NORMAN F. ANDERSON CG/LA INFRASTRUCTURE LLC PRESIDENT & CEO WASHINGTON, DC As President & CEO, Norman F. Anderson focuses on infrastructure project creation, aimed at increasing the level of infrastructure investment, and the performance of existing infrastructure stocks in developed and developing countries alike. In July 2008 he published “North American Future, 2025; Outlook for Infrastructure” in The Future of North America 2025; Outlook & Recommendations,” a CSIS publication financed by the Canadian, Mexican and US Executive branches. Mr. Anderson oversees CG/LA’s Leadership Forum teams and also leads the CG/LA team that develops infrastructure projects globally; and provides high-level strategy assessment for the public (cities, states, countries, MDB’s) and private (finance, E&C, equipment/technology) sectors. Mr. Anderson has a graduate degree from Harvard University, and an undergraduate degree from the University of Virginia. He is a former Peace Corps volunteer, who lived in Paraguay from 1979-1984. He is married to the former Ingrid Sckell – they have two children,he speaks fluent Spanish, Portuguese and Guarani.

IZUMI KOBAYASHI MULTILATERAL INVESTMENT GAURANTEE AGENCY (MIGA) WASHINGTON D.C. Izumi Kobayashi joined the Multilateral Investment Guarantee Agency (MIGA) as Executive Vice President on November 24, 2008. Ms. Kobayashi came to MIGA from Merrill Lynch in Tokyo, where she was President and Representative Director. She joined Merrill Lynch in 1985 to work on the derivatives markets, and subsequently held a number of high-level global leadership roles, including serving as Director of Operations and Chief Administrative Officer. As President, Ms. Kobayashi successfully developed the company’s business in global financial services and its client franchise, working with international teams ranging in size from 10 people to over 1,000. A graduate of Seikei University in Japan, Ms. Kobayashi was featured in the October 2005 edition of the Wall Street Journal’s "50 Women to Watch", and in 2004 she received the "The Business Woman of the Year" award from Veuve Clicquot.

ENRIQUE GARCIA CENTRAL ANDEAN DEVELOPMENT CORPORATION (CAF) CARACAS VENEZUELA Enrique García is President and CEO of CAF since December 1991. CAF is a multilateral financial institution committed to sustainable development and regional integration. Member countries include Bolivia, Colombia, Ecuador, Perú, Venezuela, Argentina, Brasil, Chile, Costa Rica, Spain, Jamaica, México, Panamá, Paraguay, Dominican Republic, Trinidad & Tobago and Uruguay, as well as 16 private financial institutions. Mr Garcia was previously Minister of Planning and Coordination and head of the Economic and Social Cabinet of Bolivia (1989-1991). MARC PARTRIDGE GAZPROM BANK MANAGING DIRECTOR CO-HEAD OF FINANCE RUSSIA

FRED P. HOCHBERG EXPORT IMPORT BANK OF THE UNITED STATES WASHINGTON D.C. Fred P. Hochberg is the 23rd president of the Export-Import Bank of the United States (Ex-Im Bank), the U.S. government's official export credit agency. In this capacity, Hochberg also serves as chairman of the board. Before joining the Clinton administration, Hochberg was president and chief operating officer of the Lillian Vernon Corporation, where he led the transformation of a small, family mail-order company into a publicly traded, highly successful direct-marketing corporation. He recently sat on the boards of the Citizens Budget Commission, FINCA International Micro Finance, and the Howard Gilman Foundation, and he was an appointed representative to the New York State Financial Control Board. Hochberg also served on the Board of Commissioners of the Port Authority of New York and New Jersey, having been appointed to the position in 2008 by Governor David A. Paterson. A native of the greater New York metropolitan area, Hochberg received a bachelor of arts from New York University and an MBA from Columbia University. Hochberg’s partner is the poet Tom Healy.

