Dear Geoff,

Re: Notice of Understanding and Intent and Claim of Right. Please read the enclosed document thoroughly and carefully before responding It is a lawful Notice of Understanding and Intent and Claim of Right. It means what it says. For this reason it is important that you consider and respond in substance. The nearest official ‘form letter' will not suffice, and consequently is likely to be ignored by myself without any dishonour on my part. On the other hand there is a time-limit of 10 days for reply. It is reasonable, and if it runs out then you and any associated parties are in default, removing any and all lawful excuse for proceeding in this matter. For these reasons it is recommended that you carefully consider this Notice and respond in substance, which means actually addressing each and every Understanding and Claim of Right therein. In addition, there is a Fee Schedule associated with this Claim of Right and to avoid any unnecessary expense to yourself, I respectfully suggested that you inform all the Police Forces and the DVLA of the content of this Notice.

NOTICE OF UNDERSTANDING AND INTENT AND CLAIM OF RIGHT Served on the Secretary of State for Transport of the government of the United Kingdom of Great Britain and Northern Ireland and every Agent and every Servant of said government. I, Neil of the Kerslake family, Sui Juris, a flesh and blood man and living Soul, do hereby affirm the following is My Statement of Truth: WHEREAS IT IS MY UNDERSTANDING that the United Kingdom of Great Britain and Northern Ireland is a Common Law jurisdiction and that Acts of Parliament are Statutes and not Laws, AND WHEREAS IT IS MY UNDERSTANDING that having served Her Majesty The Queen with two Affidavits by way of Royal Mail recorded delivery, I am now a Freeman-on-the-Land at Common Law in Lawful Rebellion under Article 61 of the Magna Carta of 1215 which forms part of the British Constitution and the Common Law of the Land of the United Kingdom of Great Britain and Northern Ireland. I INTEND to live as a Freeman-on-the-Land who operates with full responsibility at Common Law free from any Statute or Order or Regulation or Restriction of the government of the United Kingdom of Great Britain and Northern Ireland, and as an adult of good standing in the community I do not need to seek permission (especially from those that claim limited liability) to engage in lawful and peaceful activities. I CLAIM THE RIGHT to identify my Private Automobile with the Index Mark or ‘Number Plate’ FREEMAN, AND FURTHERMORE, I CLAIM THE RIGHT to travel freely on the Highways and Byways of the United Kingdom of Great Britain and Northern Ireland without any restriction or interference from any Agent or any Servant of the government of the United Kingdom of Great Britain and Northern Ireland, AND FURTHERMORE, I CLAIM THE RIGHT to a Fee Schedule of FIVE HUNDRED Pounds Sterling (£500) per hour, or part thereof, payable by the Secretary of State for Transport of the government of the United Kingdom of Great Britain and Northern Ireland if any Police Officer or any other Agent or Servant of the said government impedes my free travels on the Highways and Byways of the United Kingdom of Great Britain and Northern Ireland without witnessing a Common Law Criminal Offence being committed, AND FURTHERMORE, I CLAIM THE RIGHT to deal with any counterclaims or disputes publicly and in an open forum using discussion and negotiation and to record the video and audio of said discussion and negotiation for whatever lawful purpose as I see fit and that any affected parties wishing to dispute the claims made herein, or make their own counterclaims, must respond within TEN (10) days from the date of original service of this Notice as recorded by Royal Mail delivery and such response must be under Oath or attestation, upon full commercial liability and under penalty of perjury in a sworn Affidavit delivered by way of Royal Mail recorded delivery service to XXXXXXXXXXXX, Barry, Vale of Glamorgan, AND FURTHERMORE, I CLAIM THE RIGHT of permanent and irrevocable estoppel by acquiescence in absentia and automatic default judgement in favour of any Understanding, Intent, or Claim of Right made herein if a counterclaim or dispute is not registered as detailed herein and to have such uncontested Understanding, Intent or Claim of Right entered as an acknowledged Statement of Fact into the Public Records of the government of the United Kingdom of Great Britain and Northern Ireland, AND FURTHERMORE, I CLAIM THE LAW of Agent and Principal applies and that service upon one is service upon both and that by serving this Notice on the duly authorised Agent that opens the recorded delivery from the Royal Mail on behalf of the Secretary of State for Transport of the government of the United Kingdom of Great Britain and Northern Ireland it is effectively served on the Secretary of State for Transport and every Agent and every Servant of the said government.
