1.2 BACKGROUND DESCRIPTION General Information Conestoga College Institute of Technology and Advanced Learning was founded in 1967. There are currently 11,000 full time students, approximately 30,000+ part-time enrolments, and over 93,000 alumni. Conestoga College is made up of eight campuses: Doon Campus (Kitchener), Cambridge Campus (Cambridge), Cambridge Downtown (Cambridge), Waterloo Campus (Waterloo), Guelph Campus (Guelph), Brantford Campus (Brantford), Ingersoll Skill Training Center (Ingersoll), Startford Campus (Stratford). Conestoga College has a comprehensive range of programs – from apprenticeships through degrees – reflects the area’s diverse and changing job market and local workplace skill requirements. Full-time Students: 11,000 Apprenticeship Seats: 3,300 Part-time Enrolments: 30,000 + Alumni: 93,000 Close to half of the adults in Waterloo Region population (47%) have participated in Conestoga training and education. Almost 90% of 2012 graduates were employed within six months of graduation. Conestoga graduates contribute more than $1 billion to the local economy each year. 53% of all health-care professionals (excluding physicians) in Waterloo Region received their training at Conestoga. Conestoga offers more than 120 full-time diploma programs, 26 apprenticeship programs, 9 four-year bachelor degree programs as well as 2 collaborative degrees, 23 graduate certificate programs and more than 130 part-time programs. Conestoga has campuses and training centres in Kitchener, Waterloo, Guelph, Stratford, Cambridge, Brantford and Ingersoll. The Student Loan default rate of Conestoga’s students is consistently among the the lowest in the province: we attribute this, at least partially, to the fact that so many of our students get excellent jobs after graduation. Dr. John Tibbits, who joined Conestoga in 1987, is the longest-serving president in the Ontario college system.

Conestoga College has implemented various energy saving program in the Doon Campus and Cambridge, which consist of load shedding, demand response along with lighting controls. During the past 5 years Conestoga College has been upgrading/installing building automation. Equipment being replaced must comply with efficiency requirements. Air compressors used for the building automation and for program use have also been replaced with more efficient compressors.

Information on Issues and Activities HVAC Systems Doon Campus: Doon Campus is comprised of eight buildings; the main building, Automation and Tooling building, Student Services building, Early Childhood Building, Employee Services building, Industrial Skills building, Service/Powerhouse building and Wood Working building. Doon Campus is equipped with 80 packaged roof top units servicing variable air volume (VAV) and variable volume and temperature (VVT) systems. There are 23 mixed air handling units with hydronic heating and cooling. The hydronic heating at the main building is comprised of 3 Cleaver Brooks noncondensing boilers having a combined total capacity of 25.2 MBTU, 3 A.O. Smith in the Automation and Tooling building with a combined total capacity of 1.84 MBTU, 2 Teledyne LAARS at Wood Skills building with a capacity of 1.2 MBTU, 2 Teledyne LAARS at the Student Services building having a combined total capacity of 4.9 MBTU. The cooling system consists of two Carrier 19XR Centrifugal Chiller, having a combined capacity of 1000 tons. The main building, Automation and Tooling building and Wood Skills building had Johnson Controls Building Automation systems installed in 1995-2001. The Employee Services and Early childhood building has carrier 3V building automation system which was installed in 2008. The variable air volume systems are mainly pneumatic controls. The VVT systems have carrier 3V building automation systems. Cambridge Campus: Cambridge Campus has a LEED Silver designation, and is equipped with 14 Mixed Air Handing Units with hydronic heating and cooling systems. The Shop areas have 9 Makeup Air Units using natural gas for heating. The hydronic heating is comprised of 4 Cleaver Brooks clear fired condensing boilers each with a capacity of 1.2 MBTU. The cooling hydronic system is comprised of 2 Mcquay Magnetic Bearings Centrifugal Compressors with a combined capacity of 580 tons. The Building Automation System installed is Siemens Apogee. Cambridge Downtown: Cambridge Downtown is a leased building shared with other tenants. Brantford Campus: Brantford Campus is a leased building shared with other tenants. Waterloo Campus: The building is equipped with 15 Air Handling Units with hydronic heating and cooling. The Heating system is comprised of 2 Cleaver Brooks Clear Fire boilers with a combined capacity of 2.4 MBTU. The cooling system has 2 Carrier screw chillers with a combined capacity of 242 tons. When the building was purchased in 2001, Johnson Controls Building Automation was installed to control all hvac

systems and all classrooms have Variable Air Volume boxs also controlled by the building automation system. Ingersol Skills Training: This building has a Delta Building Automation system controlling 2 Carrier packaged rooftops serving a Variable Air and Temperature system. The rooftops use natural gas for heating and Direct Expansion for cooling. Shops have radiant heat. Guelph Campus: The building is equipped with 32 packaged rooftops no building automation system is installed at this campus. The rooftops are controlled by wall programmable thermostats. Lighting System: Doon Campus: This building has T8 fixtures each 28 watts with an electromagnetic ballast, all classrooms have occupancy sensors. The outside lights are controlled by the Building Automation System. Cambridge Campus: This building has a Lutron Lighting Control System which controls all lighting and is integrated with the Siemens Apogee building automaton system. It sends a room occupancy status to control the state of the variable air volume boxes. The lighting fixtures used are T8 28 watts electronic ballast. Waterloo Campus: This building has T5 electromagnetic ballast 28 watts fixtures with no occupancy sensors in the classrooms. Guelph Campus: This Building has T8 electromagnetic ballast 28 watts fixtures.

