Bangor City Council: The Parks and Recreation Advisory Board invites each of you to join them for another tour of selected City recreation facilities and areas. We conducted a similar tour in June ’08 which members felt was beneficial. Based on discussion at our last meeting, this tour will include the Rolland Perry City Forest, Essex Woods, Sawyer Arena, and other City parks along the way. We will be meeting at Parks and Recreation on Sunday October 25th at 1:00pm and the tour will probably last until 3:30pm. Transportation will be provided. Government Operations Committee Tuesday, October 27, 2009 at 5:00 pm City Council Chambers Detail Information CONSENT AGENDA 1. Council Ordinance 09-321, Amending Schedules I, III, IV of Chapter 291, Article III, §§ 291-38 and 291-39 of the Code of the City of Bangor – Parking Prohibited at All Times and Parking Prohibited Except for Limited Times – Area Around John Bapst High School This Ordinance Amendment is being referred to the Committee from the City Council. These proposed changes have been previously reviewed and recommended for approval by the Government Operations Committee. REGULAR AGENDA 2. Proposed Ordinance Amendment – Handicapped Parking Time Limits With the assistance of advocates for persons with disabilities, the Police Department and City staff has been reviewing policies related to handicapped parking time limits. Following this review, a proposal has been prepared for consideration which would expand and formalize those time limits. A memorandum from City Solicitor Heitmann is attached along with the proposed Ordinance amendment. We anticipate that Galen Saucier and Michael Noyes will be present to discuss along with City staff. 3. Future Use of Former Fire Station 6 on Griffin Road Now that the Fire Department has moved into its new station on Griffin Road, it is appropriate to begin discussions regarding the former station and land. As a starting point, attached is a background memorandum from Chief Cammack outlining the current use, options, and information about the site. 4. Update – Information Regarding Chinese Sister City Relationship Council Chair Palmer has requested an opportunity to update the Committee regarding a proposal to consider establishing a sister city relationship with a community in China. Recycle Committee Minutes September 23, 2009

Persons Present: Jerry Hughes, Jay Dresser, Monique Gautreau, Geoff Gratwick, Paul Svendsen Call to Order: Councilor Gratwick called the meeting to order at 5:02 PM... Revise Approve Agenda: The agenda was approved as written. Two items were added; canvas bag discussion and overview of the annual MRRA meeting. Minute Approval: No minutes were presented because the tour of Brunswick was the August meeting. Recycling Report: Dana reported that budget predictions are on target. Commodity prices are increasing slowly. Brunswick Recycling Tour: Members of the recycling committee were briefed on the Brunswick tour that took place on August 24th. User fees and the single stream concept were discussed. Jay Dresser asked if the revenues received from the bags in Brunswick are put into the recycling budget as a line item or if the revenues go into the general fund. The committee replied that bag revenues in Brunswick go back into the recycling budget. Government Operations Committee September 29th: Geoff informed the committee that there will be a Government Operations Committee at 5:00 PM on September 29th and invited committee members to attend. An agenda item pertaining to recycling will be part of the Government Operations meeting. MRRA Annual Meeting: Geoff Gratwick explained that he and Jerry Hughes attended the annual meeting of the MRRA. Contact was made with Mark King who heads up the state of Maine composting school. Jerry will be coordinating with Mark in hopes that a winter workshop can be held to discuss food composting in the Bangor area. Cotton Bags Earth Day 2010: Hannaford has agreed to give away 2,500 100% cotton grocery bags on Earth Day in 2010. Congratulations to Jay Dresser for making this happen. Jay has asked that when the bags are distributed in the Bangor area that recycling committee volunteers help on Earth day. Close Meeting: The meeting was adjourned at 6:07 PM. Return

Candidates' Nights at the Library Come hear what the local candidates have to say at the annual forum for those running for City Council or School Committee. Wednesday, October 28, 2009 School Committee Candidates ~ 5:30 to 6:30 pm City Council Candidates ~ 6:45 to 7:45 pm In the Library's Lecture Hall Michael Gleason, a retired Senior Master Sergeant of the Air National Guard, will be the moderator. As Bangor voters know, national elections may get a lot of attention, but it is the local elections that have a noticeable bearing on one’s everyday life. It is often not easy to get information about local candidates. In the City Council Forum, each candidate will be given two minutes for an introductory statement including defining important issues the City Council needs to address; then each candidate will be given two minutes to answer the question – “Describe the ideal Bangor in 2035 — and tell what actions were taken by City Council in 2010-2013 that helped the city reach this ideal.” After this question, there will be written questions from the audience, read by the moderator. Each candidate will then be given two minutes for a closing statement. The School Committee Forum will follow the same format, but the question each candidate must answer will be— “Describe your ideal school system—one you would have in the city if there were no financial constraints or state or national mandates.” All citizens of Bangor are invited to attend. The sessions will be recorded for broadcast on the city’s cable channel at a later date.

Fire Prevention Open House

October 31st from 10 a.m. to 2 p.m. at the Central Fire Station on Main Street

The Bangor Fire Department is hosting our annual Fire Prevention Open House on October 31st at the Central Fire Station on Main Street from 10 a.m. to 2 p.m. Since the open house will fall on Halloween we’ve adopted the theme of “Keeping Warm This Winter Shouldn’t Be Scary” and as such we’re encouraging children to come in costume . . . think of it as a warm-up to the festivities planned for later that night. We’re giving away several free door prizes, including a ride to school in a fire engine for one lucky Bangor student. While the heating oil prices may not be as high as last year, interest in safe and efficient heating continues to remain high (thanks in no small part to the energy tax credit) and so we are inviting local business representatives to set up displays on heating with woodstoves, pellet stoves, propane, natural gas, heating oil, electric space heaters and heat pumps. Activities and demonstrations are planned throughout the day . . . we encourage folks to stop by and check us out. Return
