great news for budget-minded families and for kids who wants to jazz up their bedrooms this fall, or for college-bound teens who are hankering for a more sophisticated space. Whether you pick up a new, inexpensive plain-white fabric shade at Target or touch up one you already own, you’ll quickly discover they’re a perfect canvas to showcase your child’s bright ideas and creativity. To get started, make your first attempt easy. Why not start with the happiest and simplest of designs -- polka dots? Here’s the stuff you’ll need: --Inexpensive, standard, plain-white lampshade without pleats --Acrylic paint from craft stores in a color that provides an accent to the room --Pencil --Newspaper --Paintbrush --Flat buttons and glue gun (optional) Here’s the fun: 1. Lightly sketch circles freehand on the lampshade with the pencil. When you are ready to paint, spread out newspaper on your work surface. Dip your brush in the paint bottle and start filling in all those circles. Go dot to dot from top to bottom. Let dry. 2. Pull out your button jar and hunt for flat buttons in contrasting colors that are smaller than the painted dots, and glue them to the center of a few or all of the dots. Add more buttons around the top and bottom rims of the shade, if you wish. Place on your lamp base. Extra-bright ideas: If your kids want to connect more dots, let them go wild. “What else can I decorate?” they may exclaim. Well, they can paint polka dots on wastepaper baskets, planters and placemats. Or, arrange colorful dot stickers on scrapbook covers, picture frames and school binders. ***

September 18, 2009(FHTNC)--Navy Seaman Recruit TREVOR L. WATSON, son of Leah A. Frederick of Rixford, Pa. and Daniel F. Watson of Smethport, Pa., recently completed U.S. Navy basic training at Recruit Training Command, Great Lakes, Ill. During the eight-week program, Watson completed a variety of training which included classroom study and practical instruction on naval customs, first aid, firefighting, water safety and survival, and shipboard and aircraft safety. An emphasis was also placed on physical fitness. The capstone event of boot camp is “Battle Stations”. This exercise gives recruits the skills and confidence they need to succeed in the fleet. “Battle Stations” is designed to galvanize the basic warrior attributes of sacrifice, dedication, teamwork and endurance in each recruit through the practical application of basic Navy skills and the core values of Honor, Courage and Commitment. Its distinctly ‘’Navy’’ flavor was designed to take into account what it means to be a Sailor. Watson is a 2009 graduate of Smethport Area High School of Smethport, Pa. f

FORTY PERCENT OF ALL HOME FIRE DEATHS RESULTED FROM FIRES IN HOMES WITH NO SMOKE ALARMS NFPA release report on Smoke Alarms in U.S. Home Fires Quincy, Mass. - Four of every ten home fire deaths resulted from fires with no smoke alarms in 2003-2006, according to a new report Smoke Alarms in U.S. Home Fires, released today by the National Fire Protection Association (NFPA). “Smoke alarms are one of the greatest fire protection devices of our time and have significantly contributed to the decline in home fire fatalities since the late 70’s,” said James M. Shannon, president of NFPA. “But it’s not enough to randomly put up one smoke alarm and forget about it. In addition to placing smoke alarms in recommended areas, they must be kept in good working order, which includes testing them monthly, changing batteries at least once a year, and making sure that they are not disconnected.” Working smoke alarms cut the risk of dying in reported home structure fires in half. The 2007 edition of NFPA 72, National Fire Alarm Code® requires smoke alarms in every bedroom, outside each sleeping area, and on every level. They should also be interconnected so that when one sounds, they all sound. Other key findings from Smoke Alarms in U.S. Home Fires: • Smoke alarm failures usually result from missing, disconnected, or dead batteries. • In one-fifth of all homes with smoke alarms, none were working. • Most homes still have smoke alarms powered by batteries only. • More than half of home fire deaths that occurred where no smoke alarms or no working smoke alarms were present happened between 11:00 p.m. and 7:00 a.m. • The death rate per 1,000 reported fires is 84% lower when hardwired smoke alarms and wet pipe

