The Bureau of Jail Management and Penology (BJMP) caters thousands of Persons Deprived of Liberty (PDL) nationwide, not to penalize them but to restore and reform their total being. However, the Jail Bureau is facing a great challenge which becomes a persistent problem in most of our jail facilities - the jail congestion or overcrowding. This hinders the bureau to totally transform the PDL into a productive individual simply
because one of the basic needs for physical survival is not being met - the proper shelter. This problem results to severe security and health risks for PDL and to the personnel as well. In order to address the problem of jail congestion in the country, one great step of the Bureau of Jail Management and Penology (BJMP) was the prioritization of the infrastructure projects with the help of the Build Build Build Program of President Rodrigo Roa Duterte. The construction of jail facilities proportionate to the number of PDL has a great impact on their safety and well-being. Giving our PDL-clienteles enough space alleviates their human dignity. The 2018 Construction Outlay resulted to 36,151.80 square meters additional cell area that could accommodate 7,692 PDL based on a 4.7 square meters standard space per PDL, thus, decreasing the congestion rate from 439.47% to 308%. This difference somehow shows the unremarkable efforts of the bureau to resolve the jail congestion and give the PDLs the opportunity to change their lives in a more conducive facility and a better working environment for our personnel. From our proposed Construction Outlay for FY 2019, we shall be expecting 91,959.62 square meters of cell to be constructed and 15 jail facilities will be provided with standard perimeter fence. On the other hand, BJMP is mandated to direct, supervise and control the administration in all district, city and municipal jails nationwide with pronged task of safekeeping and development of Person’s Deprived of Liberty. To support its mandates, one of the vital roles of the bureau is to provide enough number of equipment to be utilized by our personnel for the safekeeping of PDL, which focuses mainly on acquisition of firearms and other military equipment. In 2018, our bureau acquired a total number of five thousand (5,000) units of handcuff and various ammunitions. In addition, seventy-one (71) units of Handheld Radio and five hundred (500) units of Striker Fired Pistol were procured and will be delivered to the BJMP at the end of December 2018 and by January 2019, respectively. Moreover, the supply and delivery of two hundred seventy-two (272) units of caliber 5.56MM Assault Rifle will also be completed by March 2019. This support when it comes to acquisition of equipment has a big impact in the safekeeping of PDL, which focuses more on the security, peace and order inside the facilities nationwide. Acquisition of firepower and other military equipment indicates that our bureau is prepared enough to give support in times of insurgency. The initiative of our bureau to support the mandates in terms of safekeeping is now in progress. But our
bureau needs to continue its support and make effort to acquire more those logistical needs because, the number of PDL as of now is still increasing as well as the recruitment of personnel. BJMP TRANSPORT VEHICLES

* This shows the increase of lift capabilities of our bureau in terms of mobilization. The percentage of filled up increased from 25.82 % for the year 2017 up to 55.11% for this year. The lift capability gap before the procurement of 300 BTVs was then lowered to 55.11% from 71.02%
Aside from the infrastructures projects of the bureau and regular procurement of common-use office supplies, twenty-two (22) units of BJMP Transport Vehicles (BTVs) were delivered on May 2018. While on August 2018, an additional 300 units of BTVs were delivered to BJMP funded by President Rodrigo Roa Duterte through Presidential Directive No. 2017-0408-0409. Our very own President graced the send-off ceremony together with Secretary Eduardo M Año, Department of Interior and Local Government, our Chief, BJMP, Jail Director Deogracias C Tapayan, and other visitors on September 26, 2018 at Camp General Vicente Lim, Calamba City, Laguna.
