processed and a user id and Smartcard/USB Token is received, the user has to enroll and download the signing/encryption certificate online by logging in to the NIC CA website https://nicca.nic.in .
For fresh/renewal of SSL certificates, there is no fee for government departments. For PSUs, the fee is Rs. 200/- for fresh/renewal of SSL.
In case of SSL certificate, after receiving the user id, the user has to log in to NIC CA website and do the enrolment by pasting the Certificate Signing Request (CSR) generated from the server.
Detailed instructions on enrollment and downloading the certificate shall be given to the user by e-mail if required.
A Class-III DSC applicant is now not required to visit RA office for in-person verification. An NIC official/Co-ordinator posted at various NIC Centres may carry out in-person verification of DSC applicant strictly in accordance with Annexure-III of DSC Form. Departmental photo-id card is essential for class-3 applicant for carrying out physical verification.