According to NFPA approximately 3,000 people a year die in home fires. “This report reinforces the importance of smoke alarms in saving lives and identifies the way to further reduce that number through the installation of home fire sprinklers,” said Shannon. “It is not acceptable to say 3,000 deaths are okay when we know we can do better.” NFPA offers the following tips for smoke alarms. For the best protection, both types of alarms, or a combination alarm (photoelectric and ionization), should be installed in homes. •Be sure that all doors and windows that lead outside open easily and that everyone in the home knows the escape plan. •Consider home fire sprinklers when building a new home or doing a major renovation. How long can your employer afford to provide health insurance? I would like to have an open honest discussion about health insurance. Please e-mail your thoughts to
[email protected]. The people who oppose healthcare reform quote a poll that says 83% of people are satisfied with the health insurance they have. That tells me that 83% of Americans polled have the majority of their health insurance premiums paid by their employer! How long do you think your employer can afford the premium increases to continue to provide a decent health insurance option to you? For four consecutive years, the major health insurance companies we used to provide coverage for our full-time people increased our premiums 25% PER YEAR for the same coverage as the year before or in some cases they dropped some coverage, but still increased the price. Those increases some years were $.40 per hour. Those were wage increases you didn’t see or raises that were smaller than you thought they should be. Each year, in order to continue coverage, at anything close to a reasonable premium, co-pays went up, $200 for hospital admission to $500 for hospital admission; $10/15/25 prescription co-pays to $7/25/40. Yet the rate still increased 15-20%. This is nuts! Less benefit for more money and 20% to 40% of the premiums go to admin., executive salaries and profit. Here’s a personal example of health insurance at work. I have sleep apnea and have used a CPAP machine for about 15 years. My original machine was gasping and wheezing so I called the insurance company. They told me I could buy the machine and they would pay 80%, I would pay 20%, send them the invoice. I found a machine with humidifier for $625 and could have it the next day. I called the insurance company to be sure this would work. They said NO, that I had to buy it from one of their contracted providers. I called them 2 more times and got the two opposing answers again, one each. Then I asked to talk to a supervisor. She told me I had to buy the machine from an in network contract provider and she wanted me to give her the name of the customer service rep who had just given me the wrong answer. I told her I wouldn’t do that because, of four reps I had talked to, two had given me her answer and two had told me I could buy it and be reimbursed 80%. The problem was obviously poor training and she was responsible, not the last rep I talked to. She then told me that I couldn’t buy the machine, even from their approved provider, because if people were uncomfortable with the machine, they wouldn’t use it, but the insurance company would have to pay for it anyway. I told her that I had used a CPAP machine for over a decade and I knew I could wear the mask. She said that didn’t matter, that the only way I could get the machine was a rent-to-own for 11 months. THAT IS $110 PER MONTH for eleven months; that is $1210.00 for a machine I could buy for $625. It gets better! When I went to pick up the machine the contracted provider told me that the humidifier (looking very much like an integral component of the machine) was a purchase item and not included in the rent-to-own and it was $400. I soon found out that the humidifier was included in the $625 I could have bought the new guaranteed machine for, but if I wished to purchase the humidifier separately it was $125.00. So here’s the good news! The insurance and I paid $1610.00 for a machine I could have bought for $625.00. My 20% share of their deal was $322.00. My 20% share of a new machine purchased by me would have been $125.00. The insurance said I pay 20%, but I paid 51.5% of what I could have bought it for myself. This was one of MANY reasons why a for-profit insurance company has no business making health care decisions. We’re the only supposedly civilized country in the world, besides South Africa, I believe, that allows companies to make a profit from their sick citizens. The obstructers claim that we can’t have government make decisions on health care (which they do every day at very low administrative cost with Medicare), but it is perfectly all right to have insurance companies make those same decisions and make a profit by denying care. The more paying customers that are denied care and die, the more profit they make. As Tim Russert’s father would say, “Whatta country!”

