Ariel Casilao (Anakpawis), Carlos Isagani Zarate (Bayan Muna), Emmi de Jesus (Gabriela), Antonio Tiflio (Alliance of Concerned Teachers), Arlene Brosas (Gabriela), France Castro (Alliance of ConcemedTeachers) andSarahJane Elago (Kabataan), alsocalled for the ouster of Philippine National Police (PNP) chief Director General Oscar D. Albayalde following the deaths of the farmers \ i in Negros Oriental. Under House Resolution (HR) 2533, they asked the House Committee on Human Rights to conduct an inquiry, in aid oflegislation, on the March 30, 2019, killings as result of operations cariied out by elements of the PNP and the militaty. HR 2533 also asked for the immediate and unconditional releases ofpeasant activists and residents of Negros Oriental, including Nestor Kadusale, peasant leader of Kapunongan Alang sa Ugma sa Gagmay ng Mag-uuma sa Oriental Negros (kaugmaon) and Azncena Garubat, a peasant woman activist of Naghiusang Mag-uuma sa Panubigan (Namapa) and also the Anakpawis partyJist Canlaon City chapter coordinator, whose arrests coincided with the deaths of the 14 farmers. The bloc also asked for the scrapping of the "Oplan Sauron' being carried out by the PIrIP and the Armed Forces of the Philippines (AFP) in Negros Oriental, that "is causing mass killings andpoliticalpersecution of peasants andactivists since December 2018 to March 2019." The lawmaker said the killings in Negros Oriental are crimes against humanity, targeted assassinations of leaders and mem: bers of local peasant organizations perpetratedby the PNP and AFP in the guise of anti-criminality operations.
