Chapter 11 Vocabulary 1. expressed powers-powers of the National Government that are spelled out in the Constitution 2. implied powers-powers of the National Government that are suggested by the expressed powers set out in the Constitution 3. inherent powers-powers the Constitution is presumed to have delegated to the National Government because it is the government of a sovereign state within the world community 4. strict constructionist-one who argues a narrow interpretation of the Constitution’s provisions 5. liberal constructionist-one who argues a broad interpretation of the provisions of the Constitution 6. consensus-general agreement 7. tax-a charge levied by government on persons or property to meet public needs 8. direct tax-a tax that must be paid by the person on whom it is imposed 9. indirect tax-a tax first paid by the person but then passed on to another 10. deficit financing- when the government regularly spends more that it takes in each year and borrows to make up the difference 11. public debt-all of the money borrowed by the government over the years and not yet repaid, plus the accumulated interest on that money 12. commerce power-power of Congress to regulate interstate and foreign trade 13. legal tender-any kind of money that a creditor must by law accept in payment for debts 14. bankruptcy-the legal proceeding in which the bankrupt’s assets are distributed among those to whom a debt is owed
15. naturalization-the process by which citizens of one country become citizens of another 16. copyright-the exclusive right of an author to reproduce, publish, and sell his or her creative work 17. patent-grants a person the sole right to manufacture, use, or sell any new and useful art, machine, manufacture, or composition of matter, or any new and useful improvement thereof 18. eminent domain-power of a government to take private property for public use 19. appropriate-assigning to a particular use 20. Necessary and Proper Clause- Article I, Section 8, Clause 18, also called the Elastic Clause 21. doctrine-a principle or fundamental policy 22. successor-a replacement, someone to fill the vacancy 23. impeach-to accuse, bring charges 24. acquit-to find not guilty 25. perjury-lying under oath 26. censure-issue a formal condemnation 27. subpoena- a legal order directing one to appear in court an/or to produce certain evidence