DEAR PAW’S CORNER: Twice this year already, I’ve had dogs left on the doorstep of my farmhouse, including a new litter of puppies. BASIC MAYONNAISE For best results, avoid making mayonnaise during wet or humid weather, as it will affect the emulsion and the mayonnaise will have a greasy texture. For a richer mayo, use only the egg yolks. 1 egg yolk 1/4 teaspoon salt 1/4 teaspoon dry mustard 1/4 teaspoon sugar 1/2 cup vegetable oil 1/2 cup olive oil 3 teaspoons lemon juice or white-wine vinegar 2 teaspoons hot water Using a food processor or blender or a mixer set on medium speed, combine the egg yolk, salt, dry mustard and sugar until well-blended and a pale yellow. With the motor running, slowly drizzle in the oils (1/4 cup at a time) into the yolk mixture in a slow, steady stream. Drizzle in one tablespoon of the lemon juice and a teaspoon of the hot water. Continue to alternate mixing in the oil and the lemon juice until all the ingredients have been combined. The finished mayonnaise will be thick. If a thinner consistency is desired, whisk in 1 or 2 teaspoons of hot water. Cover and refrigerate for at least an hour before using to let the flavors blend. The mayonnaise will keep about 4 to 5 days. Yield: 1 1/4 cups.
Jessie Vaughn of Ulysses has a variety of artwork on display at Charles Cole Memorial Hospital’s Irwin Medical Arts Center as part of the hospital’s Community Art Showcase. Vaughn, a self-taught artist who began working with oils at the age of 14, works primarily with watercolors. Her realistic style typically centers on nature scenes. Included in her CCMH display are pieces that were painted at the hospital. “Christine’s Babies” was painted while her sister was a patient in the hospital’s intensive care unit and “Waiting” came about while visiting a friend at the hospital. She has earned awards for her art and had a display at the Chautauqua Institute. Her work, which has been sold internationally, is currently on display at Frosty Hollow Bed & Breakfast in Coudersport. Vaughn teaches art classes for all ages at Frosty Hollow and Penn York Camp in Ulysses. She has also taught at an orphanage in Guatemala for the last several years. Artists are featured for about six to eight weeks. The project has featured artists Karen Wolf of Sweden Township, Pat Bosworth of Port Allegany, Alyson Leach, Leslie Kelley, and Suzan Richar of Galeton, Naomi Keller, Heather Chilson, and Lindsey Francis of Coudersport, and Mercedes Schwartz of Smethport, according to chairperson Betty Wei. “It’s a way for area residents to enjoy the talent and creativity of local artists and the hospital family is thrilled to make this opportunity possible,” she said. DISABILITY BENEFITS AND DUE PROCESS A veteran who applies to the Department of Veterans Affairs for benefits for a serviceconnected disability is entitled to due process protection under the Fifth Amendment, the United States Court of Appeals for the Federal Circuit recently concluded. Once you have due process, it’s required that a fair and impartial evaluation follows. It all started with a suit by a veteran whose medical records were changed at some point before 1980. Those altered documents followed the veteran through years of denied appeals, unbeknownst to him. When he applied for Social Security disability benefits, those same “tainted” records were sent, and his claim was denied. It wasn’t until 1997 that he discovered that there were two versions of his records -- the original and the altered. Some specifics from the court: --”The admission of improper evidence is a denial of due process.” No matter how many times the veteran appealed and applied for benefits, he never did get his due-process right to a fair hearing -- because of the altered records. --Disability benefits are “statutorily mandated.” If we’re eligible, we get benefits. But ... how long is too long to wait for a benefits decision? When you’re hurting or broke and only want what’s supposed to come to you anyway, what’s a reasonable length of time? That’s the part the lawsuit decision left out -- the specific waiting time before it can be said that a veteran wasn’t given due process. I suspect it will take another lawsuit to get that answer. FINDING AFFORDABLE CANNING JARS I was shocked when I looked online for canning jars and accessories. I purchased a case of 12 pint jars at my local supermarket for $7.16. The best prices I saw online were K-Mart and Ace Hardware, which were still a dollar higher and shipping was not included. I purchased a basic canning bath with a rack for $20 at the farm supply store. The same thing was up to three times higher online! Check your local suppliers and compare prices before assuming online is better. Don’t forget that you can reuse or buy jars at yard sales and thrift stores, too. You just have to make sure they don’t have any chips or cracks. You always have to buy new lids anyway. Make sure that rings aren’t rusted, or buy new ones. After the post-death frenzy, the fever eventually subsided and prices fell. The same thing is now happening with Michael Jackson items. Prices for Michael Jackson memorabilia have bounced to such a degree that the value of your doll is impossible to determine