Students and officials from the English Speaking Course (ESC) at Nupo Temporary Refugee Camp held a ceremony on Oct: 8th Wednesday in honor of their local camp commander. ESC Founder and Committee Member John Glenn made a speech thanking the Camp Commander, or Palat, for his support of the ESC School. ESC has experienced a rapid growth in enrollment this year and the Camp Commander has given his advice and assistance throughout the academic session. The Palat gave a speech thanking the students of ESC School and encouraging them to study hard. During his speech he discussed the importance of learning English in an increasingly globalized world. “Those who know English find it easier to get a well-paying job,” he said. He also talked about ESC’s success in reducing alcohol consumption among their students. The Palat stressed the dangers of drinking and asked students to remain sober and focus on their studies. Alcoholism is a widespread problem at Nupo and the English Speaking Course offers residents a positive, drug-free environment. Students and committee members had an opportunity to highlight some of their recent activities, including the recently-published student newspaper. They also revealed their plans to open a student-owned internet cafe. The Camp Commander, in a spirit of cooperation, extended an offer to open a Thai language class at ESC School. Details about the class will be available soon. He then agreed to welcome a group of American university students during the month of December. The students are learning about Burmese issues and will be official guests of the English Speaking Course. A small luncheon was held in the Palat’s honor following the ceremony. The day’s festivities served to strengthen the relationship between ESC and local Thai officials. Those in attendance viewed the event as a success.

How do you feel about your situation right now? I’m extremely desperate because it’s been quite a long time staying in the refugee camp without any income. Survival in the refugee camp is a hardship for everyone. My husband now went to Mae Sot to work to support me. I’m just wondering why we face like this Hold Case and there’s no proper consultation from the officials. I have been already consoled. In fact, I have trouble living in Mae Sot without documentation. What I believe is that Hold Case might have already passed DHS.

In your opinion, how do you feel about US polices regarding your Hold Case? Honestly, it is not natural as fair. If they want to accept it, just accept as refuse as reject. But I don’t like this situation because there’s no proper information on our situation.

How do you feel about the people who have been resettling? I feel very happy for them but sad for myself.

When will you go to a third country? The official from DHS did not provide us any information about situation. Therefore, I don’t have any idea to get to the United States.

Do you know the reason why you received a “HOLD” case? I don’t know. Those who were invloved with the armed struggle groups received in their decision letter that they were refused, and they should apply the other countries. We, those who received “HOLD” Case , don’t really know why and it is difficult to understand even thought our political background is non-violent received armed “HOLD” Case. It does not just depend on the organiz ations such as armed groups, or some other groups, but among them some of those people were accepted. We don’t know how long it will take with this codition.

How do you feel regarding yours “HOLD” Case? Whenever we asked the officials, they told us to be patient. I’m a private teacher. It’s a difficult for me to manage the lessons and the timeline to arrange for my students. It’s worse than receiving the death sentence. My neighbors are now getting poblems between their family members due to their survival creating coflicts between couples. Some were drunk and fighitng with each other. During this October, “HOLD” Case and Refused Cases surrounded my house. Those who were refused happily expect to apply for the other countries but for the “HOLD” Cases disapontedly don’t know what to do. I would like to request the Burma Students Post to publish in your upcoming issue my message to the Department of Homeland Secusity wich is “ Why our cases on hold? How long must we wait for a decision? I appeal to them to please answer these question. Moreover, what if we patiently wait until they respond and then we are refused? Therefore, I want to know how will MOI (Thai), UNHCR and Resettlement Agency arrange for us?

At that point, the applicants receive an unofficial, small tiny receipt named a "Hold" instead of getting the “Decision Letter” without any proper consultation. This is strange that what went wrong with its process. If they are Hold or whatever, the DHS should release an official letter with their leaflet. In addition, an applicant already received his decision letter but the next day they called him to the office and withdrew his decision letter then put him into Hold Cases. Isn’t that such a disorder and mismanagement? Most of the applicants sacrificed, fought against the military dictatorship and tried to restore democracy in Burma (Myanmar). Due to their family members and many difficulties, they choose to resettle in a third country, at last. Which also means that this is their hopes. Even if it is related to the procedure, it might need to have proper explanation or consultation and give a chance to them to reconsider their willingness to continue with this process or not. Furthermore, some applicants received the “Refuse Letter” after six months time while they expecting to resettle in the United States with their “Hold Cases” condition. This is a kind of abuse to the refugee's rights. Therefore, I would like to request better management and proper consultation to the refugees who applied for the resettlement process, as soon as possible.

