Debbie Boyd As Bolton's Administrative Assistant it was established that Boyd kept track of Bolton's comp time by utilizing his Outlook calendar (and other information supplied by Bolton), and then she would fill out the County Comp Time sheets and give them to Bolton for verification of accuracy and signature. Once signed by Bolton, Boyd would send the comp time sheets to Kimbrough for approval. When Kimbrough's note of "I'm not signing these anymore" came back on one of Bolton's Comp Time sheets, Boyd went to Bolton. Bolton told Boyd that Vernon was going to take care of it, they had worked it out. Additionally Bolton said to Boyd that as long as he notified Vernon he could take comp time. Comp Time Reports (time accrued and time taken) and Bolton's Calendar were reviewed. Upon cross examination attorney for the County - Indermark Boyd testified she did not know if Bolton actually went to all the extra events on his calendar or how long he stayed at each event. She said she might have had to guess on the length of events at times, but then Bolton was to verify before he signed the Comp Time Forms. A discrepancy on the Comp Time report was noted by the County that during the Candle Light Vigil for slain Officers Barker and Bryant comp time was recorded from 5 to 8pm, when the actual event didn't start until 6pm. Boyd admitted it wouldn't have taken an hour for Bolton to have gotten to the Vigil, and that Bolton did not make a change to the information before signing off on the Comp Time sheet. After Bolton was placed on Administrative Leave, Boyd gave Bolton and his brothers a ride home because Bolton was no longer allowed to have access to police vehicles. Boyd noted that on the way home they thought they were being followed and contacted the GBI. The following morning when Boyd arrived at work her swipe card did not work, and she was then questioned by Sheriff's Deputies and placed on paid Administrative Leave with no reason given. On Feb. 13th, Boyd was transferred to CID (she returned to work on Feb 16th) with a paycut and said she now does copying and filing (despite having a criminal justice degree). Initially she was told the transfer was temporary, but a Blue Order made it a permanent change. Upon Cross examination she said her title while working on Bolton's staff was Administrative Assistant, and now her title was Administrative Coordinator.