LEOCADIA I. ZAK U.S. TRADE AND DEVELOPMENT AGENCY ARLINGTON, VIRGINIA Leocadia I. Zak assumed the duties of Acting Director of the U.S. Trade and Development Agency (USTDA) on January 20, 2009. She was named Deputy Director of USTDA in 2006 and previously served as General Counsel after her arrival at the agency in 2000. She also served as Acting Director of the agency from April 30, 2007 through March 16, 2008. Prior to joining USTDA, Ms. Zak was a partner in the Washington, D.C. and Boston offices of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. practicing in the areas of corporate, municipal and international finance. She served as counsel in connection with a variety of project finance transactions for energy, transportation, health care, telecommunications and tourism projects. RAFAEL CARDENAS CITIGROUP AGENCY & TRUST BRAZIL Rafael Cardenas has a wealth of experience in Latin America Finance, the product of 16 years working in financial services. Mr. Cardenas spent 11 of years working for Citigroup, where he gained extensive experience in collateral management and risk mitigation solutions for financial transactions such as: Project Finance, Structured and/or Collateralized Debt, Capital Markets, and Mergers & Acquisitions. Mr. Cardenas is currently Vice President of Citigroup’s Agency and Trust arm in Brazil. Mr. Cardenas received his economics degree from the Universidad de Lima in Peru.

VALENTINO GALLO CITIBANK NEW YORK CITY, UNITED STATES Mr. Gallo has over 20 years experience in cross-border finance and is considered a leading authority on export credits. He has lead the arrangement of many ground-breaking export credit and multi-source financings. He is often a speaker in industry events covering export and agency financing. As part of a panel arranged by the IMF and WTO, he collaborated in the preparation of a study on trade finance in crises economies. He also recently addressed the Council Working Group of the EU on capex financing and the Bern Union on Basel II and environmental risks. Until 2005 he was a member of the Advisory Board of the US Ex-im. Mr. Gallo holds a degree in business administration from the University of Venice.

RUBENS GAMA EMBASSY OF BRAZIL TO THE UNITED STATES WASHINGTON D.C. Rubens Gama is the Minister-Counselor for Commercial Affairs and Technology of the Brazilian Embassy in Washington, D.C. In this position, Mr. Gama oversees a team of diplomats and staff working in the areas of trade and investment, science and technology, as well as innovation and competitiveness. Prior to his appointment to the Embassy in Washington, Rubens Gama, a career diplomat, served in Brasilia as Senior Assistant to four consecutive Under Secretaries for Political Affairs, from 1999 to 2005. From 1996 to 1998, Mr. Gama served as Second Secretary at the Brazilian Embassy in Asuncion–Paraguay, where he was in charge of the Mercosul office. Prior to that, he served, from 1993 to 1998, in the Brazilian Mission the European Union, in Brussels–Belgium. In this position, he provided institutional assistance to the Brazilian exporters to the European market, and was involved in the negotiations of the framework agreements between European Union and Mercosul and the Rio Group. In 1984, Rubens Gama received a B.A. degree in Economic Sciences from the Catholic University of Goias–Brazil. He recently earned a masters degree in International Public Policy at Johns Hopkins University in Washington, D.C. Besides Portuguese, he is fluent in English, French and Spanish. Rubens Gama is married and has three children.

NICHOLAS P. HEYMANN STERN AGEE NEW YORK CITY Nick Heymann leads the Global Industrial Infrastructure Research Team. Prior to joining Sterne Agee, Mr. Heymann was a Senior Vice President at Prudential Securities and Natwest Securities Incorporated. Before that, he was a Managing Director at Drexel Burnhan Lambert, Incorporated. He also worked for General Electric Company as a Financial Analyst and Corporate Auditor. Mr. Heymann received his BS from the University of Maine at Orono and an MBA from Amos Tuck, Dartmouth College.

ALICIA HINOJOSA MADRID INSTITUTE FOR DEVELOPMENT (IMADE) MADRID, SPAIN Alicia Hinojosa is currently as Deputy Manager of IMADE, responsible for over 14 million m2 of floor space and an investment of 1,200 million euros. is She has pursued a career in land management, first in the Government Agency for Land Equipment and Development (SEPES), and later at the Madrid Institute of Development as Director of Land and Infrastructure and She is also a member of the Board of Directors of several public companies and consortia. Pierce Homer

VIRGINIA DEPARTMENT OF TRANSPORTATION UNITED STATES Pierce R. Homer was reappointed Virginia’s Secretary of Transportation by Governor Kaine on January 5, 2006, having also served as Secretary of Transportation under Governor Warner. As Secretary, Homer oversees management and budgeting for the Departments of Transportation, Motor Vehicles, Aviation, and Rail and Public Transportation as well as for the Motor Vehicle Dealer Board and the Virginia Port Authority. Secretary Homer also serves as chairman of the Commonwealth Transportation Board. Prior to his appointment as Secretary, Pierce Homer served as Deputy Secretary of Transportation with functional oversight of the Virginia Department of Transportation, private partnership programs, and technology investments. As Deputy Secretary, he worked with the transportation agencies to develop and implement uniform cost and revenue estimating, debt management, and accountability measures. Before joining the Office of the Secretary of Transportation. Secretary Homer earned his B.A. from Haverford College in 1978 and his Masters in Public Affairs from the University of Texas at Austin in 1988.