I would like the Burma Students Post to publish a report about the Hold Cases taking place in Nupo Temporary Refugee Camp. These Hold Cases concern the residents who applied for the resettlement program to the United States. What I understand is that the procedure for the process is done or managed by the American Embassy of Bangkok base in Thailand. But regarding their process, the residents who applied for resettlement in the U.S should undergo the OPE (Oversea Processing Entity) interview at first then wait for the DHS (Department of Homeland and Security) interview. Between the two interviews, there is a lot of mismanagement like data inputs. Therefore, we face problems with names and thumb prints as well Beside that, the program which they are using is that kind of database. So that it is much easier to define or confirm but they just dump the applicants to confuse that their bio data are incomplete. In this case, the applicants need to clarify their data or proper check by the officials. When the applicants pass the OPE interview, they have the DHS interview. That means the applicants can be considerably to accept for this process. After receiving the interview date from the DHS, the resident should go to the DHS interview where it takes place close to Mae Sot (Mae Pa) and once it’s finished, wait for their results Respectfuly yours, which is published the official letter called the “Decision Letter”. There was a presidential election held on 20 October 2008 in POC/PAB section, also known as Section 16(B). But some people held a protest or demonstration regarding that election and were denounced by the leaders. The leaders said that if the residents were absent from the election meeting, this could affect their status in the refugee camp, which threaten the new arrivals. I, actually had to work for my living and had no time at all. On the other hand, there are children who are studying and some people work outdoors.

In my view, if we needed to attend this meeting, there must be an official announcement. I do really want a devoted person for the section leader post who can fulfill, help, understand and sacrifice for the refugees. No one likes it when the person is corrupted, threatening, abuses power and runs a business by selling houses to the new arrivals as we had faced a lot those problems since we were in Burma.

Regarding the TBBC not providing the oil in our rations for two months

Sir/Madam, It’s been about two months that we haven’t received cooking oil in our ration. What I heard is that the oil, which arrived at the refugee camp, was mixed with poison. I found out on the notice board at the section office. But the TBBC had not providing any official letter or notice whether it’s true or not. As a result, the TBBC stopped providing oil now for almost two months. Actually, even when we received the oil for our rations (one liter per person) it was not enough for a refugee to cover the whole month, but now makes it even more difficult to survive in the camp.

I, therefore, want the Burma Students Post to publish a report about these issues and notify the authorities, NGOs and the organizations that assist the refugees concerned. They should solve these problems.

Moreover, a rumor spread in the section that the rations which the TBBC purchases are from Burma. Therefore, it could poison by the Military Junta, say some residents. In addition, one refugee said that some children vomited after eating this oil. So I’d like to have proper information whether it’s true or not and when we can get the oil in our ration.

The school’s teachings were both responded and managed by only Maung Maung One, who has atmosphere of optimism. His height is 5 feet and 10 inches and his color is brown and then he always wears thick glasses. Totally, he is quite handsome. Without charging some money and presents, he, who was the smartest teacher I had ever seen, had effectively taught his students by universal love, sympathy and kindness. Not Just education but also the United States culture were shared especially how to struggle the rest of their life .No less than ten new classes were extraordinary run in order to improve in English. What he perfectly believes in is that as long as he is alive, he will teach and bring up for non-native speakers how to study in English. Even though he wasn’t well, he didn’t relax. It is well-behaved. It is a small wonder that you were recognized by his students when you took a sit in it without enrolling. That sounds great. What he made a school’s law depended on how and what they expected and were interested in. Without support from anyone and any organizations, the school was success and fully kept running at critical moment. Sometimes, it had difficulty standing, he and his students tried to solve problems together. While teaching, the only thing he made fun half of this teachings was very attractive. All he preferred “The news and U.S History series in VOA special English” to others was excellent. On the other hand , he immediately broadcasted it as soon as he had taught it for listening skills. Mon Education Center Serves As a New Idea Cultivator and a Cultural Preserver. NONDEVI / GED

