COMMUNICATION PLAN On Climate Change Adaptation Program Rural Development

INTRODUCTION Global climate change has already had observable effects on the environment. Glaciers have shrunk, ice on rivers and lakes is breaking up earlier, plant and animal ranges have shifted and trees are flowering sooner. Effects that scientists had predicted in the past would result from global climate change are now occurring. Global climate is projected to continue to change over this century and beyond. The magnitude of climate change beyond the next few decades depends primarily on the amount of heat-trapping gases emitted globally, and how sensitive the Earth’s climate is to those emissions. With this, the preparation for mitigation must do it right now, this investment will reflect in the future. Climate change adaptation program is a worldwide program which gives emphasis on different plans how to mitigate and solve our predicament in climate change. This program was supported by various agencies and institutions to disseminate information and how to prevent disaster caused by climate change. The basis of this program is the Republic Act 9729 and it’s implementing rules and regulations (IRR, Administrative Order No. 2010-01). The act acknowledges the Philippines’ vulnerability to climate change and the need for appropriate adaptation. It creates a comprehensive framework for systematically integrating the concept of climate change, in synergy with disaster risk reduction, in various phases of policy formulation, development plans, poverty reduction strategies and other development tools and techniques. This Act would probably the basis of the entire program and will be the starting point in creating comprehensive communication plan. Communication plan play an important role in the achievement of the program objective. Moreover, capacity development of the communities and government officers is also an important element and mainly done through trainings. Information and awareness on key concepts of the plan needs carefully targeted to the broader community. Thus, important climate change adaptation messages and results need to timely communication with appropriate materials and prepared in a systematic way.

A. GOALS AND OBJECTIVES -

To provide community with necessary information, incapacitate people with supporting framework as guidelines for a sustainable adaptation of the community.

To make the climate change adaptation program information easy available for a wide range of stakeholders.

-

To disseminate completely the program within 3 months in target area of Davao City.

B. TARGET AUDIENCES -

The target audience is divided into three main groups in target area of Davao City. 1. Government agencies and Implementing partners 2. District level and Technical staff (Extension Agents); and 3. The Rural Community and its Constituents.

C. KEY MESSAGES To ensure coherent messages, the climate change adaptation messages should be incorporated in the project’s communication materials. Overarching messages include key elements of climate change significance to community, its current threats and the means of conservation and sustainable use. These are: -

A ‘whole system’ perspective is crucial in the design and implementation of any policy regime that seeks to mitigate climate change urgently and sustainably.

More systemic changes are needed – including rethinking of societal values and increased awareness of the environmental perils of overconsumption - to ensure sufficient and more equitable global access to resources.

Decoupling economic growth from environmental and resource degradation, and

creating

a

circular

economy

through

reuse,

recycling,

and

remanufacturing are key strategies for reducing both climate change and other environmental and resource pressure.

D. MEDIA AND APPROACH -

Informational materials are needed to deliver the information about the program various formats, conveying key concepts on climate change adaptation that has relevant messages to target audiences. These are Print materials (guides, flyers, brochures, posters) and short videos (capacity building videos).

E. STRATEGIES Strategies focus: -

First, “PROGRAM IDENTITY” – the policy and technical briefs, factsheets and selected publications should follow a consistent layout and design. Promotional videos should keep a consistent format in order to nurture the project’s identity and make it easily recognizable to target audiences.

Second, “PRINTED MATERIALS”- all printed materials should be prepared and produced following professional standards to ensure quality and optimal impact.

Third, “VIDEO PRODUCTIONS” - all videos should follow professional standards and procedures including: a) Following production according to communication objectives b) Identification of key messages c) Development of outline and storyboard assisted by DENR and implementing partners.

Lastly,

“DISSEMINATION

OF

INFORMATION

AND

LAUNCHING

MATERIALS” - The most cost effective way of dissemination should be pursued using various means including printing and posting on various web platforms. Dissemination channels and the necessary arrangements to facilitate delivery should be identified before preparing the material. Where appropriate launching events will be organized. -

F. RESPONSIBLE ENTITIES -

The program will be promoted in advance to implementing partners or different institutions with the same agenda in climate change for the purpose of supports and financial assistance. The program is interconnected with various agencies/entities. This program will be adapted first by the Local Government Unit. After careful deliberation of the program to LGUs, it will link to Department of Environment and Natural Resources (DENR).

The program is also connected to

Department of Agriculture because of the rural community. Since, rural community primary source of income is from agriculture/farming. Expected all agencies together with the implementor disseminate the program to the public.

The budget will be obtained from the different sponsors especially from implementing agencies. It also projected that the government will allocate some funds for this program. Therefore, there is financial assistance for expenditures and emergency disbursement.

I. MEASUREMENT/MONITORING -

Continuous process of collecting and analyzing qualitative data and quantitative data to track the progress of programs

Assess the extent to which the input deliveries and whether work schedule and other required actions are proceeding according to plans.

-

Aimed at ensuring that activities are on the right track and in case of deviation appropriate corrective actions can be instituted.

The program must be disseminated within three (3) months. It will monitor every week regularly. It will subject for changes as depend on

the resulting parameters to determine which areas require greater effort and thereby, may contribute to an improve response.
