ADOPTION OF MINUTES 1.

Special Council Meeting – February 9, 2009 Moved by Councillor Fox, Seconded by Councillor Ward, That Council adopt the Minutes of the Special Council Meeting held February 9, 2009. CARRIED

Barry McCall File 0550-07 Request by Barry McCall, to appear before Council to discuss the ALR exclusion file #14.7.35 on the north side of 56 Avenue between 264 and 268 Streets.

APPROVAL OF DELEGATION REQUESTS TO APPEAR AT THE 7:00 P.M. REGULAR MEETING 2.

Dr. R.S. Roman File 0550-07 Request by Dr. R.S. Roman, to appear before Council to discuss the unacceptable noise from the Langley Flight School students repeatedly flying over her property. MOTION TO RESOLVE INTO SPECIAL CLOSED MEETING Moved by Councillor Bateman, Seconded by Councillor Long, That Council now resolve into a Special Closed Meeting according to Section 90 of the Community Charter for discussion of the following items identified under Section 90: Item C.1. – Section 90(1) (f) Law Enforcement; and Item G.1. – Section 90(1) (a) Personnel. AMENDMENT Moved by Councillor Long, Seconded by Councillor Bateman, That the Agenda be amended by adding the following thereto, Item G.2. – Section 90(1) (g) Litigation. CARRIED MAIN MOTION, AS AMENDED The question was called on the Main Motion, as Amended, and it was CARRIED MEETING RECESSED The meeting recessed at 3:01 p.m. MEETING RECONVENED The meeting reconvened at 4:50 p.m.

DELEGATION 1.

Barry McCall File 0550-07 Barry McCall appeared before Council to discuss the ALR exclusion file #14.7.35 on the north side of 56 Avenue between 264 and 268 Streets. He commented that they appeared before Council in 2006 and their application was not endorsed due to lack of sewer infrastructure at that time. He commented on the change in economy, soil conditions of property, flooding, the opportunity for GVWD water hook-up in Aldergrove, and requested Council endorse Application #14.7.35.

2009 Parcel Tax Roll Review Panel Report 09-18 File FIN 1970-09 Moved by Councillor Fox, Seconded by Councillor Dornan, That Council establish the sitting of the 2009 Parcel Tax Roll Review Panel for Parcel Tax Frontages for 9:30 a.m. on Monday March 23, 2009 in the Yorkson Creek Meeting Room at the Civic Facility. CARRIED

Provincial Agricultural Land Commission Application No. 100174 (Anderson Management Inc. and Rippin Fur Farm Ltd.) Report 09-19 File CD 13-08-0012 Moved by Councillor Ward, Seconded by Councillor Long, That Council advise the Agricultural Land Commission that the inclusion application submitted by Anderson Management Inc. (co-owners with Fred and Carol Rippin of Rippin’s Fur Farms) for property located at 27413 - 8 Avenue is supported as it complies with the Rural Plan and the Township of Langley Zoning Bylaw. CARRIED

Provincial Agricultural Land Commission Application No. 100173 (McCall) Report 09-14 File CD 14-07-035 Moved by Councillor Ward, Seconded by Councillor Ferguson, That Council advise the Provincial Agricultural Land Commission that the Agricultural Land Reserve exclusion application for eight (8) properties located at 5670 264 Street, 26477, 26473, 26575, 26601, 26695, 26713 56 Avenue and 5625 268 Street is not supported.

REPORTS TO COUNCIL DEFERRAL Moved by Councillor Richter, Seconded by Councillor Fox, That Provincial Agricultural Land Commission Application No. 100173 (McCall) be deferred pending receipt of the Employment Lands Study being prepared by Stantec Consultants for the Township and due in approximately 6 months. CARRIED

MOTION Moved by Councillor Ferguson, Seconded by Councillor Long, That the staff report and Employment Lands Study be referred to the Agricultural Advisory Committee for comment. DEFEATED ON A TIE VOTE Mayor Green, Councillors Dornan, Fox, and Ward opposed 4.

Central Gordon Estate Neighbourhood Plan and Northeast Gordon Estate Neighbourhood Plan 208 Street Density Review Report 09-20 File CD 6480-30 Moved by Councillor Bateman, Seconded by Councillor Long, That Council receive the report entitled “Central Gordon Estate Neighbourhood Plan Area and Northeast Gordon Estate Neighbourhood Plan 208 Street Density Review”, for information; That Council direct staff to proceed with the necessary planning process including a design charrette for the Central Gordon Estate Neighbourhood Plan; and a design charrette for lands adjacent 208 Street forming part of the Northeast Gordon Estate Neighbourhood Plan as depicted in the report; and further That Council endorse the consultation process outlined in this report, involving the Neighbourhood Team, landowners, Langley Environmental Partners, Langley Field Naturalists, the Langley Urban Development Institute Liaison Group, the Department of Fisheries and Oceans, Langley School District, and the Utility Companies including Telus, Terasen and Shaw Cable. CARRIED

REPORTS TO COUNCIL MOTION Moved by Councillor Long, Seconded by Councillor Richter, That Community Amenity Contributions (CACs) be considered as a part of future development and that staff consider a Cost of Growth study on high density development in the Township of Langley. REFERRAL Moved by Councillor Bateman, Seconded by Councillor Ferguson, That the matter be referred to the budget process. CARRIED Councillor Richter opposed Councillor Dornan left the meeting at 5:19 p.m. and rejoined the meeting at 5:23 p.m.

CORRESPONDENCE Moved by Councillor Bateman, Seconded by Councillor Ferguson, That Council receive for information the Correspondence items as presented. CARRIED 1.

Country Drive Poultry Farm Ltd. File 6410-01 Letter received from Edward Baran regarding the Country Drive Poultry Farm Ltd. MOTION Moved by Councillor Long, Seconded by Councillor Richter, That staff contact the Farm Industry Review Board to determine if their ruling relative to the Country Drive Poultry Farm Ltd. has been enacted, and that staff provide a memo to Council. CARRIED

2.

Kwantlen Polytechnic University Meeting File 0400-80 Letter received from David Atkinson, Kwantlen Polytechnic University inviting Mayor and Council to a dinner meeting in Fort Langley. This meeting is intended to provide an update on recent development at the Langley Campus as well as a forum for the discussion of upcoming matters of interest to both the Township and Kwantlen.
