THE HONORABLE CHARLIE CRIST Office of the Governor The Capitol Tallahassee, FL 32399-0001

Re:

Impending news leak:

“Gov. Crist Sued for Allowing Child Custody to Convicted Molester” Dear Governor Crist: It is with deep regret that I must inform you that my office will be opening a case against you, personally, for allowing an incredible, horrific situation to go uncorrected, unless the situation is fully rectified by no later than 4:00 p.m. tomorrow, Friday, March 2 nd, 2007. Naturally, we feel that leaking details of this case to the press will encourage public outrage in our favor. We are not concerned with any ongoing public embarrassment(s) that your offices may suffer as a result. Particularly, we will argue that you have been grossly negligent in failing to obey Article IV, Section 1(a) of the Florida Constitution, as your office was made aware of this issue previously. Summary: 1. Theresa M. Martin and Stephen P. Martin were married with kids, including her previous son who was later molested by Stephen, resulting in his Michigan felony conviction. 2. Subsequently, the Martins divorced, and Theresa was awarded custody of all children, with Stephen never paying child support, and still owing several thousand dollars to her. 3. AFTER the divorce was FINAL, Pasco County attorney, Arnelle M. Strand, and in full knowledge of the finalized divorce, filed a SECOND divorce action under a new case number, and also assisted Stephen in kidnapping all the minor children across state lines. 4. This kidnapping was done during Ms. Strand’s full knowledge of an outstanding arrest warrant for Stephen, for failure to pay his child support, and in her full knowledge of an emergency court order for law enforcement to assist Theresa in getting her children back. 5. Your office was contacted and provided the above information, with demands to rectify. 6. Since then, Stephen has provided illegal drugs to the children, and generally neglected them, including many school absences, resulting in more academic and social problems. 7. Further, Arnelle Strand (http://www.arnellestrandpa.com) and Judge Debra Roberts (Pasco County) then began trying to erase all of Stephen’s child support arrearages, IN KNOWING VIOLATION OF THE FEDERAL BRADLEY AMENDMENT, 42 U.S.C. § 666(a)(9)(c), while simultaneously raping our client for hundreds of her monthly income.

Theresa has been falsely garnished for every dime, while Stephen has never paid ANY of his child support due and owing to her, amounting to several thousand dollars. 8. Most recently, Judge Roberts ordered a modification of child support to approximately $272/month, but Ms. Strand has apparently falsified the court’s orders to an amount that is roughly THREE TIMES that, causing Theresa’s employer to withhold about $800/mo, which is, of course, being disbursed to the convicted deadbeat child molester, Stephen. Let us be perfectly clear: It is an outrage that ANY child molester would be awarded custody of ANY children, in the first place, let alone be assisted by a Florida attorney in evading lawful arrest, in kidnapping minor children across state lines, and in trying end-runs around federal law. In addition to the declaratory relief against you, personally, Governor Crist, we will be asking the federal jury to award our client at least $8.3 million in pain and suffering from the State of Florida, the County of Pasco, Ms. Strand, and Ms. Roberts, and to promptly initiate prosecutions. Naturally, we will also be moving the Northern District of Florida to order the HHS Secretary to immediately pause all Title IV-D federal grants to the County of Pasco, while an investigation and full O.M.B. compliance audit is underway, and until it is finally completed. If you would like to take this opportunity to save your office and the State of Florida, itself, from the embarrassments and verdicts forthcoming, then please do act with all due diligence to rectify the above situation immediately. Such acts will include, at a minimum, that Theresa’s children are returned to her at once, that the false child support orders against her are promptly stopped, and that both Stephen Martin and his attorney, Arnelle Strand, are held fully accountable by law. Please inform us as to your decision and intent by the end of the day tomorrow. Thank you for your prompt attention to this most urgent matter. Sincerely, Mr. Torm L. Howse, President and General Counsel, Indiana Civil Rights Council [email protected] 317-997-7137 Cc: George LeMieux, Chief of Staff Via fax: 850-922-4292 Arnelle M.