You may wonder why I can say that. No one would deny if I say that many kinds of people flocking to Nu Poe are from different places, societies and environments and have diversity of life styles. Some of the Mon people, settling in this camp, have also brought experience and perspective as they have overcome the general crises of Burma. When they got here, they tried to do what they wanted, a community that they could arrange things to happen. First of all they united so that they could arrange Mon Education Center to be built by the power of cooperation. They use this Center for multiple learning. People can learn Thai, English, Mon literature and Mathematics theory, and the children who are living nearby, especially Mon children, can also learn every day in this center which has different subjects, including Mon language for primary school. They learn Thai because they see that staying in this camp is under the governing of Thai authorities, so it’s necessary when people talk to them for any aims. For Mon language, it’s an ancient language and also their mother tongue. Every single Mon person has to learn it because it will be considered an official language in the region when they have an independent Mon State, which is ruled by Mon people. On the other hand, learning Mon language is viewed to preserve the most important culture and literature in their community. English and the other subjects are multiple purposes such as for further education, improvement of every single person and development in the community. When they get to the United States, for example, it’s very important to complete the application forms, to take a driving license test, to do the entrance tests for a school and so on. Mon Education Center, a national school was built early this year and started classes in mid February. It has about fifty students including the children. There are five teachers taking responsibility in teaching all subjects in this center. They all are volunteers who are living to give time and knowledge to the society, in which they are living. They are very happy to have people teach. According to the traditional, in belief, teaching to the people is defined as donation one of the greatest things they seek. The teachers are normally considered to be friends among the students but they play as leaders in the classroom. Normally the students don’t want to demand what they would like to learn, so they talk to the class to understand more so that they could plan for teaching. It’s really a part of the community. Now we see how important the center is and what it is. I believe you realize why people have to do some things while you see it is unnecessary. I do believe that the people have a dream and live with hope. Ignorance is worse than poverty.

Barbara Jordan(1936-1996) Barbara Jordan was the first African American female to serve in the Texas Senate. Elected to Congress in 1972, Jordan was also the first African American congresswoman elected from a southern state. She served three terms and in 1976, became the first African American and the first woman to give the keynote speech at the Democratic National Convention. She returned to Texas as a full professor at the Lyndon B. Johnson School of Public Affairs at the University of Texas. -----------------------------------------------------------------------------------------------------------------------------When I look at race relations today I can see that some positive changes have come about. But much remains to be done, and the answer does not lie in more legislation. We have the legislation we need; we have the laws.Frankly, I don’t believe that the task of bringing us all together can be accomplished by government. What we need now is soul force- the efforts of people working on a small scale to build a truly tolerant, harmonious society. And parents can do a great deal to create that tolerant society. We all know that race relations in America have had a very rocky history. Think about the 1960s when Dr. Martin Luther King, Jr was in his heyday and there were marches and protests against segregation and discrimination. The movement culminated in 1963 with the March on Washington. Following that even, race relations reached an all-time peak. President Lyndon B. Johnson pushed through the Civil Rights Act of 1964, which remains the fundamental piece of civil rights legislation in this century. The Voting Rights Act of 1965 ensured that everyone in our country could vote. At last, black people and white people seemed ready to live together in peace. But that is not what happened. By the 1990’s the good feelings had diminished. Today the nation seems to be suffering from compassion fatigue, and issues such as race relations and civil rights have never regained momentum. Those issues, however, remain crucial. As our society becomes more diverse, people of all races and backgrounds will have to learn to live together. If we don’t think this is important, all we have to do is look at the situation in Bosnia today. How do we create a harmonious society out of so many kinds of people? The key is tolerance-the one value that is indispensable in creating community. To- page 21-

If we are concerned about community, if it is important to us that people not feel excluded, then we have to do something. Each of us can decide to have one friend of a different race or background in our mix of friends. If we do this, we’ll be working together to push things forward. One thing is clear to me: We, as human beings, must be willing to accept people who are different from ourselves. I must be willing to accept people who don’t look as I do and don’t talk as I do. It is crucial that I am open to their feelings, their inner reality. What can parents do? We can put our faith in young people as a positive force. I have yet to find a racist baby. Babies come into the world as bland as slates and, with their beautiful innocence, see others not as different but as enjoyable companions. Children learn ideas and attitudes from the adults who nurture them. I absolutely believe that children do not adopt prejudices unless they absorb them from their parents or teachers. The best way to get this country faithful to the American dream of tolerance and equality is to start small. Parents can actively encourage their children to be in the company of people who are of other racial had ethnic backgrounds. If a child thinks, “Well, because she likes to play with the same things I like to play with,” that child will grow up with a broader view of humanity. I’m an incurable optimist. For the rest of the time that I have left on this planet I want to bring people together. You might think of this as a labor of love. Now, I know that love means different tings to different people. But what I mean is this: I care about you because you are a fellow human being and I find it okay in my mind, in my heart, to simply say to you, I love you. And maybe that would encourage you to love me in return. It is possible for all of us to work on this- at home, in our schools, at our jobs.
