1.0 OVERVIEW 1.1
INTRODUCTION
This combined Storm Water Pollution Prevention Plan (SWPPP), Best Management Practices (BMP), and Groundwater Protection Plan (GPP) covers the operations construction of the Fairmont Municipal Airport, Obstruction Removal, Improve Runway Safety Areas, and Construct Parallel Taxiway Projects. The plan has been developed, as required, under West Virginia’s National Pollutant Discharge Elimination System (NPDES) Program for storm water discharges and in accordance with good engineering practices. This SWPPP describes this airport and its operations, identifies potential sources of storm water pollution at this airport, recommends appropriate Best Management Practices (BMPs) or pollution control measures to reduce the discharge of pollutants in storm water runoff, details of groundwater protection activities and, provides for periodic review. The SWPPP becomes effective at the start of construction, anticipated to start in August 2006, and will be terminated at the end of construction. 1.2
OBJECTIVES
The goal of the storm water permit program is to improve the quality of surface waters by reducing the amount of pollutants potentially contained in the storm water runoff being discharged. The objective of this SWPPP is three-fold: 1.
To identify potential sources of pollution at the construction site.
2.
To describe best management practices (BMPs) which are to be used by the contractors.
3.
To provide other elements such as, but not limited to, a facility inspection program, site compliance evaluation program, record keeping, and reporting program that will help the contractor comply with the terms and conditions of their storm water discharge permit.
2.0 STORM WATER POLLUTION PREVENTION COMMITTEE The Storm Water Pollution Prevention Committee is responsible for developing, implementing, maintaining, and revising this SWPPP. The members of the team are familiar with the construction activities involved in these projects. This groundwater protection plan follows the format set forth in Title 47 Legislative Rules, Division of Environmental Protection, Series 58, Groundwater Protection Rule. 3.1
