Gentlemen: As required by the loan conditions included in the KPWSLF Project No. ______, we __________________________________________ have utilized the services of our prime engineers for a period of 12 months following completion of the project build under this loan. In accordance with the terms of our contract the engineer supervised operations, trained operating personnel, prepared curricula and training material for operating personnel, revised the operation and maintenance manual and advised as whether the project was meeting its performance standards. The undersigned certifies that the project built under this loan does not meet the performance and operational requirements applicable to the project and the specifications which the project was planned, designed and built to meet. In accordance with the terms of the loan agreement, attached is a corrective action report which contains the following: 1.

As analyses of the cause of the project's inability to meet performance standards.

Actions necessary to bring the project into compliance.

Reasonable scheduled date for affirmative certification of the project.
