Section 1 Contingency Plan for residents living within secondary dike system A secondary levy has been constructed as a contingency dike to protect City infrastructure in the event of a breach of the primary dike along the river.

Instructions to residents within the contingency area: 1. Remove cars from property and park them outside of the secondary dike. Please ensure large public safety vehicles such as fire trucks can get through the street you are parked on. 2. If you choose to remain in your home to monitor the dike on your property, please make safe arrangements for your children, family and pets outside of the threatened area. 3. Plug all flood drains in basements and lower levels of homes. 4. Be prepared to evacuate homes when alerted by the City. Take all necessary health and medical supplies and pets. 5. If alerted to evacuate, move to higher ground. Immediately proceed towards the area east of Interstate 29 and north of 32nd Avenue South. 6. Once you have evacuated and are safe turn to local radio stations for housing and other evacuation instructions. 7. Continue to monitor sandbag levies on the river side of your home. If you note any changes in your sandbag dike construction contact the Fargo Engineering office at 701-241-1545. 8. If you choose to leave your home now, please shut off your water.

City Actions: The City will provide engineering assistance, sand and sandbags to secure your primary sandbag levy. (If you have a garage available the City will store sandbags in your garage to keep them from freezing). Sirens will be sounded, the CodeRED Emergency Notification System and Emergency Broadcast System will be used to notify residents if there is a breach in the primary dike system. Additional sandbags will be available on National Guard trucks to be placed in an emergency. Fargo emergency rescue teams will be on standby 24 hours a day to respond to any flood wall breaches. In the event of a breach of the primary sandbag system, sewer and water services to residents will be shut off so as not to compromise the City’s entire waste water and drinking water systems. Electricity will also be shut off. Residents can continue to use their showers and drinking water until notified otherwise. NOTE: Contingency dikes will remain in place until after the flood level dangers have subsided.
