Chapter 1 1.1 Statement of the Problem The manual election process of Cagayan de Oro’s Commission on Audit (COA) stimulates risk. Since employees would have to manually select their chosen officials and the results were counted manually. Thus, this creates possibilities of cheating, loss of ballots, and the records are not kept properly. 1.2 Background of the Study The proposed election system of COA will be placed in the company’s server which is located in the company’s Infotech Department. This would allow the voters to save time during elections since all they have to do is to log in their employee ID number and they can vote using the computer. This project would also help minimize authorized officials in counting ballots since the software will automatically save the votes in the server’s database and is protected with a password. Through this project, COA will surely have a peaceful and a well organized election process that would save them time and as well as efforts. 1.3 Purpose of the Study The purpose of this study is to allow the company to minimize cheating and save time during election. This project would also be a lesser burden to the voters since all they have to do is to vote in their network places. This would also allow administrators to have a secured and fast election process. They would no longer have to count each votes for each candidates since the system would already be the one to tally the votes made.

1.4 Objective of the Study

This study would consume less time than the manual election process, to minimize cheating during elections and save time during election days and also to be able to monitor and keep track of the records being made. 1.5 Intended Audience and Reading Suggestions The intended audience of this study is the employees and as well as the officials of COA. This is also intended for students for future researches. 1.6 Product Scope The election system will be in the company’s Infotech Department where the main server is located. Authorized Administrators will be given the password in order to check or just to view the updated tallied number of votes made. The administrator would only be allowed to view the results and cannot edit nor delete any information made. 1.7 Scope and Limitation of the Study The system would allow voters/employees to vote their desired officials in their network places. All they have to do is to run the software or the system which is located in one of the files in the program files and key in their employee ID number. After they have voted, or once they have pressed the submit button, the result will be saved automatically in the company’s main server which is located in the Infotech Department. The authorized administrator will be given the password to the results which he cannot edit nor delete but only view the updated results. The employee is only allowed to vote once since all the employee ID numbers are recorded in the software’s database and would not allow any duplication of the ID numbers, also the database has a records of all the employee ID numbers in the company, in such a way the authorized administrator will know who has already voted and who hasn’t.