JOAQUIM VIERA FERREIRA LEVY STATE OF RIO DE JANEIRO RIO DE JANEIRO, BRAZIL Joaquim Vieira Ferreira Levy, was appointed Secretary of Finance (Secretario de Fazenda) of the State of Rio de Janeiro by Governor Sergio Cabral on January First, 2007. Prior to taking his current position, he was Vice President for Finance and Administration at the Inter American Development Bank in Washington D.C. Previously, he served as Secretary of the National Treasury in Brazil for the first three years of President Lula's government; before he served as Deputy Secretary Economic Policy in the Ministry of Finance in 2000 and Chief Economist in the Ministry of Planning, Budget and Management in 2001-2002. Craig O’Connor

EXPORT-IMPORT BANK OF THE UNITED STATES WASHINGTON, DC Mr. O’Connor serves as the Director of Ex-Im Bank’s Office of Renewable Energy & Environmental Exports. Mr. O’Connor was appointed as the Bank’s Environmental Liaison Officer in 1994, to implement the Bank’s top-priority mission to increase its support for environmentally beneficial exports. He created and managed the Bank’s Environmental Exports Program, which grew from 13 transactions in fiscal year 1994 to 71 transactions in 2007, with a total portfolio in excess of $2 billion. Mr. O’Connor was appointed as the Director of Ex-Im Bank’s Office of Renewable Energy & Environmental Exports in 2008. Mr. O’Connor began his career at the Bank as a Loan Officer in the Export Credit Insurance Division covering the Middle East and North Africa. Mr. O’Connor has represented the Bank on over 50 international missions that included China, India, Brazil, Mexico, and Turkey, as well as other major markets in the ASEAN region, Latin America, Eastern Europe, and the Middle East.

Mizroch is former Acting Assistant Secretary for the Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE). He was originally appointed by President George W. Bush to serve as Principal Deputy Assistant Secretary of Energy Efficiency and Renewable Energy (EERE) in June of 2006. Mizroch is responsible managing the programs, staff and policies of EERE and interfacing with constituent groups in the efficiency and renewable energy sectors. With a $1.72 billion budget, EERE invests in a diverse portfolio of energy technologies to provide efficient, clean and renewable energy leading toward a stronger economy, a cleaner environment, and greater energy independence for America. At the WEC, he worked to advance sustainable development by encouraging environmental leadership, helping improve health and safety practices worldwide, and fostering the efficient use of natural resources to protect the global environment. He received undergraduate and graduate degrees from the University of Virginia and a law degree from The College of William and Mary in Williamsburg, Virginia.

TERRY NEWENDORP TAYLOR-DEJONG SPECIALIST MERCHANT BANKING FIRM WASHINGTON D.C. ANTONIO JUAN SOSA ANDEAN DEVELOPMENT CORPORATION CAF CARACAS, VENEZUELA Antonio Juan Sosa is Corporate Vice President of Infrastructure for the Andean Development Corporation (CAF). At CAF Mr. Sosa directs the team responsible for the formulation and execution of large business plans in finance for infrastructure projects within Latin America. ED VERONA U.S. RUSSIA BUSINESS COUNCIL WASHINGTON D.C. Ed Verona was appointed President and CEO of the U.S.-Russia Business Council on June 1, 2008. Prior to that position, he was Vice President of ExxonMobil Russia, Inc., based in Moscow. In 1996, Mr. Verona became Executive Director of the Moscow-based Petroleum Advisory Forum (PAF), an industry association representing international oil and gas companies in Russia. In 1998, he was named Russia Country Manager for Texaco, Inc., based in Moscow. FRANCISCO WULFF ANDEAN DEVELOPMENT CORPORATION (CAF) VENEZUELA Mr. Wulff is director of Infrastructure for the Andean Development Corporation. In this role he overseas a variety of operations relating to project implementation and finance. Mr. Wulff possesses over 16 years of international development experience. He has been with CAF for 7 years and was with the years of experience in international development cooperation and financing, including six years at the World Bank and now seven years at CAF.
