Cook and DuPage counties are considered to be the Core Counties. The four remaining counties (Lake, McHenry, Kane and Will) are considered to be Outer Collar Counties. Beyond the six-county metro area are the Fringe Counties of Boone, Kendall, Grundy, Monroe, and DeKalb. During the nationwide recession of 1979-1982, Midwest manufacturing employment fell twice as fast as the national average when many of the largest employers were forced to close obsolete manufacturing plants or move elsewhere. Capitol Commerce Center Wheeling (Chicago), Illinois VILLAGE OF WHEELING Located in the Northwest suburb of Chicago, the Village of Wheeling is situated approximately 30 miles Northwest of Chicago and 70 miles south of Milwaukee. Wheeling residents consist of a diverse group of people, with population trends continuing upward and an unemployment rate below the national average and Chicago’s average. First established in the 1830’s Wheeling began as an overnight stop for travelers from Chicago headed to Wisconsin. To service these travelers, a surge of inns, taverns and eateries was developed; this became the start of what is now known as Wheeling’s Restaurant Row. In 1960’s industrial commerce emerged in Wheeling, new manufacturing plants soon required the demand of a rail transportation system. With the manufacturing plants and rail system soon followed the residential neighborhood’s to service the employment. By 2006 the Village of Wheeling had grown to 5,439 acres and 38,555 people. According to Wheeling’s Comprehensive Plan, the population of Wheeling has more than doubled from 1970 to 2000.Census statistics have shown Wheeling to be a stable residential community over the past decade with 12.3% of Wheeling residents moved into their housing unit in 1979 or earlier, 16.4% moved in between 1980 and 1989 and 18.8% between 1990 and 1994. Additionally, the median household income has risen 28% from $38,848 in 1990 to $55,491 in 2000. Wheeling is ideally located in a Northwest suburb of Chicago with access to I-294 and Chicago’s commuter rail system. I-294 allows easy access to O’Hare International Airport (7 miles) and Chicago’s Interstate Loop (35 minutes). Additional access to the interstate system, Illinois 53, is just two miles west of Wheeling. North-South routes from Wheeling included U.S. 45 and Illinois 83 offering access to Chicago and Milwaukee. In addition to an ideal location and a friendly, small-town atmosphere, Wheeling’s residents enjoy a range of recreational activities. The Federal Aviation Administration (FAA) has chosen Will County, located just south of Cook County, for the location of a new airport. The State of Illinois is presently acquiring land for the South Suburban Airport to be located in eastern Will County. The proposed airport is planned to accommodate both cargo and commercial aviation. Legislation to create a Will County Airport Authority and a Regional Development District around the airport are pending in the Illinois General Assembly. ROADWAYS
Nine interstate highways cross Cook County: I-55 (north-south roadway connecting New Orleans and Chicago), I-57 (a Midwestern highway connecting Missouri with Chicago), I-80 (traversing the country from New York to San Francisco), I-294 (part of the tri-state tollway), I-90 (northern most coast-to-coast interstate connecting Seattle, WA and Boston, MA), I- 290 (main freeway running west of the Chicago Loop), I-94 (connecting the Great Lakes and intermountain regions of the nation), I-88 (runs east and west through Illinois, intersecting with I-290 and I-294), and I-355 (connects I-80 and I-290). The highway system provides access to Chicago and every other major market in the country. Now under the jurisdiction of the state the Cook County Highway Department was responsible for the design and maintenance of over 578 miles of roadways in the county.

The Illiana Expressway will connect I-65 in Indiana with I-57 in Will County with the possibility of extending the expressway further west to I-55 to connect to the planned Prairie Parkway linking I-80 with I-88, thus creating a new “Outerbelt” of the Chicago region and setting the development patterns for the metro area for the next 100 years. RAIL TRANSPORTATION
North America’s largest railroad hub Illinois Central Railroad is located in Cook County and has over 13 freight lines and 11 truck lines handling approximately 36,000 outbound railway carloads per day. The Northeast Illinois Regional Commuter Railroad Corporation, known as Metra, is the regional railroad serving Chicago and its suburbs. With over 200 stations on 11 different rail lines across a six-county area (Cook, DuPage, Kane, Lake, McHenry and Will Counties), Metra provides over 80 million rides annually. Metra operates its commuter lines out of Chicago in Cook County with Wheeling residents being serviced by stations in Prospect Heights, Wheeling and Buffalo Grove. Metra is planning to create new rail services including its first entirely intra-suburban commuter line, the Suburban Transit Access Route (STAR) which would connect the suburban communities and O’Hare Airport. With a population of over 5 million the need for residential housing in Cook County remains strong. In 2007 Cook County issued 3,088 single-family building permits with an annual construction value of $861 million. The total number of building permits issued by Cook County in 2007 was 3,935 with a construction value of over two billion dollars. Despite Cook County’s development over the past years, the county continues to expand and re-develop its housing to keep up with the demands of its residents. The Illinois Association of Realtors (IAR) reported at the end of the first quarter 2008 the median single-family home sale in Cook County was $237,750, down 10.3% from the median single family home sale in first quarter of 2007. Single-family home sales totaled 3,522 in the first quarter of 2008 for Cook County. According to the IAR, despite the drop in the Cook County median home price, median home sales prices rose or remained even in most Illinois counties. TIC Distribution Schedule TIC distributions are paid in arrears. Section 6.12 of Revenue Procedure 2002-22 requires a manager to distribute to the co-owners their shares of net revenues within 3 months from the date of the receipt of those revenues. Management monthly distributions are well in line with this Revenue Procedure. The Management Agreement requires that monthly distributions are made by the 20th of each month. Outlined below are examples of various TIC participations and when they can expect to receive distributions. EXAMPLE TIC A:
Purchases on January 5th. First payment received by March 20th. Payment would be for 27 days (equivalent to January pro rata distribution). April 20th the TIC distribution would equal 29 days for the full February distributions. EXAMPLE TIC B:
Purchases on January 15th. First payment received by March 20th. Payment would be for 17 days (equivalent to January pro rata distribution). April 20th the TIC distribution would equal 29 days for the full February distributions. EXAMPLE TIC C:
Purchases on January 25th. First payment received by March 20th. Payment would be for 7 days (equivalent to January pro rata distribution). April 20th the TIC distribution would equal 29 days for the full February distributions. EXAMPLE TIC D:
