The Future - Globalization • This week in India – “More than 27,000 additional institutions of higher learning would be required to meet the targeted Gross Enrolment Ratio (GER) of 30 percent for 2020. 'This figure includes 14,000 colleges of general higher education, 12,775 additional technical and professional institutions and 269 additional universities’

International mobility of students is likely to have been a strong component of international competition: countries (in particular the U.S., but also the U.K. and now Australia) which could attract foreign students are likely to have seen a contribution of this attraction to their economic growth. The mechanisms are manifold. First, attractiveness for foreign students generally is accompanied by that for foreign researchers. Second, it is generally the brightest and most energetic that are mobile, contributing to the quality of HE. Thirdly, USA has 4 year UG degrees, the rest of world has 3 year.

The Future - Affordability • Tuition and fees have increased at more than 2% above inflation for several decades • Discounting is now so complex that $20 000 in debt is not unusual for a student on graduating • Students today write a check for $1000 every week they attend classes • The rest of the world receives a Bachelor’s degree in 3 years – and automatic 25% saving
