Dear Professor Andrew: The National Commission on Terrorist Attacks Upon the United States was created by the U.S. Government to investigate the facts and circumstances surrounding the September 11, 2001 terrorist attacks. The Commission's mandate includes assessing U.S. preparedness for, and immediate response to, those attacks, evaluating the lessons learned, and making recommendations for preventing future attacks. Given your scholarly research, the Commission's inquiry would greatly benefit from your insights. Accordingly, the Commission requests to interview you on the following general topics: (1) White House oversight of the U.S. Intelligence Community; (2) management of the U.S. Intelligence Community; and (3) the performance of the U.S. Intelligence Community in countering terrorism. The Commission would like to conduct your interview in Washington, DC or New York City during the fall of 2003 if you are planning to be in the United States at that time. Mr. Kevin Scheid, a member of the Commission's professional staff, would conduct the interview along with at least ojje other staff member.
