GROUND RULES FOR 9/11 COMMISSION VISITS TO DOD INSTALLATIONS
The following guidance applies to all visits to military installations and facilities by the staff of the National Commission on Terrorist Attacks upon the united states. 1. interviews of Military Personnel and Civilian Employees. Military personnel, civilian personnel and contractor employees at the installation will be made available for interviews at the request of the Commission staff if the interviewee is not on TOY orders away from home or on previously scheduled or emergency leave. interviews will be conducted during the witness's normal duty hours unless a different time is arranged for the convenience of the witness. interviews will not exceed three hours unless the time is extended for the convenience of the witness. One or two brief recesses will be allowed during the interview. If additional time is required, the interview will adjourn and an additional session may be scheduled at a time convenient for the Commission, counsel and the witness. Only one interview at a time may be conducted unless the Commission staff provides notice for dual track interviews in sufficient time for counsel to attend interviews on both tracks. interviews may be recorded unless the witness objects. 2. Reinterviews of witnesses. The Commissionstaff may reinterview witnesses under the same ground rules as other witnesses, as well as the following: A witness may not be interviewed again until he or she has had an opportunity to review the recording of the previous interview if a recording was made. If at any time during an interview a witness wants to review statements recorded during a previous interview, he or she must have the opportunity to do so before the interview proceeds. 3. Requests for Documents. If the Commission staff requests documents during a visit:
the installation staff should obtain copies of the requested documents and forward them to the DOD Office of General counsel document processing facility through the normal channels for document production, and the commission staff should be informed that any document responsive to the request will be processed once a Commission request is received in accordance with the standard commission document request procedure.