2.0 ENERGY MANAGEMENT POLICY

2.1 COMMITMENT BY THE COLLEGE: Conestoga College is committed to positively impacting people as well as the environment being a frontrunner in sustainability. This will assist Conestoga College in reducing energy consumption and meet the Ontario Green Energy Act 2009 Regulation 397/11. This Environmental Management Plan will act as a guideline to advance Conestoga College towards a greener, more environmental and sustainable institution. Conestoga College Environmental Management Plan will engage awareness for all stakeholders.

2.3 ENERGY MANAGEMENT AND GREEN GAS EMISSION GOALS AND TARGET: 1

Reduce Greenhouse Gas emissions per square foot by 2019.

Reduce energy consumption by 2019 by implementing various energy saving strategies at all campus such as: a) Demand response ventilation for existing classroom and new constructions. b) Load Shedding at Doon Campus, Cambridge Campus and Waterloo Campus c) Replace pneumatic thermostats with Digital Controls.

Replace old Rooftop equipment .

Replace old air compressors in Doon Campus and Waterloo Campus.

Optimize energy efficiency by performing energy saving retrofits and improvements such as upgrading all Variable Air Volume box pneumatic controllers with DDC controllers and implement Demand Response.

In order to fulfill our goal the following steps were taken. -

Established an Energy Team comprised of Schools, contracted Services, student government, Facilities and Services management.

Reviewed Energy audit findings and recommendation and prioritize projects.

In the above chart the 2010-2011 school year the total area does not include the new Cambridge Campus and new F-wing as those additions did not go online until the 2011-2012 school year. The baseline consumption was selected for the year 2011 as this was first year Conestoga had to report Energy Use under the Ontario Regulation 397/11. The base line energy consumption and cost was taken from the actual utility bills for Electricity and Gas. The major source of GHG emissions is from Natural Gas.

The information in table 4 is a detailed breakdown, of the different operating types of facilities Conestoga College has and the GHG emissions and Energy Intensity. The GHG emissions is reported in kilograms (Kg) of equivalent carbon dioxide (CO 2) units of GHG emissions attributed to the energy purchased and consumed for each operation type reported. The GHG emission factors are based on Environment Canada’s National Inventory. The Energy Intensity reported is the equivalent kilowatt hours per square metre (ekWh/m2) of each operation type reported. The Energy Intensity is calculated based on all of the energy purchased and consumed for each operation type reported relative to floor area. This allows comparison of the efficiency of the same or different operation types within facilities of a public agency or benchmarking against the same operation type province-wide.

5.0 FUTURE REPORTING

5.1 Reporting, Verifying and Updating the Action Plan and Targets Conestoga College energy management will submit a progress report annually. The report will include the status of the measured results as a result of energy retrofit, the current year energy consumption, costs and greenhouse gases inventory. The report will provide details on the various actions taken to achieve the targeted GHG emissions and any changes that can be made. A new project list can be submitted and added to the energy plan. This will be done by the Energy Management Team before the yearly budgets are set. The team will review the Action Plan and decide which projects will be completed based on the budget available.

Sample Calculations: Consumption Conversion Calculations: Consumption total for electricity was in kWh and then converted to equivalent Giga Joules (GJ) Example: Baseline (2010-2011) Electricity Consumption: 14,715,381 kWh X 0.0036 GJ/kWh = 52,975.37 GJ Consumption total for Natural Gas was in cubic meters and then converted to equivalent Giga Joules (GJ) Example: Baseline (2010-2011) Natural Gas Consumption: 1,398,666 m3 X 0.03769 GJ/m3 = 52,715.72 GJ

Gas Consumption and Greenhouse Gas Emissions: Greenhouse Gas Emissions –The following calculations are for gas consumption, for electricity consumption similar calculations would be done. The required conversions were found at the Canada’s Climate Voluntary Challenge Registry Inc. website. In the Guidelines section there is a participant’s Handbook sample calculations. The conversion factors for calculating CO2 and the Global Warming Potential (GWP) can also be found at the Environment Canada website. For 2010-2011 Co2 = Gas Consumption GJ/1000 X 49.68 tons / TJ = 52,715.72 GJ/1000 X 49.68 tons / TJ = 2618.9 tons NOx

= Gas Consumption GJ/1000 X 0.62 kg/TJ/1000 X Global Warming Potential = 52,715.72 GJ/1000 x 0.62 kg/TJ/1000 x 298 = 10.7 eCo2 tons

= Gas Consumption GJ/1000 x 1.1 kJ/TJ/1000 x Global Warming Potential = 52,715.72 GJ/1000 x 1.1 kg/TJ/1000 x 25 = 1.4 eCo2 tons
