Scope Of Fundamental Commissioning: Intent: To verify and ensure that fundamental building elements and systems are designed, installed, and calibrated to operate as intended. Commissioning involves:1)Start Up 2)Construction Observation 3)TAB (Testing, Adjusting and Balancing) Note:- But these Procedures alone do not constitute commissioning

Tasks Performed During Commissioning process: Documentation:This task will require Commissioning Authority (CA) to Document the owners Project Requirement Regarding all equipments and features that will be a part of a commissioning plan. These Requirements will address HVAC, Lighting, Indoor air Quality , Water Efficiency , Energy Efficiency and additional environmental features like solar water heater. This report will record the Basis of Design including all Design assumptions such as Design temperatures, space, process requirements, applicable codes and standards.

Create a commissioning plan: Commissioning plan is the axis of commissioning process. It will include: A brief overview of the commissioning process.  A list of all commissioned features and activities.  CA will Create commissioning plan in discussion with owner and project execution team.  Identification of all role players in the process and a brief discussion of their tasks.  Outline of the scope of the commissioning process.  A list of deliverables and A detailed activity 

Inclusion of commissioning Requirements in Bid Documents:Contract documents will be furbished with relevant excerpts for the commissioning plan. These documents will define the scope of work for the contractor’s test Engineer and role of the contractor. CA will review all bid documents to ascertain that they are consistent with and include all green building requirements as defined by the Reference manual.

Deliverable:-

Functional Test Report: During the testing of major equipment like HVAC and water pumping systems the vendors would be carrying out various performance tests as per the requirement of the contract. CA would witness the tests. The test reports would be prepared and submitted to CA. A review report would be prepared by the CA confirming that the performance of the equipments/ systems meet the design intent. Deliverable.:-

Review

Commissioning Report: Commissioning report will be presented to the owner after the completion of all Functional Testing. The Report will include a list of all commissioned equipment and features, and will also compare the performance of each feature with its design intent. Report will document if the commissioned features meet 1) the design intent 2) the specifications 3) have been properly installed. The report will also compromise the functional

Commissioning Activities: Construction Observation Start-up TAB Functional Testing Training O&M Manual Construction Observation:  It verifies with quantity, size and capacity of the installed equipment comply with specifications, and the quantity of workman ship is satisfactory.  It can help uncover problems with installation and help reach solutions that are less costly to

Star t –Up: Start-up is a one-time, primarily “static” activity focused on making sure that equipment is installed correctly and that all necessary safety features and controls are working. Start-up is mostly limited to the equipment level, with little work on the system level. Commissioning, on the other hand, focuses on the system level during start-up, shutdown, full and part load, and alarm conditions. CA will ensure that all commissioned equipment is installed correctly and that all necessary safety features and controls are working.

Testing, Adjusting and Balancing: Testing, Adjusting and Balancing (TAB) work is generally limited to setting flows, pressures and temperatures to design values at minimum and maximum conditions. Except for testing static pressure, TAB usually involves optimizing the operating & performance condition. TAB work must be complete before performing the “dynamic” verification tests that are a major aspect of commissioning.

Functional Testing: A performance checklist and performance test data sheets for each system will be included. These procedures along with the pre functional checklists being prepared and submitted by the Contractor shall be reviewed by the appropriate design engineers. The CA will approve and supervise all test procedures. All large equipment will be tested individually. A sampling strategy will be devised for similar

Training:

The CA will schedule and coordinate training sessions for the Owner’s staff for each system in consultation with the Contractor. Training shall be in a classroom setting with the appropriate schematics, handouts, and visual / audio training aids (prepared by the Contractor) on-site with equipment. The appropriate installing contractors shall provide training on all the major systems per specifications. The equipment vendors shall provide training on the specifics of each major equipment item including philosophy, troubleshooting, and repair techniques. The automatic control and fire alarm vendors shall provide training on the control system and fire alarm system per their specification section. The CA will assemble written verification that training

O&M Manual: The CA will review the draft form of the O&M manuals provided by the Contractor(s). The review process shall verify that O&M instructions meet specifications and also wiring diagrams are specific to the actual equipment provided for this project. Required operation and maintenance procedures, parts lists, assembly / disassembly diagrams, and related information are provided. The O&M manual review will be completed prior to Owner training sessions, as these documents are to be utilized in the training sessions.