with any degree of accuracy. Over 150 individuals participated in the Smethport Comprehensive Blood Analysis on September 12 which was sponsored by the Smethport Rotary Club and Charles Cole Memorial Hospital. Screenings included testing for coronary heart disease, kidney disease, anemia, diabetes, liver disease, bone disease and respiratory disease along with optional prostate and thyroid testing. A portion of the event’s proceeds go to the Rotary to benefit their events, scholarships, and rotary involvement in the community. Blood draws were done by Carol Cole, CCMH laboratory; Tammy Peterson and Valerie Tinder, occupational health; Melanie Bishop, Port Allegany Community Health Center; and Sara Collins, Bowman Health Center. The next CBA will be held in partnership with the Oswayo Valley Memorial Library from 7 to 10 a.m., Saturday, November 7 at the Oswayo Valley Elementary School in Shinglehouse. I have a dishwasher rather than just washing in the sink, and since your article I have made sure to fill it completely before running. I have had one problem for about a year now, though: My dishwasher always has a mild but noticeable odor when I open it right after a cycle. How can I get rid of this? -- Stephanie D., Titusville, Fla. A: Over time, food particles and soap residue build up on the inside of your dishwasher. The food particles are most likely to blame for the mild odor, while soap particles can impede the efficiency of the washer. Fortunately, this is easy to remedy. Empty your dishwasher. Wipe away any visible buildup on the racks and silverware basket. Then, pour one cup of distilled white vinegar into the bottom of the dishwasher. (Don’t add soap or any other cleaner.) Shut the door and run the washer for a complete cycle at its highest temperature setting. Repeat this once a month to reduce or eliminate that post-cycle funky smell. Most of this movement occurs from mid-October through the breeding season in mid-November.” Roe also noted that with the end of daylight savings time scheduled for Nov. 1, more motorists will be driving to and from work at the peak hours of deer activity: dawn and dusk. Those who are enjoying the outdoors during this colorful time of year, including hunters, also play a role in moving deer during daylight hours. Hikers, mountain bikers, horseback riders and hunters can flush deer from briar thickets, windbreaks and forested areas.

Check Us Out! www.moneysaveradvertising.com “If you see people in the vicinity of the road you’re traveling, it’s probably a good idea to slow down,” Roe said. “Since most hunters are wearing fluorescent orange clothing, they’re usually very visible to motorists.” Motorists also should slow down whenever farmers are harvesting cornfields because deer are often flushed from fields as farm equipment approaches them. Drivers who hit a deer with a vehicle are not required to report the accident to the Game Commission. If the deer dies, only Pennsylvania residents may claim the carcass. To do so, they must call the Game Commission region office representing the county where the accident occurred and an agency dispatcher will collect the information needed to provide a free permit number, which the caller should write down. A driver must call within 24 hours of taking possession of the deer. A passing Pennsylvania motorist also may claim the deer, if the person whose vehicle hit it doesn’t want it. Again, the motorist must report taking possession of the deer within 24 hours to the Game Commission. Antlers from bucks killed in vehicle collisions must be turned over to the Game Commission. If a deer is struck by a vehicle, but not killed, drivers are urged to stay their distance because some deer may recover and move on. However, if a deer does not move on, or poses a public safety risk, drivers are encouraged to report the incident to a Game Commission regional office or other local law enforcement agency. If the deer must be put down, the Game Commission will direct the proper person to do so. Other tips for motorists include: *Don’t count on deer whistles or deer fences to deter deer from crossing roads in front of you. Stay alert. *Watch for the reflection of deer eyes and for deer silhouettes on the shoulder of the road. If anything looks slightly suspicious, slow down. *Slow down in areas known to have a large deer population; where deer-crossing signs are posted; places where deer commonly cross roads; areas where roads divide agricultural fields from forestland; and whenever in forested areas between dusk and dawn. *Deer do unpredictable things. Sometimes they stop in the middle of the road when crossing. Sometimes they cross and quickly recross back from where they came. Sometimes they move toward an approaching vehicle. Assume nothing. Slow down; blow your horn to urge the deer to leave the road. Stop if the deer stays on the road; don’t try to go around it. Facts about the Pennsylvania Game Commission: While deer-vehicle collisions are on the increase at this time, which falls in line with the deer breeding season, the other time of year when deer-vehicle collisions increase is in the spring, as does separate from other deer in order to give birth to fawns. fb
