REMOTE ACCESS TO HEALTHCARE The northeast portion of Catron County is a black hole in terms of healthcare services offered. There are presently only two clinics in the entire county, no pharmacy and no hospital. The Catron County Medical Center here in Reserve is 68 miles from Datil and 89 miles from Pie Town. ὠ

The school-based clinic in Quemado is 45 miles from Datil and open to the community only one day a week. The Magdalena clinic is 36 miles from Datil, but more than 50 miles from most of the outlying subdivisions, and 57 miles from Pie Town. In addition to the great distances, another barrier the northeast faces in improving access to healthcare is the incorrect perception of those outside the area that services and resources are readily available to this portion of the county. The US Department of Health and Human Services designates a geographic area as having a shortage of primary medical care professionals by determining distances corresponding to 30 minutes travel time or 15 miles in mountainous terrain or 20 miles under normal conditions on primary roads. Initiative Postcard The NCCHC Initiative for Healthcare and Wellness was funded by a 2009 grant from the Con Alma HEALTH Foundation to address the disparity of healthcare services in Northeast Catron County.

INITIATIVE FOR HEALTHCARE AND WELLNESS

The residents of the northeast portion of our county feel the burden caused by the distant access to healthcare services in our county. Recognizing the need, the Northern Catron County Health Council applied for a grant from the Con Alma Health Foundation and received funding for their Initiative for Healthcare and Wellness. The purpose of the Initiative is to address the total absence of medical and healthcare services in the northeast portion of our county by the formation of a Community Advisory Board. The first project of the Advisory Board will be to plan, seek funding for, and ultimately create a healthcare clinic in the Datil area to serve the estimated 1,200 residents in Northeast Catron County.

GRANT PROJECT OVERSIGHT COMMITTEE Operating on an $18,000 grant for the 2009 calendar year the Northern Council contracted a Grant Project Coordinator to work with the Grant Project Oversight Committee on the Initiative for Healthcare and Wellness. The Project Coordinator and Oversight Committee have conducted extensive research on establishing rural health clinics and gathered data on local use of area facilities. The Project Coordinator has communicated with federal and state legislators and department administrators on the need for a clinic in the Datil area and the availability of federal and state funding.

DATIL AREA COMMUNITY ADVISORY BOARD We would like to present to the Catron County Commission the formation

of the Datil Area Community Advisory Board (DACAB). The DACAB has been formed with a five member board representing the communities and subdivisions of Datil, Pie Town and Horse Springs. The Grant Project Oversight Committee is actively recruiting leaders from the northern communities to serve on the DACAB. Among those who have agreed to serve are: Wanda Bassler, Rufus Choate, Tom Cook and John Hand, Jr. The DACAB will seek the acquisition of suitable land in the Datil area and apply for funding to build a multipurpose facility that will provide many needed healthcare services, community meeting space, and satellite office space for use by local law enforcement. LEGAL STRUCTURE OF THE DACAB We were asked by the County Manager what would be the legal structure of the DACAB. We believe that incorporation with the state as a 501©3 charitable nonprofit organization would provide us with the largest number of funding opportunities.

COMMUNITY SUPPORT We've spoken to county residents and collected 259 signatures at the Datil Health Expo and the County Fair, in support of a Datil area clinic. There is an overwhelming feeling within the county that more healthcare services are needed throughout the county, especially in the north.

COMMISSION SUPPORT We ask the Commission for your support so that we may pursue the creation of a healthcare clinic in the Datil area and further seek federal and state funding opportunities available to rural community health clinics. What we want from the Commission is your support, your trust, your authorization as an advisory board to the Commission, and depending upon the funding opportunities, for the Commission to act as fiscal agent to the DACAB.
