As you are aware, The National Commission on Terrorist Attacks Upon the United States is investigating the facts and circumstances surrounding the devastating attacks against the United States on September 11, 2001. The Commission needs information from your government regarding the sharing of information on suspected terrorist, Zacarias Moussaoui. Specifically, we request any information your government can provide regarding the following:

According to the British government, HM Customs and Excise (HM C&E), in Chicago, was working with US law enforcement agencies in Minneapolis before September 11, 2001 concerning Zacarias Moussaoui. -

The Commission requests that the information described above be provided as soon as it is available, even though all requested information may not be provided at the same time, through means of a "rolling" production. If your government holds information on this matter, but wishes not to share it at this time, please let us know the reasons for such withholding of information and provide us the opportunity to discuss such withholdings.
