Note: (i) The above vacancies are now existing. The list of selected candidates published by the Commission in pursuance to this Notification shall remain in force for a minimum period of one year and a maximum period of three years provided that the list will not continue to be in force if a new Ranked List after the minimum period of one year is published. Candidates will be advised against the vacancies shown above and for all the vacancies reported during the period of pendency of the Ranked List. About one hundred (100) Candidates will be included in the Main List with necessary number of candidates in the supplementary list of the short list/Probability list. (ii) The Kerala Public Service Commission shall have the power to cancel the advice for appointment of any candidates to the above post, if it is subsequently found that such advise was made under some mistake. On such cancellation the appointing authority shall terminate the service of candidate, provided that, the cancellation of advice for appointment by the Commission and subsequent termination of service of the candidate by the appointing authority shall be made with in the period of probation or 240 days from the date of joining duty whichever is earlier. 5. Method of appointment : Direct Recruitment 6. Age limit

:

Must have completed 19(Nineteen) years and must not have completed 39 (Thirty nine) years of age as on 01.01.2009 with usual relaxation to SC/ST/OBC.

Note: (1) The provisional hands working in the above concern will be given age relaxation to the extent of their provisional service put in subject to a maximum of Five years from the upper age limit provided they are within the prescribed age limit on the date of their first appointment in the above concern. But the regular employees of the concern are not eligible for the above concession for further appointment. The provisional hands should obtain a certificate showing the period of their provisional service in the concern and shall produce the same as and when required by the Commission. It would also be clearly specified in the certificate that they were not working in the regular service of the concern. (for other conditions regarding the age relaxation please see Para 2(i),(ii),(iii),(iv),& (xii) of the General Conditions) (ii)

In making appointment to the posts of Assistant Engineers (Civil) 40% of the total Vacancies will be filled up by direct recruitment of candidates from the open market.

(iii)

The maximum age limit is relaxable upto 45 years for those who are working in the regular service of the Board. They should produce a

service certificate along with the application obtained from the board to the effect that they are working in the Board on a regular basis. The concession is not applicable to those working in the board on provisional basis. (iv)

The provisional employees who were on continuous employment on 24.11.1983 and who were not age barred at the commencement of the continuous provisional appointment are entitled to age relaxation, contemplated in G.O (Ms) No. 128/84/GAD. Dated 28.04.1984. The age concession as per this provision will be available to the candidate only when he/she applied for the same post in the same service in which he/she had been in the provisional service referred to above. Further this concession will be available only for the first notification issued by the Commission after 28.04.1984 for selection to that particular post. The candidates who are entitled to the above concession shall note the details thereof in the respective columns of the application and shall produce a certificate(original) obtained from the Head of the Office or Head of the Department or the Appointing Authority of the respective Departments or services as and when required by the Commission. The certificate should contain all the relevant particulars such as the post in which the applicant has had continuous provisional service as on 24.11.1983, the Scale of pay, Department/Institution (Government/Quasi Government Institution or local Authority) the date of commencement of the continuous provisional service and the date of termination of the Provisional Service. The original certificate thus produced will not be returned.

The retrenched employees of the Kerala Fisheries Corporation will be given age relaxation as stipulated in the G.O (Rt.) No 1942/84/P.W dated 31.12.1984 to the extent of their service subject to the condition that the Maximum age limit shall not exceed 50 years. These candidates will also be given preference in the matter of recruitment among other candidates with equal marks. For obtaining these concession the candidates shall produce self attested true copy of the certificate obtained from the Managing Director, Kerala Fisheries Corporation Limited to prove their length of service in the company and the date of retrenchment as and when required by the Commission.

(vi)

According to Board Order No RLI-15934/73 dated 31.12.1973, the Physically Handicapped persons will be considered for appointment under the Board only to such posts the duties attached to which can be satisfactorily discharged by them. The concessions allowable to physically Handicapped persons are not applicable to following post and they are not eligible to apply for the post, “all Executive posts in the Electrical and civil branches of the Board”

(vii) The ex-general reserve engineer force personnel are not eligible for the concession available to the Ex-servicemen. (for other conditions regarding relaxation, please see para 2 (i) (ii) (iii) (iv) and (xii) of the General Conditions. 7. Qualifications : Degree in Civil Engineering from a recognized University or equivalent qualification. OR

Associate Membership Diploma of the Institute of Engineers India in Civil Engineering or any other Diploma recognized by the Government as equivalent thereto. OR Pass in Section A & B of the Associate Membership Examination of the Institute of Engineers India in Civil Engineering. Note:- Those who are applying for this post should produce a declaration in the form given below agreeing to serve for a minimum period of four years (including training period) in the defence services or an assignment, relating defence efforts any where in India or abroad, if so required. This will have effect only for the first ten years of service. Normally graduate Engineers, above 40 years of age need not serve so. 8. The application can be submitted by on line facility only provided in the website of the Kerala Public Service Commission. Detailed instructions regarding the submission of applications are available in the website of the Kerala Public Service Commission viz, www.keralapsc.org No application fee is required. The barcode number in the application form shall be quoted in all further enquiries/correspondence. Documents to prove qualification, age and community have to be produced as and when called for. Application which are submitted not in accordance with the instructions given in the website will be summarily rejected. Documents to prove qualification, community, age, experience etc. have to be produced as and when called for. No copies of documents should be attached with the application. 9. Last Date for receipt of applications : 05/08/2009 Wednesday upto 5 p.m. 10. (a) Sub operas V,VI,VII,IX,X,XI,XIII, XV and XVII in para 2 and paras 5,6 and 7 of the general conditions are not applicable to this post.