The support under the present administration of President Rodrigo R Duterte, helps the bureau to increase the lift capability in terms of mobilization from 306 units on FY 2017 to 679 units. The increase of BJMP Transport Vehicles boosts the morale of our personnel, specifically Escorting Units in the field because it lessens the security risk of PDL during transport to attend court hearings and eases the burden of our personnel for using inappropriate mobilization for their transport. On other side, though we achieved this lift capability this year, our bureau is aiming to acquire more transport vehicles to fill up a 100 % lift capability based on the Jail Bureau’s standard equipage. PROMOTION OF JAIL SAFETY AND SECURITY CONTRABAND CONTROL AND DISPOSITION
If an individual is committed to a jail, he is now denied of his freedom and considered as Person Deprived of Liberty (PDL). Despite the fact that some rights are removed from a PDL, he is still entitled of some such as receiving visits from family, friends, and legal advisor. The Bureau utilized visitation as a tool to maintain social ties with their families and boost great conduct while staying inside cells. However, some visitors are involved in sneaking contraband on jails which is a compromise on jail security and rehabilitation of PDL. Due to cases of entry of contrabands through visitors, body searches are intensified to stop contrabands from entering the facility. Through the unflinching devotion of our jail officers all over the country, a total of 624 visitors attempted to sneak-in contrabands. The contrabands that were confiscated are 218 grams of shabu, 0.4 grams of marijuana, and 1,290 drug paraphernalia, 3717 packs of cigarettes, 5 deadly weapons, 26 liters of liquor, 167 cellular phones, 56 other electronic gadgets, and Php 265,040 worth of cash. Those visitors who are apprehended were already denied to enter the jail facility, apprehended and turned-over to proper authorities for filing of appropriate criminal charges relative to visitors who were drug couriers. Contraband control is a responsibility of our jail officers. These contraband such as drugs and weapons pose a particular risk in jail facilities, where there are high potential of violence and drug abuse. Greyhound operations are conducted with the goal to flush out contraband inside jail premises to maintain the security and rehabilitation of PDL. The Jail Bureau is serious in attaining zero contraband inside jail. In order to avoid speculations that there are drug labs or illegal activities on BJMP facilities, OPLAN LINIS PIITAN were conducted on jails nationwide. It consists of Greyhound operations in coordination with other law enforcement agencies such as PNP, PDEA, NBI, etc. Those greyhound operations led to the confiscation of 33.5 grams of shabu, 4.91 grams of marijuana, and 26 other prohibited drugs, 4,526 packs of cigarette, 1,804 cellular phones and total money confiscation of Php 3,729,484. ADOPTION OF THE PLEA BARGAINING FRAMEWORK IN DRUG CASES (A.M. NO. 18-03-16-SC) INFRASTRUCTURE PROJECTS
One of the biggest dilemma of the Bureau of Jail Management and Penology (BJMP) which is being addressed until now is the continuing increase of congestion rate of the jail facilities in the country. Of all the jail decongestion efforts of the bureau, the emphasis on jail construction is one of those, where it focuses to the regions with a great number of PDLs and high congestion rate. The allocation of a total of Php 1.8 billion for the infrastructure projects for FY 2018 where 40.86% of it was already utilized and benefited 38.52% of Persons Deprived of Liberty (PDL). This was a remarkable milestone for the BJMP in dealing with the decongestion strategies of the bureau because this was just the beginning of all the joint efforts of the BJMP and the government. HANDLING HIGH-RISK/ HIGH PROFILE PDL
All eyes were tuned in for the liberation of Marawi and the neutralization and arrest of ISIS elements. The Marawi Crisis, for some, ended the moment the perpetrators were captured by the government forces. Little did people know what happens after. Their story continues, and the effort to manage and safekeep them while undergoing trial endures behind bars in the custody of the BJMP. The management of High-risk and High-profile PDLs is one of the challenges handled by the bureau. The implementation of safekeeping and development to PDLs classified as such has showcased the capability and commitment of the bureau to its mandate. Amidst the posed risks and difficulties in the management of these PDLs given their identity and status, the BJMP was able to apply the necessary interventions starting from safe transfer up to their custody in the jail facilities of the Bureau. The BJMP, alongside other counterpart agencies, work together to ensure the implementation of due process of law to attain immediate justice. PREVENTING AND COUNTERING VIOLENT EXTREMISM
Persons Deprived of Liberty (PDLs) are detained in jail facilities while undergoing trial or to serve the penalty commensurate to the crime committed. In line with the mandate of safekeeping and development, the bureau works on the transformation of the PDLs to become better citizens upon their reintegration into the mainstream of the society. That is, deradicalization, countering of violent extremism and illegal drugs are among the steps taken by the bureau to improve the jail environment. As a result of this measures, the bureau has now seventy-four (74) jails that have been certified as drug-free jail facilities for the year 2018. DRUG-FREE FACILITIES
