Call debate to order, explain the rules (make sure the timekeeper demonstrates the warning bell – once after 4 min and twice after 5 min), and introduce the judges & the speakers.

FLOOR DEBATE

Ask for short questions or statements from the audience; you may want to ask for people to say whether they are speaking for or against the motion, or support some points from both sides. You might also want to ask for points from each side in turn, e.g. ‘First we will take a point against the proposition, and then one against the opposition.’ Unless you have had fewer than three contributions to the floor debate, no one should speak twice in one floor debate.

Invite the judges to retire to decide on the outcome of the debate. Take an audience vote by a show of hands. If the judges have not returned by this point, invite more comments from the floor. Announce the verdict, thank the speakers, etc and adjourn the debate. Votes for:
